The National Board for Professional Teaching Standards has developed an innovative process to determine whether a teacher possesses the attributes of accomplished teaching based on the NBPTS standards in each of the certificate areas. National Board Certificates are structured around student developmental levels and subject(s) taught. Click here to view the framework of National Board Standards and Certificates. Determining whether teachers meet the standards requires performance-based assessment methods that are fair and valid and that call on teachers to demonstrate principled, professional judgments in a variety of situations. The National Board believes a valid assessment of accomplished practice must allow for the variety of forms sound practice takes, must sample the range of ways teachers know their content, and must provide appropriate contexts for assessments of teaching knowledge and skill. Teaching is not just about knowing things; it is about the use of knowledge - knowledge of learners and learning, of schools and subjects - in the service of helping students grow and develop. Consequently, the National Board believes the most valid teacher assessment processes engage candidates in the activities of teaching - activities that require the display and use of teaching knowledge and skill and that allow teachers the opportunity to explain and justify their actions.

One in four Nevada high school seniors is in danger of not graduating because they failed a required math test. New York teachers are accused of cheating to raise their students’ test scores. M assachusetts students plan to boycott that state’s “unfair” assessment program. At the same time, Texas gains kudos for the “Texas Miracle” – annual increases in test scores. What’s going on? Are assessment tests ruining American education, as opponents claim, or setting new standards of excellence, as their advocates say? Unfortunately, there is no clear answer. Like the standards on which they are supposed to be based, state assessment tests to date have been subjected to little research on their intended benefits and unintended negative consequences. They are, however, popular, growing in importance and an increasing source of controversy. I took one of the TFE. Did I pass?
The minimum passing scores were established for three of the TFE tests in February 2005. Passing scores for the remaining two TFE areas, Science and Social Science, will be established when there are a sufficient number of examinees to perform a passing standards study.
The minimum passing scores for the three TFEs are the following:
TFE: Multiple Subjects TFE: English TFE: Mathematics
When is the TFE offered?
As a result of the implementation of Senate Bill 57 (Scott, Chapter 269, Statute of 2001), the TFEs are used to satisfy one portion of the Early Completion Internship Option of the internship programs for California Multiple and Single Subject Teaching Credentials. Educational Testing Service (ETS) offers these pedagogical exams in five areas: Multiple Subjects, English, Mathematics, Science, and Social Science. Passing standards have been established for three of the TFE tests: Multiple Subjects, English, and Mathematics. These three exams are given on each scheduled administration date.

Overview of the Provincial Assessment Program
Manitoba Education, Citizenship and Youth provides support and advice on student assessment according to departmental initiatives and carries out provincial assessments based on provincial curricula referred to as standards tests. The department also provides expertise and support in the areas of assessment, evaluation, statistics, research and computer programming. Results from assessments and standards tests help to provide a means of certifying student achievement at the provincial level and provide data to analyse the quality and performance of the Kindergarten to Senior 4 educational system. What follows is a description of the grade levels, subject areas, and frequency of Manitoba 's provincial assessment and standards tests.
  • The department is currently engaged in broad consultations with the goal of developing a provincial assessment system that draws from classroom-based assessment and supports student learning in the middle years.
Manitoba is also involved in national and international testing programs in education such as the Programme for International Student Assessment (PISA) and Youth In Transition Survey (YITS), and the School Achievement Indicators Program (SAIP), under the guidance of the Council of Ministers of Education, Canada (CMEC).

OVERVIEW: Changes in the workplace are likely to accelerate as we enter the 21st century. The need for schools to keep pace with these changes has resulted in a massive curriculum reform movement . School communities are establishing new goals so that students will learn the skills and competencies needed to succeed in today's workplace ; often communities include the skills of reasoning, problem solving, and working collaboratively. To meet these goals, schools are providing students with learning experiences that are more authentic. If schools want an accurate appraisal of how well they are helping students achieve goals, they must make changes in assessment that reflect the changes in curriculum and instruction. The connection between curriculum reform and the need for changes in assessment is considered in more detail in the critical issue " Rethinking Assessment and Its Role in Supporting Educational Reform ."

Educating Preservice Teachers: The State of Affairs
Testing and Licensure in NCREL's Region
Teacher testing is gaining widespread attention within NCREL's region, especially in Illinois. Recently, a Chicago Sun-Times investigation revealed that 5,243 Illinois teachers, some of whom are currently teaching, failed at least one certification test (Rossi, Beaupre, and Grossman, 2001). Certification testing includes a basic-skills test and a subject-area test. Based on the results of the Chicago Sun-Times investigation, it seems evident that more attention needs to be focused on teacher testing to determine who is failing the tests and whether the failure is linked to the quality of the tests and student achievement. Supporting this premise, the American Federation of Teachers (2000a) also investigated teacher testing and found that "individual states and institutions generally set very low cutoff scores for demonstration of mastery" (p. 20). Within NCREL's seven-state region, there is a variety of testing requirements and cut-off scores for teacher candidates. The following is a synopsis of those requirements and scores by individual state. Illinois The Illinois State Board of Education requires every preservice teacher to take the Illinois Certification Testing System (ICTS) Basic Skills test before licensure. Preservice teachers are required to receive a passing score of 240 out of 300. Candidates in elementary education must also take the K-9 Elementary test. This test covers language arts, math and science, social studies, health, physical education, fine arts, and professional knowledge. Preservice teachers must receive a score of 70 out of 100 to pass (P. Wieke, personal communication, November 20, 2000).

Background
Educational assessment and pedagogical measuring potentially uphold important functions in education development in developing countries. Ideally, results from educational assessment would inform curriculum development and the design of teacher pre- and in-service training on pedagogical challenges that need to be addressed. They would also provide information to educational planners, politicians and the civil society on the performance of the education system generally, for example as regards gender inequalities and regional unbalance. For the individual teacher, an adequate evaluation of learning outcomes would be one of the means necessary for handling the discrepancy between curriculum demands and actual learning that often haunts primary teaching. Further, in education systems where few students reach higher levels, it is important that assessment instruments used for student selection are reasonably adequate. At an international level, the IEA programme (International Association for the Evaluation of Educational Achievement) has since the 60’s carried through assessment tests in various countries for a comparative purpose.

Test of Teaching Knowledge INTASC’s Test of Teaching Knowledge (TTK) is a teacher licensing test, developed with funds from 15 INTASC states, to assess a candidate’s ability to meet the INTASC model core standards considered essential for competent teaching. The test assesses a beginning teacher's professional knowledge in areas such as theories of teaching and learning, cognitive, social and physical development, diagnostic and evaluative assessments, language acquisition, the role of student background in the learning process, and other foundational knowledge and skills essential to the profession of teaching. Assessing Beginning Teacher Performance INTASC states recommended a candidate pass at least three licensing tests before they are issued a permanent license, as opposed to an initial or provisional license. These three tests include
