David Siegrist: The threat from biological terrorism
David Siegrist is a research fellow and the director of studies for the Countering Biological Terrorism program at the Potomac Institute for Policy Studies. He has been a long-term consultant to the Department of Defense, where he has analyzed a broad range of national security technology issues. He joined the CNN.com chat room from Arlington, VA. CNN: Welcome, David Siegrist, and thank you for being with us today. DAVID SIEGRIST: Thank you. It's my pleasure to be here today. CNN: How much of a threat exists from the use of bioterrorism? SIEGRIST: I think the threat is significant and increasing, especially after the events of last week. I think last week marks a major escalation, and I'm concerned that further escalation can lead to use of biological weapons by terrorists. I think that the terrorists showed that they are not necessarily constrained from causing mass casualties. CHAT PARTICIPANT: What is the biggest threat? Smallpox or anthrax?

    Belfast global terrorism charges

    Story Tools BELFAST, Northern Ireland (CNN) A Belfast man was charged Wednesday by police in Northern Ireland with two counts of making funds and property available for international terrorism. Jaybe Ofrasio, 31, is originally from the Philippines. He appeared at the city's magistrate court following his arrest on January 29. A detective inspector told the court the charges were related to Jemaah Islamiyah, a radical Islamic group, which has links with the al Qaeda network and other Islamic terrorist organizations. He said the nature of the alleged evidence against Ofrasio was on computers, and that financial and phone evidence was also being examined. The court was told that the police were relying upon an alleged association between Ofrasio and another person currently being detained in Southeast Asia. Ofrasio has lived in Belfast for less than a year. Ofrasio replied "no comment" when charged. He was ordered held until February 11.

    • PATRIOT Act Renewal Bill Would Expand FBI Powers . Reuters reports that Senate Intelligence Committee Chairman Pat Roberts (R-KS) plans to introduce legislation that would not only reauthorize sunsetting provisions of the USA PATRIOT Act, but also expand the government's investigative powers to permit the FBI to demand health, library, and tax records in intelligence investigations without judicial approval. Today the committee had planned to hold a closed session to vote on whether to send the legislation to the Senate floor. The session was cancelled, but is expected to be held next week. For more information, see EPIC's USA PATRIOT Act Sunset page. (May 19, 2005) House, Senate Hold USA PATRIOT Act Oversight Hearings. Beginning this week, Congress will hold numerous hearings to review controversial sections of the USA PATRIOT Act that gave the government greater investigative powers.
