School of Business, Biola University, La Mirada, California The telecommuting literature includes frequent references to increases in productivity (e.g., Duxbury, Higgins and Mills, 1992; Venkatesh and Vitalari, 1992). Huws, Korte, and Robinson note the "surprising degree of unanimity" in regard to productivity impacts (1990, p. 44). However many of the claims in the literature derive either from unpublished studies (e.g., Caudron, 1992; Weiss, 1994), or from subjective evaluations of productivity rather than objective measures of output (e.g., JALA Associates, 1990; Nilles, 1994). It is possible that some or all of these gains represent artifacts of the research process or of the specific implementations of telecommuting. Alternative explanations for the reported gains are summarized below under five propositions, which subsume 15 testable rival hypotheses.
PROPOSITION 1. Telecommuting productivity gains may be overstated.
This proposition embodies the concept that reported gains may, in whole or part, reflect inaccurate subjective perceptions or other artifacts of the evaluation process.

Using the flexibility to work in a home office or telework center when it is effective to do so is clearly the wave of the future, and for many of us the future is already here. The Office of Personnel Management (OPM) and the General Services Administration (GSA) have established this joint web site on Telework to provide access to guidance issued by both agencies. What Is Telecommuting?
Is there anyone alive who hasn't heard of the concept of "telecommuting"? The art was originally conceived and practiced by iconoclasts and steadfastly practical professionals who insisted on the right to avoid that long commute into the office on days when they had a great deal to do and do alone. Today, telecommuting is second only to "casual days" as the fastest-growing shift in traditional working patterns, and it's far more helpful than wearing sneakers and tee-shirts for accomplishing more work in less time. As you can imagine, telecommuting is broadly defined, and includes any method for working productively outside the traditional office. Telecommuters include everyone from computer programmers in Denver reporting to an employer in Australia, to an executive who stays at home one morning to study a complex contract, to a data-entry clerk who works on a desktop in her spare bedroom, to a sales person who rarely leaves the territory in which he lives and works. Already many large firms have their phones answered in Kansas or another remote location. They could just as easily have their graphics, advertising, market planning and analysis, and other information-intensive activities done by telecommuting workers equipped with advanced technology and supported by the "information highway."
