Motivating resources are also available from museums, historical sites, presidential libraries, and local and state preservation societies. By Mark Christie The new tests are not being given just to burden students and teachers with more tests, but are part of a sweeping reform program aimed at raising academic standards and student achievement levels. Predictably, with systemic change comes criticism. But the current state of student achievement in our public schools is just not what it needs to be. Consider:
  • Nearly one in three 6th-graders in Virginia public schools fails the Literacy Passport Test, which measures the most rudimentary levels of reading, writing and math skills, and in local school divisions with high percentages of minority children, such as Norfolk and Portsmouth, the failure rate is consistently worse than the statewide rate; (Source: Outcome Accountability Project, Va. Dept. of Education) One in four Virginia public school graduates entering our colleges and universities requires remedial work before attempting college-level classes; (Source: State Council of Higher Education)

PREFACE A Common Core of Teaching Knowledge and Skills Shared commitment to ethical practice and a common core of knowledge connect the members of a profession creating a common language, set of understandings, and beliefs that permit professionals to work together toward shared purposes on behalf of their clients. Educators must share an understanding of child development and learning that allows them to plan together and to assess student needs from a common perspective. Components of Core Curriculum
Core curriculum may be viewed as a framework for achievement of Saskatchewan's Goals of Education through classroom instruction, intended to provide all Saskatchewan students with an education that will serve them well regardless of their choices after leaving school. It reinforces the teaching of basic skills and introduces an expanded range of new skills to the curriculum.
The two major components of Core Curriculum are the Required Areas of Study and the Common Essential Learnings (C.E.L.s)
To meet community and student needs at the local level, provision is made within the Core Curriculum to offer Locally Determined Options . In recognition of the diverse needs of students, provision is made through the Adaptive Dimension for teachers to adapt instruction, the learning environment and instructional resources.
Second language courses, including Russian, fall into the category of Locally Determined Options. The Common Essential Learnings will be incorporated into Russian language courses, and the Adaptive Dimension will provide teachers with the flexibility to adapt the program to meet the needs of a diverse student population.
Common Essential Learnings
The Common Essential Learnings are six integrated areas containing knowledge, skills, attitudes, and abilities which are considered important for learning in all school subjects. Their purpose is to help students better acquire the subject matter under study and to develop in students certain skills, abilities, values and understandings which they will need in life and for future learning.

(Abstract, Executive Summary, Detailed Report: 74 pages, 140K) Abstract Workplace Essential Skills (WES) is a multimedia (print, video and online) course designed for pre-GED adults who want to learn how to apply for a job, increase their knowledge of the workplace environment, and refine their reading, writing, communication, and/or mathematical skills to meet the demands of common workplace settings. A summative evaluation examined the use of WES in 14 classrooms in six states and Washington, D.C. between September 2000 and June 2001. Each of the four WES content strands - reading, math, communication and employment - was tested in six or more classes. Reading and Math . The most dramatic increases were noted for students studying the Reading and Math strands (4 and 5 units of instruction respectively). Impact was assessed using two standardized tests that are widely accepted in adult education-the CASAS ECS Reading and Math tests. Forty percent of the students showed impressive gains in their scores (5 points or more), even though the instructional time in this study (24-30 hours) was considerably less than the 100 hours CASAS suggests is needed. However, 60 percent did not improve, showing the difficulty of meeting the needs of ABE students with a single instructional approach.
