Girls' film on teen pregnancy makes it big
Students hope movie sends message to young women across U.S.

MISSION, Texas - With at least six classmates pregnant, including the valedictorian with her second child, it was clear to a few girls at Mission High School they more information was needed on safe sex. So the four students at this school along the Mexican border - where the teen pregnancy rate is among the highest in the nation - decided they could help send the message by making their own movie. Two years later, their 16-minute educational film promoting condom use, named "Toothpaste" after a teen code word for condoms, has been ordered by schools around the country. It also will be shown at film festivals and on the Showtime cable channel, according to the organization that produced the film. "Hopefully, people will get something out of it," said Amanda Ramirez, one of the teens.

Maintain effective, comprehensive networks of local providers to ensure access to appropriate health, vocational, and parenting education services. Profile: In existence since 1981, TAPP is a school- and community-based operation serving all of San Francisco. Populations served are Hispanic (47 percent), African-American (42 percent), Asian (7 percent), and other (1 percent) youth, 12 to 21 years old, in an urban setting. Each year, approximately 529 pregnant teens, 47 teen mothers, and 29 teen fathers receive services, including child care during the school year.

Teenage birth rates in this country have declined steadily since 1991. While this is good news, teen birth rates in the U.S. remain high, exceeding those in most developed countries . High teen birth rates are an important concern because teen mothers and their babies face increased risks to their health, and their opportunities to build a future are diminished.
  • About 11 percent of all U.S. births in 2002 were to teens (ages 15 to 19) . The majority of teenage births (about 67 percent) are to girls ages 18 and 19. About 860,000 teenagers become pregnant each year, and about 425,000 give birth. About one in three teenagers becomes pregnant before age 20. The teenage birth rate is declining. Between 1991 and 2002, the rate fell by 30 percent (from 61.8 per 1,000 women to 43). Still, in 2002 (the most recent year for which data are available), about 4 teenage girls in 100 had a baby.

Reducing Teenage Pregnancy
Moreover, because the average age of menarche has reached an all-time low of about 12 or 13 years (Potts, 1990), and because four out of five young people have sex as teenagers (AGI, 1999a), a greater proportion of teenage girls are at risk of becoming pregnant than ever before. The consequences of adolescent pregnancy and childbearing are serious and numerous:
  • Teen mothers are less likely to graduate from high school and more likely than their peers who delay childbearing to live in poverty and to rely on welfare (Annie E. Casey Foundation, 1998). The children of teenage mothers are often born at low birth weight, experience health and developmental problems, and are frequently poor, abused, and/or neglected (Annie E. Casey Foundation, 1998). Teenage pregnancy poses a substantial financial burden to society, estimated at $7 billion annually in lost tax revenues, public assistance, child health care, foster care, and involvement with the criminal justice system (Annie E. Casey Foundation, 1998).

Statistics Canada, Catalogue 82-003 During the last quarter century, there has been an overall decline in the teenage pregnancy rate in Canada, perhaps reflecting the availability of contraceptives, and the increased awareness of the risks of unprotected sex brought about by the AIDS epidemic. The social stigma that once attended out-of-wedlock pregnancy may have diminished; however, the risks of serious health consequences remain for babies born to mothers still in their teens. Children of teenagers are more
likely to have low birth weights, and to suffer the associated health problems. Pregnant teens themselves are also at greater risk of health problems, including, for example, anemia, hypertension, renal disease, eclampsia and depressive disorders. As well, teenagers who engage in unprotected sex are putting their own health at risk of sexually transmitted infections. In addition, recessions in the early 1980s and 1990s meant that to maintain an adequate standard of living, dual earning became the norm in many Canadian households. But teenagers who give birth, particularly at ages 15 to 17, are likely to be single. Consequently, most teenage mothers lack a partner to contribute to the household income.
