Table Of Contents: While children need no permission from their parents to become parents, 33 states currently have laws in effect, or scheduled to take effect, that mandate parental consent or notification prior to a minor's abortion. Most of these states, however, allow a minor mother to place her child for adoption without her parents' involvement. Legislators in these states have decided, in effect, that while young women may not be mature enough to decide for themselves to terminate a pregnancy, they are all mature enough to become mothers and to make medical and other life decisions for their children.

    Teen Pregnancy How widespread is teen pregnancy? The pregnancy rate* for 15 to 17 year old teens in Washington State has been declining since the late 1980s. The abortion rate has also declined. Who is at high risk for teen pregnancy? Early sexual behavior among teens may be influenced by many complex factors such as poor quality family relationships, non-voluntary sexual experiences, poverty, lack of supportive adult role models, and negative outlook on the future. These influences may also interact with other factors such as substance use, risky sexual behaviors (e.g., multiple partners, poor contraceptive use), and low academic achievement. What are the public health implications of teen pregnancy? Early prenatal care is vital for detecting pregnancy risks and assuring healthy birth outcomes. In Washington State in 1995, girls 17 and younger giving birth received late or no prenatal care almost 3 times more often than women 20 years and older. Infants born to teen mothers are one and a third times more likely to be born prematurely, and 50 percent more likely to be low birthweight babies (under 5.5 pounds). Low birthweight and prematurity raise the probability of a number of adverse conditions, including infant death, blindness, deafness, mental retardation and cerebral palsy.     Despite the recent decline in the teen birth rate, teen pregnancy remains a significant problem in this country. Most teen pregnancies are unintended. Each year, about 200,000 teens aged 17 and younger have children. Their babies are often low birth weight and have disproportionately high infant mortality rates. They are also far more likely to be poor. About 80 percent of the children born to unmarried teenagers who dropped out of high school are poor. In contrast, just 8 percent of children born to married high school graduates aged 20 or older are poor. The U.S. Department of Health and Human Services (HHS) has responded to a call from the President and Congress for a national strategy to prevent out-of-wedlock teen pregnancies and to a directive, under the new welfare law, to assure that at least 25 percent of communities in this country have teen pregnancy prevention programs in place. Building on our previous work in this area, our national strategy is designed to:
    I. Strengthen the national response to prevent out-of-wedlock teen pregnancies.

    Introduction
    Despite the recent decline in the teen birth rates, teen pregnancy remains a significant problem in this country. It is a problem that impacts nearly every community. Thus, the responsibility to solve this problem lies with all of us, including families, communities, and young people themselves. The President and Congress called on HHS to develop a National Strategy to address this serious challenge and to assure that at least 25 percent of communities in this country have teen pregnancy prevention programs in placeas mandated under the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. The Department responded to this call by releasing a National Strategy to Prevent Teen Pregnancy in January of 1997. This Strategy presented a comprehensive new plan to prevent teen pregnancies in the United States by strengthening, integrating, and supporting teen pregnancy prevention and other youth-related activities in communities across this country. The Department is required by this law to report to the Congress by June 30

    Teen Pregnancy, Birth and Abortion
    Pregnancy, birth, and abortion rates among teenagers in the United States have declined over the past decade but still remain an endemic public health issue. Reasons for the decline include increased motivation of youth to achieve higher levels of education, the availability of comprehensive sexuality education in schools, leading to young people's knowledge about contraception, more effective contraceptive use, and improved ability to negotiate contraceptive practice; and greater social support for services related to both pregnancy and disease prevention among adolescents. Despite the decline, young women of color are disproportionately affected by teenage childbearing. In 2000, the birth rates for African American teenagers were reported as the lowest ever in the 40 years for which data for African American women are available. However, the rates for Hispanic teenagers remained the highest for any population group. (Published in the SIECUS Report, Volume 30, Number 3 - February/March 2002) PREGNANCY Although pregnancy rates among adolescents have steadily declined in the past decade, the United States continues to have the highest adolescent pregnancy rates among industrialized nations.
