Official Announcement
The Commander-in-Chief promulgates for the information and guidance of all persons, the following Resolution, and an Abridgment of the Report of the Committee on Flags, of this Organization. I. RESOLUTION
"WHEREAS, owing to incorrect representations in historical works, incorrect reproductions and representations by manufacturers of flags and badges, and in pictorial publications of all kinds; to frequent inquiries in the press and the erroneous answers thereto; and to general lack of exact information regarding the flags of the Confederate States of America, it has been deemed necessary that a committee of this Organization should be empowered to make diligent investigation and report their finding to this body assembled in convention, at Nashville, Tennessee, in 1904, and "WHEREAS, the Committee thus empowered has, this 16th day of June, 1904, made full report of its labors, which report, upon careful examination by the Committee on Resolutions, is found to be complete and exhaustive, and in all respects satisfactory; therefore, be it "Resolved, by this Association of United Confederate Veterans, in convention assembled at Nashville, Tennessee, 1904, that in order to give the impress of authority for the guidance of all persons, it is hereby declared to be the conclusive judgment of this Organization, that the Flags of the Confederate States of America were established by legislation of the Congresses of the Confederate States, and otherwise, in the manner fully set forth in the accompanying report of the Committee on Flags of this Organization, and that said report is hereby adopted."

"Equal Employment Opportunity" is the right of all persons to be recruited, employed, and promoted on the basis of qualification, without regard to race, sex, religion, color, national origin, age, disability, or veteran status. "Nondiscrimination" requires the elimination of all existing discriminatory conditions, whether purposeful or inadvertent. "Affirmative Action" requires an employer to do more than to assure employment neutrality. It requires additional efforts to recruit, employ, and promote qualified members of groups previously excluded, even if that exclusion cannot be traced to particular discriminatory actions on the part of the employer. "Affirmative Action Plan" describes an employer's specific, written program to ensure equal employment opportunity through nondiscrimination and affirmative action efforts. The development of an affirmative action program requires study of the work force and the utilization of women and minorities and the setting of goals and timetables. "Utilization Analysis" is a document displaying an examination of the absolute and relative employment of, for example, women and members of minority groups on a University campus. It is designed to determine current deficiencies in relation to availability.

WASHINGTON, D.C. - U.S. Senate Majority Leader Bill Frist (R-TN) today praised the U.S. Department of Education’s decision to provide added flexibility to enable teachers to meet the “highly qualified” requirement that is part of the historic ‘No Child Left Behind’ (NCLB) Act.
“I’m pleased that the Department of Education is working with educators to ensure NCLB is implemented in a reasonable and effective manner,” said Frist. “Requiring that teachers be highly qualified in their subject is intended to help improve student achievement. However, every school has unique circumstances and needs. This new regulation, which provides needed flexibility, will help accommodate such challenges while still maintaining the high standards the program sets to ensure every child reaches their full potential.”
He said the new policies will impact three particular areas of education, including the requirements for rural teachers, science teachers and multi-subject teachers. Under the current guidelines, teachers must meet a number of qualifications including obtaining a bachelor’s degree, full state certification or licensure, and proving that they know each subject they teach. To determine content knowledge, they must accomplish one of the following: have a major in the particular subject area; have credits equivalent to a major; pass a series of testing known as High, Objective, Uniform State Standard of Evaluation (HOUSSE); receive an advanced certification from the state; or have a graduate degree. However, added flexibility is needed to accommodate the special challenges many rural, science and multi-subject teachers face.

Wednesday, January 7, 2004 FORD Challenges Bush to Deliver Promised Funds for "No Child Left Behind" President has delivered $15 billion less than he promised schools two years ago MEMPHIS, TENN. – Congressman Harold Ford (D-Tenn) today challenged President Bush to deliver the funds he promised to schools when he signed the No Child Left Behind Act two years ago. The President is visiting West View Elementary School in Knoxville, Tenn., tomorrow to tout the success of the "No Child" initiative on its two-year anniversary. But teachers and principals across the state and country are saying that they haven’t received the funding levels that were promised by the law, at the same time as they are working harder to implement the law’s new mandates. "I would hope that as the President comes to Tennessee to talk about education, he also listens carefully to what educators, parents and school board members are saying about the challenges of implementing this law. Their story is different than his because they are confronting the realities of classroom education, not the politics and the rhetoric," Ford said. "The President must fund No Child Left Behind at the levels that were promised and make the law more flexible. The goal of No Child Left Behind – holding schools accountable for teaching kids – is as important as ever. I support higher standards. But educators must have the tools to reach those standards."
