General education provides critical thinking skills for analysis to continue to seek truths, to discover answers to questions, and to solve problems. Specifically, educated people practice and are literate in the various methods of communication. They recognize their place in the history, culture, and diverse heritages of Tennessee, the United States, and the world. They appreciate the web of commonality of all humans in a multicultural world and are prepared for the responsibilities of an engaged citizenship. They recognize the ethical demands of our common lives. They demonstrate the skills and knowledge of the social and behavioral sciences to analyze their contemporary world. They are familiar with the history and aesthetics of the fine arts. They understand and practice the scientific and mathematical view of the world.

Ten Questions on IDEA
Background
In 1975 Congress passed the Education for All Handicapped Children Act (EAHCA) guaranteeing the right of all handicapped children to a public school education. This act’s name changed to the Individuals with Disabilities Education Act (IDEA) in 1990. It has been amended numerous times since its original passage, most significantly as part of its "reauthorization" in 1997. The "reauthorization" included considerable changes relating to the discipline of special education students. This brief Q&A addresses discipline matters under the IDEA. Given regulatory changes and evolving case law, nothing in this document is intended to be the provision of legal advice.
1. Are students with disabilities subject to different standards when it comes to discipline?
2. What are the procedural requirements for a school system suspending a disabled student from school?

Association-sponsored bills improve student assessment
In the fall of 1999, many special education teachers came to TEA with complaints about the amount of work required to create the TCAP-Alternate portfolio assessment for their students. These members found that developing the portfolios took valuable teaching time away from their students.
TEA went to work immediately on this issue. After attempts to persuade the state department of education to change the portfolio requirement failed, TEA took the issue to the state legislature. TEA members provided testimony to legislators during the summer of 2000. TEA helped them to see all the problems with the portfolio assessment.
With much persistence from TEA, the Tennessee General Assembly passed House Bill 1846 and Senate Bill 343 in 2001. These bills make major improvements in the TCAP-Alternate. First, an option in addition to the portfolio has been added. Second, the work in each portfolio has been substantially reduced.
BEFORE HB 1846 and SB 343:
  • Teachers completed a portfolio assessment for each special education student who met the TCAP-Alt criteria.

    What is the CCTST?
The California Critical Thinking Skills Test (CCTST) is a 45 minute, 34-item, multiple choice test that tests your ability to do such things as analyze, infer, explain, evaluate, and interpret. Why are seniors at UT taking it?
The Tennessee Higher Education Commission (THEC) in Nashville coordinates this legislatively-mandated Performance Funding program. It is an accountability program through which UT and other publicly funded institutions in Tennessee are measured and sometimes rewarded.
