CONVENTIONS AGAINST TERRORISM
There are 12 major multilateral conventions and protocols related to states' responsibilities for combating terrorism. But many states are not yet party to these legal instruments, or are not yet implementing them. In addition to these treaties, other instruments may be relevant to particular circumstances, such as bilateral extradition treaties, the 1961 Vienna Convention on Diplomatic Relations, and the 1963 Vienna Convention on Consular Relations. Moreover, there are now a number of important UN Security Council and General Assembly Resolutions on international terrorism, dealing with specific incidents. The following list identifies the major terrorism conventions and protocols and provides a brief summary of some of the major terms of each instrument. In addition to the provisions summarized below, most of these conventions provide that parties must establish criminal jurisdiction over offenders (e.g., the state(s) where the offence takes place, or in some cases the state of nationality of the perpetrator or victim).

Pakistan leaders vote to help fight terrorism
On Saturday, Musharraf said Pakistan would "help the international community fight terrorism." ISLAMABAD, Pakistan (CNN) As President Bush prepared to huddle again with his national security advisers, the government of Pakistan signaled Saturday it is willing to fulfill its pledge to "fully cooperate" with the United States in its war against those responsible for the World Trade Center and Pentagon terror attacks. During a meeting with Pakistani President Pervez Musharraf, the Pakistani cabinet and security council voted unanimously to "help the international community fight terrorism." A spokesman said the government would immediately "hold consultations with the Pakistani people" to build a consensus for the decision. The United States has given the Pakistan government a "wish list" of actions it wants Pakistan to take. Included on that list is allowing, if requested, U.S. warplanes access to Pakistani airspace. The ruling Taliban government of Afghanistan threatened any neighboring country that allows its soil to be used to help the United States stage an attack on Afghanistan.

The attacks of September 11, 2001 have focused world attention on the Muslim world, and have aroused keen debates in Arab intellectual circles about the religious, social, economic, political, and cultural circumstances that have given rise to the phenomenon of suicide attacks in the name of Islam. Muslim shapers of public opinion have argued that Islamist terrorism will force the Muslim countries to undergo a basic change and will oblige the Arab regimes to deal with issues that were previously swept aside, such as extremist religious education, democracy, and human rights. If one has to look for one basic, elementary cause of terrorism engulfing civilization today; it is religious absolutism. Religious absolutism results from a belief that a particular faith represents the absolute truth and therefore must be accepted by everyone else without question. Rumsfeld seeking to bolster anti-terrorism coalition
Rumsfeld says intelligence is what the U.S. wants most from its allies in the war on terrorism. SHANNON, Ireland (CNN) U.S. Defense Secretary Donald Rumsfeld said Wednesday his trip to the Middle East and Central Asia is aimed at shoring up support for the United States' declared war against terrorist networks. Rumsfeld had a stopover in Ireland on his way to hold talks with political and military leaders in Saudi Arabia, Oman, Egypt and Uzbekistan. Rumsfeld said he will not be negotiating with Saudi Arabia or any of the other countries on his three-day itinerary. Instead, he said his mission is to solidify old relationships and, in the case of Uzbekistan, forge a new one. Ashcroft wants tougher anti-terrorism laws
Attorney General John Ashcroft says there is a need to "upgrade and strengthen a number of laws." WASHINGTON (CNN) U.S. Attorney General John Ashcroft and FBI Director Robert Mueller met Sunday with congressional leaders to discuss a proposal to give federal investigators broader powers. Ashcroft said earlier he would ask Congress to rewrite some laws to enhance anti-terrorist efforts, including granting investigative agencies greater surveillance authority. "It's clear to me that we need to upgrade and strengthen a number of laws in the United States," Ashcroft said. For example, under current law a court authorizes a wiretap for a particular phone, not a person. "It doesn't make sense" in an age when multiple phones are common, Ashcroft said. Wiretaps, he said, should be focused on individuals, not the hardware. CNN.COM SPECIAL REPORT

Strong U.S. connections to both countries were probably one force behind Japanese Prime Minister Junichiro Koizumi's first official visit to Seoul Monday. South Korea hosts 37,000 U.S. troops to defend against North Korea while Japan hosts another 47,000 troops, making Seoul and Tokyo Washington's greatest military allies in Northeast Asia. Both countries have voiced strong support for the U.S.-led offensive, backed up by promises of financial support, as well as food and medical aid.

The September 11, 2001 terrorist attacks on the World Trade Center and the Pentagon and the abortive attack (possibly aimed at the White House or Camp David) that resulted in the crash of a jetliner in Pennsylvania has resulted in a new and extraordinary emphasis by the Bush administration on combating terrorism. During the last ten days key administration officials, particularly President Bush, Secretary of Defense Donald Rumsfeld, and Secretary of State Colin Powell, have repeatedly emphasized that their long-term objective is the destruction of terrorism – a goal to be achieved by the death or apprehension of terrorists, the destruction of their infrastructure and support base, and retaliation against states that aid or harbor terrorists. The following documents, some of which were obtained under the Freedom of Information Act, include assessments of the terrorist threat and a CIA profile of Usama bin Ladin, presidential and Defense Department policy directives, the details about U.S. response to specific terrorist attacks, and evaluations of U.S. government preparedness to deal with terrorism.

No terrorism suspected in O'Hare weapons arrest
Subash Gurung: "No nefarious or suspicious purpose" to his flight, the U.S. attorney's office said. CHICAGO, Illinois (CNN) Federal authorities suggested Monday there was no indication of terrorist activity from a weekend incident in which a man tried to board a United Airlines flight armed with nine knives, a can of tear gas and a stun gun. Subash Gurung, 27, in the United States on an expired student visa, passed through a security checkpoint with most of his weapons. Eight security workers at O'Hare International Airport were suspended, including a supervisor. Another two knives were later found in the man's checked luggage. Transportation Secretary Norman Mineta recommended that United Airlines be fined and that security personnel be given more training.
