K-12 Networking - State of Tennessee
The following message concerns K-12 networking in the State of Tennessee. Forwarding or cross-posting of this message is welcomed, provided the content is left intact. This does not represent an official statement by the State of Tennessee, and any errors or omissions are my own. I must acknowledge the invaluable contribution of the COSNDISC participants and other state Education officials in our planning process in Tennessee: we've sought the benefit of others' experience in K-12 networking and you have been most helpful to us. The Tennessee State Department of Education presented its recommendations for the Tennessee Education Network (TEN) and 21st Century Classroom initiatives to the State's Information Systems Council (ISC) on December 16, 1993. Part of that presentation was the recommended TEN telecommunications approach. That segment of the presentation is reproduced in outline form below. The ISC gave their support to this approach, and Tennessee will be implementing the TEN - including Internet access to every school - in 1994.

A Virtual K-12 Learning Community for the State of Tennessee
VolWeb was created in 1996 under the visionary leadership of Dr. Dale Doak and the College of Education, Health and Human Services, and with funding from the Tennessee State Department of Education. VolWeb made it possible for K-12 schools throughout Tennessee to maintain their own websites at no charge to the individual schools. We recognize that the needs of the K-12 community in Tennessee have changed dramatically since 1996, and we are currently working with UT's Office of Information Technology as well as the College of Education, Health and Human Services to determine how VolWeb can continue to be relevant to that community. We will certainly include you in that planning process, and any comments or suggestions you have should be sent to hodge@sunsite.utk.edu

Search Eugene Volokh Wednesday June 8, 2005 at 12:51pm 4 Trackbacks Possibly More Trackbacks Tennessee Elementary School Students Barred from Discussing a Certain Subject During Recess: A 10-year-old student and his friends were barred from engaging in a certain kind of speech during recess at Karns Primary School. The recess in that school, I'm told, is about 30 minutes long, and students are generally allowed to play, sit and read, talk, and do lots of other things. But this student and his friends were barred from engaging in one particular kind of speech. What is this speech that a Tennessee school has decided must be banned?
  • Wearing black armbands to protest the war. Displaying a confederate flag. Discussing the Wiccan neo-pagan religion. Wearing insignia that depicted firearms. Something else.
  • And the answer is . . . #5, specifically discussing the Bible. Those are the charges levied in a lawsuit filed by the student's parents (see the Complaint I've long been appalled by the willingness of government officials to discriminate against religious speech this way. It's true that under the Court's Establishment Clause caselaw the government generally may not itself engage in religious speech (especially in K-12 schools), nor may it give preferential treatment to religious speech. But this ban on government preferences for religious speech doesn't require or authorize discrimination against private religious speech. Such discrimination is itself unconstitutional; it violates the Free Speech Clause, and in my view the Establishment Clause and Free Exercise Clause as well (though that's less clear than the Free Speech Clause violation).

    Registration/Licensing/Accreditation: Recordkeeping/Reports: Length of School Year/Day: Curriculum: Special Education: Health: Safety: Home Schooling: Home school students entering public schools are treated as students entering from other non-approved schools regarding credit for work transferred and examinations that may be required. State Board of Education Rule No. 0520-1-2-03 (11). No diplomas or certificates of attendance are given by Tennessee to students who are home schooled. Independent Home Schools:
    • Parents or legal guardians conducting an independent home school must register their child by August 1 of each year with the superintendent of schools. There is a provision for late registration and possible payment of a late fee. Parents or legal guardians conducting an independent home school must have a high school diploma or a GED to teach grades K-8 or a BA to teach grades 9-12. Parents or legal guardians conducting an independent home school may subscribe to any curriculum they choose. Students must attend a minimum of four hours of school per day for 180 days per year. Attendance records are sent to the Superintendent at the end of the school year.
