Teen Pregnancy Prevention
For nearly three decades, Family Health Council has been dedicated to the prevention of teen pregnancy in western Pennsylvania. Beginning in 1990, Family Health Council launched a series of specially targeted activities in Allegheny County, including a multi-media campaign; sexuality education guidebooks for parents called Family Connections Teen Connections , a pocket-sized guide for teens; and peer education. The success of these strategies led to the creation of the Center for Adolescent Pregnancy Prevention (CAPP) in 1995. Through CAPP, a regional, comprehensive, multi-disciplinary approach to reducing teen pregnancy in western Pennsylvania was established. Community coalitions of residents, service providers, educators and local leaders work with CAPP to implement programs to meet the needs of their neighborhoods. CAPP's program interventions focus on teens postponing first intercourse and, when sexual activity begins, using contraception. The CAPP program model includes:
- a multi-media awareness campaign
- parent and community education
- peer education
- professional training
- supportive health services
- public policy development CAPP's efforts are primarily focused in Allegheny, Erie, Fayette, Lawrence, and Venango counties. Since 1990, when Family Health Council began to focus on teen pregnancy prevention in Allegheny County, there has been a 33% drop in teen pregnancy rates.

Teenage pregnancy is a problem in many western nations
Natural selection could be creating a cycle of teenage pregnancy, according to new research. Scientists have long argued that the age at which women have their first child is largely defined by environmental, cultural and educational factors. But research by a team of British, Australian and American scientists has found genetics plays a part in whether teenagers are likely to become pregnant.
Changes in society such as birth control ... will probably lead to genetic changes in humans through evolution
Dr Ian Owens
Imperial College Previous studies have highlighted factors such as religion, lack of higher education or poverty as underpinning wide differences in reproductive patterns. But the new research emphasises genetic as well as social factors in the timing of human reproduction and maintains they are influencing evolution more than at any time in the "pre-history of humans". Although many women in western societies are having children later for career reasons there is a simultaneous increase in teenage pregnancies.

Why can't we match up to our European neighbours? The debate on how best to tackle teenage pregnancy has arisen again as latest figures show the rate in under-16s in England and Wales has increased.
The government says it can do no more without the help of parents, while others are again calling for a broadening of sex and relationship education in schools. The UK has the highest teenage birth rates in Western Europe - twice as high as in Germany, three times as high as in France and six times as high as in the Netherlands. Why are the figures on the increase? One thing that is lacking in the UK is a consensus on how to deal with the problem of pregnancy and sexually transmitted infections (STIs) among teenagers. All the incentives are going in the wrong direction - the best thing the government could do is stop undermining the family

Overview People's Organization of Robbins Youth Service (POR) was established in 1982 as a community-based voluntary organization serving the Village of Robbins, Illinois. Through community concern (high water rates) this organization was formed and in 1985 chartered itself as the People's Organization of Robbins Youth Service Project. Poorness focus is to provide new services and programs for youth 5-17 years of age. Dedication to this cause is very important in the community of Robbins due to the lack of financial benefits in the local environment. POR recognizes these problems and others which youth must endure and pledges its united efforts for a better community. POR operates with the assistance of the Chicago Area Project, fundraisers, and donations. Return to the top Intergenerational activities, crafts and teen leadership projects are stressed by People's Organization of Robbins Youth Service (POR).

A Health Surveillance Update on Canadian Children and Youth
Teen Pregnancy Babies of teenage mothers are at increased risk of preterm birth, low birth weight and death during infancy.
Teen pregnancy is considered a major public health problem in many countries. Teenage mothers are less likely to complete their education and are more likely to have limited career and economic opportunities. Furthermore, their babies are at increased risk of preterm birth, low birth weight and death during infancy. The teen pregnancy rate is the number of pregnancies occurring per 1,000 teenage females per year. The number of pregnancies consists of the number of live births, stillbirths and abortions. However, the 1996 data presented here and the international comparisons include only the number of live births in the numerator. In Canada in 1996, there were a total of 21,597 live births to mothers aged 15-19 years for a rate of 22.1 per 1,000. In addition, there were 227 babies born to mothers aged 10-14 years. Over the past two decades, there has been a decline in the live birth rate for teens aged 15-19 years, from 35.6 per 1,000 in 1974 to 22.1 per 1,000 in 1996. During this same period, the number of induced abortions in this age group has increased and may partly explain the observed decline in the number of live births.

U.S. teen pregnancy rate hit record low in 1997
HAYATTSVILLE, Maryland (CNN) America's teen-agers were less likely to become pregnant in 1997 than at any time since 1976, when national data first became available, a report from the Centers for Disease Control and Prevention said Tuesday. Still, the United States has the highest teen pregnancy rate of any Western industrialized country. The teen pregnancy rate fell 19 percent from its high in 1991 to a record low of 94.3 pregnancies per 1,000 women ages 15-19 in 1997, the latest year for which data are available, the report said. "The fact that fewer teens are becoming pregnant is encouraging news," said Dr. Jeffrey P. Koplan, CDC director. "Few teens are ready for the challenges of parenthood. When they delay this responsibility it enables them to gain the education and maturity they need to be good parents and good citizens." The rate had risen from the mid-1980s and peaked in 1991; the 1997 rate is 10 percent below the 1986 rate, when the upturn began.

To begin thinking about the issue of teenage pregnancy, let s go through Jeff Who is responsible for teen pregnancy? The girls? The boys? The men?

Teenage Pregnancy vis- -vis Jeff Smith To begin thinking about the issue of teenage pregnancy, let's go through Jeff Smith's list of underlying issues. Your name will appear at the end of one of the issues below, and your responsibility is to be ready to discuss your issue in class. However, you need to think about all of the issues in order to know what you really think. 1. Human Nature and Responsibility Who is responsible for teen pregnancy? The girls? The boys? The men? Equally responsible? How responsible are the parents of the teens? Our society (think of the images of sex and parenthood in the media)? Our are schools partly to blame? For whom is this a crime? (Emily, Michael, Holly, Jamison) 2. Community For who's community is this a problem? Is it a district problem, a city problem, a state problem or a national problem? How does pregnancy rates in one place affect people in another place? According to the Alan Guttmacher Institute, Arkansas had the second highest teenage birthrate in the nation for 1996. Should people in North Dakotathe lowest teen birth ratebe concerned? Should their tax dollars go to helping our teens and their children? Should ours help teens in Mississippithe state with the highest teen birthrate in 1996? (Erin, Marco, Meisha) 3. Justice
