Teacher Representation in the Bargaining Law States
In the controversy over the monopoly status of public education, the NEA/AFT monopoly over teacher representation has largely escaped attention. In this context, the NEA/AFT are producers of representation services, and teachers are consumers of them. Because of the mergers in three states, the likelihood of more, and de facto if not dejure "No raiding" agreements between the NEA and AFT, I shall refer to the "NEA's monopoly over teacher representation" for editorial simplicity. In the states that have not enacted a teacher bargaining statute, independent teacher organizations are often competitive with the NEA; in fact, in Missouri, Texas, and Georgia, an independent teacher organization has more members than the state NEA and AFT affiliates. To understand the significance of this fact, we need to understand how teacher bargaining has enabled the NEA to achieve a monopoly on teacher representation in the bargaining law states. In practice, teachers very seldom vote to change their exclusive representative. Years ago, teachers occasionally voted to replace an NEA affiliate with an AFT affiliate, or vice versa, but these two unions rarely faced serious competition from any other organization. The NEA's explanation is that their local affiliates represent teachers so effectively that teachers have no incentive to change; allegedly, they are like public officials who do such a good job that the voters always return the officials to office.

Parent Volunteer Organizations The Davenport Community Schools has many options for involvement. Please check with your child’s school for opportunities to get involved. St. Louis PTO The St. Louis School Parent Teacher Organization is affiliated with the Federation of Catholic Parent Teacher Organizations of Northern Virginia. All parents and guardians of students, all faculty members, the Principal, and the Pastor are members of the PTO. There are no membership fees. PTO objectives are to promote the general welfare of the children in the school, at church, at home, and in the community; to assist parents and teachers in acquiring a deeper understanding of the mutual educational responsibilities of parents and teachers; and to bring into closer relationship the home and school so that parents and teachers may work together in the education of the child. Our enthusiastic parent volunteers provide much-needed services and financial support to the school by helping with school activities and fund-raising events. Parents are expected to be actively involved in the PTO. Each family is expected to support the PTO by volunteering 25 hours of service*, raising a minimum of $500** through various fund-raising activities, or paying $250. A family may obtain credit by contributing a combination of the three options. Single-parent families are asked to contribute 12 service hours*, $300** in fund-raising, or $120. Some of the ways in which parents can meet service hour requirements include PTO committee membership, fund-raising activities, volunteering at the school (clerical, classroom, library), assisting with receptions, chaperoning field trips, assisting with special school activities, and helping with Scouts and CYO sports.

    A Unique Approach: Teachers Helping Teachers Fight AIDS
    For many years, a culture of silence has surrounded the spread of HIV/AIDS in Africa. Effective education and prevention campaigns have not been implemented to the extent required by the crisis. In too many African countries, teachers have been unable to break through the stigma associated with the disease. Now, more than ever, effective prevention programs are needed to help teachers in Africa understand how the HIV virus is transmitted, and how behavioral changes can reduce the growing rates of infection. The AFT-Africa AIDS Campaign a multi-year, multi-country project provides African teachers with the resources and support they need to develop effective peer-education programs to combat the spread of HIV/AIDS, along with counseling and care for those who are sick. Building on a long tradition of international professional and union collaboration, African teachers' unions and the AFT are acting as catalysts to create a self-sustaining network of trained HIV/AIDS peer-educators and counselors in African schools.
