We're Watauga!
An award-winning agency of the Tennessee Department of State: The Watauga Regional Library is one of twelve regional libraries in the state of Tennessee. The regional libraries are administered by the Tennessee State Library and Archives, which itself is a division of the Dept. of State. In May, 2000, Watauga received the Tennessee Library Association's Resource-Sharing Award for its trail-blazing service Not really a library?: Despite our name, the Watauga Regional Library isn't the kind of library that you can walk into and check out books. We operate in the background, helping local libraries serve the public, primarily with services related to the communications network created by the Tennessee legislature, the Northeast Tennessee Public Library Our purpose: The purpose of the Watauga Regional Library is to improve public library service in the northeast Tennessee counties of Carter, Greene, Johnson, Sullivan, Unicoi, and Washington. We do this by providing a variety of types of assistance to local public libraries:

Library users who have The Tennessee Library Card ( TLC ) stickers on their library cards can check out materials free of charge at all participating public libraries TLC borrowers will be subject to rules of the lending library, including overdue fines, lost charges, etc. (For WCPL rules TLC borrowers will be expected to return materials to the lending library. If you are a resident of Williamson County and want to participate in the TLC program, ask a staff member to attach a TLC sticker to your library card. TENNESSEE STATE PLAN FOR FEDERAL DEPOSITORY LIBRARIES I. Introduction For over one hundred-twenty years, Federal Depository Libraries in the state of Tennessee have been providing no-fee, public access to United States Government information in all formats through the Federal Depository Library Program (FDLP). Since 1813, depository libraries in the United States have ensured that the American public has access to the information produced by its government, ensuring a well-informed democracy. Depository libraries in Tennessee hold a rich tradition in the provision of government information services. Ideally, each federal congressional district will have located in it at least one depository library in order to ease access to government information throughout each state. In the state of Tennessee, all nine congressional districts do, indeed, have at least one Federal Depository Library, with some containing more than one. All but one of these depository libraries are known as "selective depositories" as they select the portion of all available depository publications that are needed by the constituents they serve. Generally speaking, each state also has one "regional depository," which selects and archives all materials available to Federal Depository Libraries. In Tennessee, there are presently twenty-five Federal Depository Libraries. These libraries represent a mixture of public, academic, state, federal, and law libraries of varying sizes. Appendix 1 lists these and outlines basic characteristics of the libraries. The Regional Depository Library for the state of Tennessee is at the University of Memphis. Tennessee was the last state to have a Regional depository named, with the University of Memphis taking that role in 1989. Tennessee also has the unique arrangement where six selective depositories serve as the "regional" for certain agencies' publications issued prior to 1989. This shared holdings concept provides depositories in Tennessee some unique challenges and advantages.

T ennessee NACO Funnel At a meeting of the Technical Services Round Table of the Tennessee Library Association in Knoxville, Tennessee, March 2004, a group of catalog librarians agreed to work together to participate in the Library of Congress' Program for Cooperative Cataloging to create name authority records. Two catalog librarians in the state had explored independently the possibility of forming a funnel, and the representatives from the gathered group decided to seek membership in the Library of Congress' NACO program . Now known at the Tennessee NACO Funnel , the charter members have been trained in using standards in the MARC21 Format for Authority Data to create name authority records that will become a part of the national authority file. When creating original cataloging records for Tennessee state documents one finds that LC's Authority File (LCAF) has too few state agency names, conference names, place names, and names of people who create state documents or who are active in the public life of the state. While NACO trained employees are not limited to creating records that relate to a specific geographic area, nevertheless, producing authority records for local, state, and regional names for Tennessee is where the need is greatest, and this will be a focus for Tennessee NACO Funnel members. it just occurred to me that:
  • The Germantown library seceded from the Shelby County (Memphis) system as part of a stunt that might be a little more complicated than White Flight. (Not only were the suburban subversives upset about their tax dollars funding someone else's leisure reading; they're also checking out privatizing the public library...) Knoxville's new downtown library has been axed by the tax-fearing folk and the County Commission what wants to keep 'em dumb. Hamilton County (Chattanooga) libraries suffered a major budget setback that closed a branch and left the countywide staff without pay one day a month. Nashville/Davidson County Metro, whose central library is the darling of the entire state, has closed all branch libraries on Fridays to shrink their expenses.
We imagine that these synchronous summertime upsets are not part of a vast, anti-intellectual conspiracy. But they are a vote of no confidence. Tennessee's urban libraries don't seem to be doing so well. Perhaps the libraries were bloated to begin with. Too much money spent on too much stuff that nobody was using.
