The Ofcom Review of Public Service Broadcasting (PSB) Television
Ofcom is conducting a far-reaching review of Public Service Broadcasting. The 12-month review will involve detailed analysis of all the UK public service broadcasters: BBC, ITV1, Channel 4, Five, S4C and all related television services taken together. Ofcom's review will be evidence-based and research-driven, rooted in responses from viewers themselves. The outcome will feed into Government's review of the BBC's Charter. Viewers and programmes will be at the heart of the review which will inform the future shape of British television.

Ofcom review of public service television broadcasting - Phase 3 - Competition for quality
Foreword Ofcom embarked on its first statutory review of public service broadcasting just over twelve months ago. We are charged by the Communications Act with assessing the effectiveness of the designated public service broadcasters (BBC, Channel 3, Channel 4, Five, S4C and Teletext), taken together, in delivering the public service purposes set out in the Act. We are also charged with reporting on how the quality of public service broadcasting can be maintained and strengthened in future. This, the third and last of our reports, draws together our findings and recommendations. Since we began our work, there have been significant management changes at the BBC and Channel 4, the BBC Charter review is now well underway, and the merger of Carlton and Granada has been completed. Digital take-up has grown from 48% to 56% of households, while 21% of households have broadband connections and TV subscription revenues have overtaken advertising revenues for the first time. The digital and broadband world will bring with it radical changes in the form and delivery of content, and the ways in which people choose to use the services available to them. Our aim has been to set out a new framework for public service broadcasting (PSB), designed for this future and sufficiently adaptable to respond to and reflect changing technologies, markets, and the needs of citizens and consumers.

A co-regulatory scheme has recently been developed to deal with community concerns about illegal and offensive online content. The scheme relies on codes of practice developed by the Internet Industry Association (IIA) in consultation with the ABA, industry, and relevant community groups. Under the scheme, any Australian resident or business representatives who carry on activities in Australia may complain to the ABA about online material they believe falls within a prohibited or potentially prohibited category. While the scheme is mainly complaints-based, the ABA also has the power to initiate investigations. The regulatory scheme does not impose any requirement for Internet service providers to monitor content or to engage in universal blocking of content. The scheme also provides for community education in relation to safe Internet usage which is undertaken by both the ABA and the independent Internet safety advisory body, NetAlert.
Commercial television broadcasting
There are 52 licensed commercial television services in Australia. The Seven, Nine and Ten networks broadcast mainly in the major capital cities while others, such as Prime Network, WIN television and Southern Cross, focus on regional areas. These networks are typically affiliated with a metropolitan network for non-local programming.

Digital TV Legislation
Digital Television is a new communication technology that will eventually replace analogue television it provides better picture quality, improved sound and reception. The legislation relating to digital television broadcasting and other purposes is outlined under the Broadcasting Services Act 1992 There are many important components outlined under the Act that affect a diverse cross-section of society. This proposal will outline five sub-sections of the legislation relating to Digital TV that will either benefit or detriment different publics.

Early Broadcasts
During the 1930s several companies around the world actively prepared to introduce television to the public. As early as 1935, the BBC initiated experimental television broadcasts in London for several hours each day. That same year, CBS hired American theater, film, and radio critic Gilbert Seldes as a consultant on its television-programming development project. RCA unveiled television to the American public in grand style at the 1939 New York World’s Fair, with live coverage of the fair's opening ceremonies. This included a speech by President Roosevelt—the first televised appearance of an American president. Daily telecasts were made from the RCA pavilion at the fair. Visitors were invited to experience television viewing and were given the opportunity to walk in front of television cameras and see themselves on monitors.
