North Carolina Licensure: Questions and Answers Who needs a license in North Carolina? All professional employees of public schools must hold a license for the subject or grade level they teach or for the professional assignment they hold. In what areas are licenses issued? Licenses are issued in administrative, supervisory, student service, and teaching areas. Teaching areas encompass birth through kindergarten, elementary (K-6), middle grades (6-9), secondary grades (9-12), special subjects (K-12), exceptional children (K-12), and vocational education. The standard basis for license is the completion of an approved education program at an accredited college or university. Regular Program : The Holmes Model for Initial Certification in Mathematics Education The mathematics teacher certification program at UT is a five-year program which begins with earning a bachelor's degree in a subject area with a minor in education. The fifth year includes a full school year of internship while finishing coursework. At the end of the program, there are only 12 hours of additional requirements to earn a masters degree. Teachers Certification
The National Academy of Needlearts offers a Teachers' Certification Program which includes training in all aspects of embroidery instruction, from the development of teaching and presentation skills to study in design and color and the production of the written work necessary for the successful teaching of needle arts. NAN's program is suited to either the novice or the experienced teacher of the needlearts who wishes to develop and refine her/his instructional skills. Full certification requires three years of intensive study. During that time the candidate designs and develops several classes in her/his chosen medium, and compiles a viable portfolio of her/his own original teaching pieces. Book critiques, color and design notebooks, and oral teaching presentations complete the certification process. In addition, the candidate also participates in several hands-on teaching experiences. The oral presentation and the display of the candidate's embroidered work are among the highlights of the Certification Weekend, held in conjunction with the NAN Assembly for Embroiderers. Professional development financial data by itself is not as meaningful as analyzing it in the context of state policies, requirements, and practices. This section discusses that policy context.
State Mandates and Mechanisms
Outside of the North Central Region, a number of states reported that they require intermediate service agencies to develop plans for teacher professional development. These state are California, Missouri, New Hampshire, New York, Texas, and Oregon. Ten states reported requiring local school districts to develop annual plans for teacher professional development (California, Florida, Georgia, Idaho, Missouri, New York, Oregon, Rhode Island, Tennessee, and Texas). No such requirements exist in Nebraska, New Hampshire, and South Dakota. Missouri, New York, Oregon, Rhode Island, and Texas also imposed such requirements on individual schools.
Teacher Professional Development and Teacher Certification and Employment
Within the North Central Region, Indiana, Iowa, Michigan, Minnesota, and Ohio all reported having requirements that certified teachers enroll in continuing education courses for continued certification. Only Illinois reported that it did not. Indiana and Michigan also reported that such an action was required for continued employment.

Typically, beginning foreign language (FL) teachers in the United States must complete an "approved program" of teacher education in a four-year college or university, have a certain minimum grade point average, and complete a specified number of credit hours in the foreign language to be certified. To receive "approved program" status, institutions must demonstrate to their state department of education that they are fulfilling state standards. Most states model their standards after two statements developed by the FL teaching profession in the 1950s and '60s titled, QUALIFICATIONS FOR SECONDARY SCHOOL TEACHERS OF MODERN FOREIGN LANGUAGES and GUIDELINES FOR TEACHER EDUCATION PROGRAMS IN MODERN FOREIGN LANGUAGES (Paquette 1966). The QUALIFICATIONS are brief descriptions of "minimal," "good," and "superior" competence in listening comprehension, speaking, reading, writing, applied linguistics, culture and civilization, and pedagogy. The GUIDELINES describe model programs, using the QUALIFICATIONS as minimum objectives (Wing 1984).
