    Childhood Obesity – An Overview of Policy Options In
    Legislation for 2003-2004
    2005 Update Now Available Obesity is epidemic in the United States. In the past two decades, rates of overweight and obesity have doubled for children and tripled in adolescents. The percentage of overweight among children and youth has climbed to the 15 percent range. Being overweight or obese increases risk for the top U.S. causes of death and disability including heart disease, stroke, cancer, and diabetes. Across the country, obesity carried a $117 billion price tag in 2000, accounting for 9 percent of the nation’s total health care costs. The Centers for Disease Control and Prevention estimates that if current obesity trends continue, one-third of all children, and one-half of African-American and Hispanic children, born in 2000 will develop diabetes. Fortunately, much can be done to prevent costly obesity-related health problems. State legislators have begun to aim prevention efforts at obesity risk factors that begin in childhood—such as poor nutrition, physical inactivity, and the increase in children diagnosed with Type 2 diabetes.

Le Bonheur Children's Medical Center's Coordinated School Health Program is based on the eight-component school health model advocated by the Centers for Disease Control and Prevention. Initiated in 1998, the Coordinated School Health Program in Memphis represents a partnership between Memphis City Schools and Le Bonheur Children's Medical Center to create healthy, well-educated children who will become responsible, productive, employable adults. The Memphis City Schools is the largest school system in Tennessee and the 20th largest in the nation, serving 118,000 students in 165 schools. Currently more than 35 registered nurses from Le Bonheur provide nursing services, health information and referrals to students, parents and staff in all of the Memphis City Schools. In addition, Le Bonheur school health nurses provide opportunities for students to receive immunizations and a variety of health screenings through multiple health fairs held throughout the summer. Building a Strong Foundation for Good Health Mary Story, Ph.D., R.D.
Chair, Bright Futures Nutrition Optimal nutrition is important to sustenance, good health, and well-being throughout life. The nutritional health of infants, children, and adolescents affects their growth, development, and resistance to disease. Lifelong eating behaviors and physical activity patterns are established during childhood. Children and adolescents build the foundation for good health by eating healthy foods and getting regular physical activity. Healthy eating during childhood may help prevent adult chronic diseases, such as heart disease, osteoporosis, and certain forms of cancer. Parents, health professionals, and communities all have important roles to play to help children develop healthy eating practices and positive attitudes toward food and their bodies. Bright Futures in Practice: Nutrition builds on the nutrition guidelines presented in Bright Futures: Guidelines for Health Supervision of Infants, Children, and Adolescent. The nutrition guide shows how to integrate nutrition and health promotion into health services. Developmental nutrition guidelines from infancy through adolescence emphasize prevention and early recognition of nutritional concerns. The guidelines, developed through a multidisciplinary process, are designed to be used by a wide array of health professionals. The guide can also serve as a practical educational resource for families and communities.

Dental Services are provided to uninsured children and those with TennCare, under the age of 21. Adults are only seen in cases of emergency. Child Health
Healthy children are a major priority of the health department. Well child checkups include physical exams, screening tests and immunizations. Screenings are available to assure normal development and to detect and treat any medical condition for persons from birth to 21 years of age.
