Viewpoint on Public Issues, The Mackinac Center , October 6, 1997 Forgotten children. Troubled youth. Learning disabled. Students with special needs. Whatever the euphemism, these are children who are often not well served in the conventional public school setting. At the same time, many people think that these students can not be served well by the private sector either, but nothing could be further from the truth. It is time to lay to rest the myth that private schools are elitist institutions that "skim the cream" and leave all the toughest kids to the public schools. The private sector, including private sectarian schools, religious schools, nonpublic agencies, and home schools, offers a wide variety of education programs for this difficult-to-educate population. When public schools or agencies cannot serve a particular student, they sometimes contract with a private sector group to do the job. The Directory for Exceptional Children lists roughly 3,000 special education schools and facilities in the private sector nationwide. Their costs of educating a student vary widely, depending in large part on the nature of the disability category served, and may also include the cost of medical care and transportation. Examples include Sobriety High in Edina, Minnesota, which educates 9th through 12th grade students in recovery from chemical dependency. The famed Boys Town, based in Nebraska, directly cares for more than 27,000 boys and girls annually in fourteen states and the District of Columbia. The Helicon Shelter Education Program, a division of Children’s Comprehensive Services, provides certified teachers, materials, curriculum, and academic recordkeeping on site at 27 emergency foster care shelters throughout Tennessee.

    The Adult Basic Education Program is composed of three levels: Adult Literacy, Basic Education and General Education Development Diploma Program (GED). The Adult Literacy program provides instruction in beginning reading and writing for adults whose functional reading skills are from zero to 4th grade. "He's like a sponge!" Mary Hernandez says of her 13-year-old son's ability to soak up knowledge. Mary's son, Raul, has epilepsy and slight cerebral palsy. Four years ago, Mary pulled Raul out of public school and began homeschooling him. She was frustrated with the school, whose teachers maintained Raul couldn't learn because of his disability and let him spend hours playing with toys. Mary brought him home, sure that her son could excel if given the chance. Raul has since learned to read and write. "He knows all the presidents from the first to the forty-third president!" says Mary proudly. "You tell him something, and he will remember it." At home, Mary holds Raul to a structured school schedule, but also involves him in household routines.

    Whenever the issue of "school choice" comes up for discussion, somebody in-evitably will claim that the private sector can't be trusted to serve the kids who are, for one reason or another, difficult to educate. Government schools are depicted as democratic, egalitarian institutions that take on all comers, including the toughest cases. Private alternatives are alleged to be inherently elitist organizations that "skim the cream" and leave the challenging kids to their courageous and altruistic public counterparts. This perspec-tive is pure myth. The fact is that children who are troubled, neglected, learning or emotionally disabled, or otherwise have special needs are often not well served in the conventional public school setting. They need help from non-governmental sources, from people who know that you don't have to be a civil servant to be either civil or a servant. The private sector, including private sectarian schools, religious schools, nonpublic agencies, and home-schools, offers a wide variety of education programs for this difficult-toeducate population. When public schools or agencies cannot serve a particular student, they sometimes contract with a private-sector body to do the job.
