2.6 Desegregation Development Programs (Geier Stipulation of Settlement) 2.6.1 Black Staff Development Program This program, authorized by the Geier Stipulation of Settlement, enables black staff members to obtain advanced degrees and become eligible for positions of higher rank and salary within all institutions of higher education in Tennessee. Its intent is to prepare the employee to assume more complicated and significant duties. This will be accomplished through the ultimate placement of the employee in such a position based upon the employee's performance, career preferences, and the immediate and long range needs of the Tennessee Board of Regents and the University of Tennessee Systems. The placement of development program participants will be an institutional obligation as the final phase of the program. This placement will normally occur at the institution where the participant is employed. However, if opportunities exist at other public higher education institutions in Tennessee for which the individual is qualified, then an inter-institutional placement may be made, subject to the participant's discretion and the approval of the presidents of the institutions involved. Ideally, the placement should be made to a position identified at the program's inception.

AS NEW EXECUTIVE DIRECTOR
The National Assessment Governing Board has announced the appointment of Charles E. Smith, former Tennessee Commissioner of Education and chancellor emeritus of the Tennessee state system of colleges and universities, as its new Executive Director. Darvin Winick, chairman of the independent, bipartisan Board, said "We feel fortunate to have a person with such wide experience join us in carrying out the important work of the National Assessment of Educational Progress and its Governing Board." The 26-member Board sets policy for NAEP, a Congressionally-authorized survey, commonly known as the Nation's Report Card. The assessment provides the only regular data on achievement by a representative cross-section of students in U.S. elementary and secondary schools.
Charles E. Smith Smith will begin a three-year appointment January 1 as head of the Governing Board's professional staff. He succeeds Roy Truby, who is retiring after 13 years as NAGB's first Executive Director. From 1987 to 1994, Smith served as Tennessee's education chief, developing and implementing a comprehensive reform effort, the Governor's 21st Schools Program. In 1991, the Tennessee state education department was the first in the nation to publish detailed school-by-school report cards-with both program and achievement data-for every public school in the state. Later, during six years as chancellor of the Tennessee Board of Regents, Smith initiated similar report cards for all 46 campuses of the state college and university system.

"Blue ribbon" study group faces a formidable task

Tennessee Governor Don Sundquist appointed a “Council for Excellence” to solve a political problem and to improve the state’s public higher education systems. WHEN TENNESSEE Governor Don Sundquist was faced with a political problem involving higher education last year, he reached for a time-honored device–a "blue ribbon" study group.
This one is called the Council for Excellence in Higher Education. It includes prominent business executives, civic leaders, legislators and educators, and it is charged with nothing less than moving Tennessee onto the "short list" of states with high-quality public higher education systems. Sundquist was in need of blue-ribbon advice because internal wrangling, some of it caused by the governor himself, had reduced the effectiveness of the Tennessee Higher Education Commission (THEC), the state’s planning and coordinating agency.

Public Policy Update

This year most of our public policy emphasis has focused on support for the Governor’s #1 legislative initiative, the expansion of Tennessee’s quality pre-K pilot program. At the time of this writing we are optimistic about the chances of this initiative, Senate Bill 2317, House Bill 2333, becoming law. The Tennessee House of Representatives passed the bill April 27 th We are particularly excited as we have been pushing the idea for over a year with the Governor’s policy office and others. It was a wonderful day several months ago just before the legislature returned when we heard officially that Governor Bredesen was fully supportive, and not just of more pre-K but of quality pre-K targeted to but not limited to at risk children. The proposal is to add $25 million dollars to the existing state commitment of approximately $10 million. When we add in the local match (which can be local public funds but also can be in-kind or money raised from non-public sources) our state will be dramatically increasing its commitment to early education of children in tremendous need. We will be increasing funding from around $15 million to over $40 million!
