Nashville, May 20, 2003 The Tennessee Department of Health, Maternal and Child Health Section and Special Supplemental Nutrition Programs (WIC and CSFP) invite the public to participate in the development of the State Plan of Operation. Testimony is invited from anyone who wishes to speak about issues relative to the operation of the Department’s Maternal and Child Health programs, the Special Supplemental Nutrition Program for Women, Infants and Children (WIC) or the Commodity Supplemental Food Program (CSFP). EDUCATIONAL PROGRAMS Nutrition Education
Nutrition is an important piece of the overall health, performance, and well being of every student-athlete. Team ENHANCE'S nutritional motto is "Fuel Your Body for Performance". The program strives to provide female student-athletes with practical education and personal support they need to select the fuel to maintain energy, be successful in their sport and in their school work, and to have better health for life. They are educated about nutrition so they can make "winning" food and fluid choices to fuel their workouts and competitions. Throughout their college careers, student-athletes can benefit from individual nutrition consultation. All freshmen student-athletes are required to take the Sports Nutrition Course, a one-credit, 15-hour class that is the foundation of the athletic nutritional health program at UTK. The course is current with the latest research results and the practical needs and interests of a changing student-athlete population in demanding sport environments. Team ENHANCE Educational Seminars
Educational Seminars are held once a year for the student-athletes and the coaching staff. The administration believes that these special seminars are essential and has made them mandatory. Nationally renowned speakers regularly cover issues of alcohol and substance abuse, eating disorders, diversity, assault, trauma (date rape, rape, childhood abuse), depression, learning disabilities, denial, and breaking the "don't talk rule". At our most recent seminar, Joetta Clark, a four-time Olympic track star, spoke to the student-athletes about what it takes to be the best in their sport.

Current Trends Declining Anemia Prevalence among Children Enrolled in Public Nutrition and Health Programs Selected States, 1975-1985
The Pediatric Nutrition Surveillance System (PNSS) was established by CDC in 1974 to monitor the growth and hematologic status of children from low-income families participating in such programs as the Special Supplemental Food Program for Women, Infants, and Children (WIC)*; Early Periodic Screening, Detection, and Treatment; and publicly funded maternal- and child-health clinics. The hematologic data collected since 1975 from the states participating in PNSS have demonstrated a steady decline in the prevalence of childhood anemia (1,2). The number of states participating in the surveillance system has increased from five in 1974 to 34 in 1986. Since this changing composition could have influenced the observed anemia trend, data from six states (Arizona, Louisiana, Kentucky, Montana, Oregon, and Tennessee) that have consistently participated in the PNSS since 1975 were analyzed. In these analyses, the following age-specific hemoglobin (Hgb) and hematocrit (Hct) levels were used as cutpoints to define anemia: age 6-23 months, Hgb less than 10.3 gm/dl or Hct less than 31%; age 24-59 months, Hgb less than 10.6 gm/dl or Hct less than 32%; age 60-83 months, Hgb less than 11.0 gm/dl or Hct less than 33%. These cutpoints, which are 0.6 gm/dl Hgb or 2% Hct lower than the commonly used clinical criteria (3), were chosen to avoid inclusion of children with borderline anemia.

At the beginning of the 20th century, infectious diseases caused most of the morbidity and mortality in children. Although there has been great success in reducing contagious diseases, children today face new issues. Over the past several decades, major economic, social, and demographic changes have significantly affected American families. These societal changes have brought shifts in the chief causes of morbidity and mortality among children and adolescents. Injuries are now the leading cause of death for children older than 1 year. In addition, a significant percentage of American children have mental and emotional disorders. Developmental problems, educational failure, too much risk taking, lack of supervision, and child abuse are also among these "new morbidities." Also, the population of children with special health needs due to illness or disability has grown.
