The State Board of Education is the governing and policy making body for the Tennessee system of public elementary and secondary education. Its work touches all facets of education from accountability and evaluation to curriculum and teacher education. The General Assembly created the current State Board of Education in 1984 when it adopted the Public Education Governance Reform Act. The legislation restructured the board, gave it increased independence, and expanded its duties. State Board of Education staff members provide ongoing policy research and analysis of public education issues including instruction, student assessment, and funding. The Board works closely with the Tennessee General Assembly to secure legislative support for education. The Board also coordinates its efforts with the State Department of Education, which implements law and policies established by the General Assembly and the Board. Through its annual report on student, teacher and school performance, the Board provides the legislature and the general public with information about the status of education in Tennessee.

The Elementary Teacher Certification Program at the University of Washington, Bothell offers two options that lead to a Washington State Residency Certificate with an endorsement in elementary education. The Five Quarter Program (Option I) is primarily a full-time program designed for those who already hold a bachelor's degree or are in the final quarter of a degree program. Only the first of the five quarters focuses on part-time evening coursework. The Extended Program (Option II) begins with three and a half quarters (10 months) of part-time evening coursework and transitions to three quarters of full-time coursework starting in mid to late August. A bachelor's degree must be completed before full-time coursework begins.

Certification Requirements for teaching chapter 123 (Technology Education) courses include: (1.) a four-year degree in Industrial Arts, Industrial Technology, or Technology Education with a secondary teaching certification and a passing score on the Industrial Technology ExCET Exam (#30) or or (2.) teachers with a current Texas secondary teaching certification (in any area) and a four-year degree may take the Industrial Technology ExCET Exam (#30) (see below) to be certified in Technology Education if they meet the criteria for doing so.

To be eligible for a Yukon Professional Teaching Certificate, an applicant
  • must be a person of good moral character, sound judgement and, in all respects, a fit and proper person to teach school students; must be a Canadian citizen or a landed immigrant or be otherwise qualified to meet the work requirements of a teaching contract in the Yukon; must have completed a program of academic and professional preparation for teaching that consists of either:
    • an approved four-year bachelor of education or five-year bachelor of education degree from a recognized university or college; or an approved baccalaureate degree from a recognized university or college plus an approved program of teacher preparation, of not less than one academic year, from a recognized university or college;
    must have completed one full course of Yukon studies, of which at least 1/2 course must be in Yukon or Northern Canadian Studies and any balance must be in multicultural education or the sociological and philosophical foundations of education within the culture of the Yukon First Nations (*see note below).
  • *An applicant for a professional certificate who is deficient in only the Yukon Studies portion of the requirements, may be granted a professional certificate on an interim basis, for a period not exceeding two years, pending completion of those requirements.

Department Overview

The Department of History provides an M.A. degree in History, and a M.A. degree in Public History. The Department, in cooperation with other departments in the social science areas, offers various programs for teachers, and presents courses for the general education of graduate students in other fields of specialization.
Admission to the degree programs in the Department requires the prerequisite of an undergraduate history major or its equivalent, generally interpreted as 30 credits in history and closely related fields. A graduate student lacking this prerequisite will be required to take courses for undergraduate credit to make up any deficiency.
Each student taking a major or a concentration in History will be assigned to a graduate adviser who will assist the student in designing the planned program of graduate study. All graduate student planned programs in History require the approval of the adviser and department chair.

Teacher Certification. ERIC Digest 11.
Teacher certification is the education system's process for assuring that public school teachers possess minimum qualifications. Each state determines its own certification standards. Increased mobility among teachers suggests that teacher candidates should have information about general requirements for certification and about where to locate particular state requirements. This digest provides information on certification purpose and types, how to obtain information about requirements, and prospects for change in requirements. THE PURPOSE OF CERTIFICATION Certification is a process by which the state evaluates the credentials of prospective teachers to ensure that they meet the professional standards set by the state education agency. Certification ratifies the quality of teachers' competence in subject area, educational methodology, teaching skills, and potential classroom management ability (Roth and Mastain 1984). Closely linked to certification is state program approval or institutional approval, which is the state's process of evaluating schools, colleges, and departments of education. The purpose of such approval is to ensure a common curriculum framework and professional standards so that the state's teacher education programs produce graduates who meet the state's certification requirements.

Assessment for National Teacher Certification. ERIC Digest 7-88.
The concept of teacher testing has gained wide acceptance, as reflected in its extension to 48 states. All but Alaska and Iowa are in the process of, or have already implemented some form of mandatory teacher testing, as of April 1987 (Rudner, 1987). The limitations of state procedures, i.e., different standards, approaches and requirements (McCaleb, 1987), combined with significant improvement in evaluation techniques have led to the call for a system of national assessment. The Carnegie Forum on Education and the Economy, convened for the purpose of improving education and teaching, responded to the need for national criteria by launching the National Board for Professional Teaching Standards in 1987. Changes initiated by the Board are expected to transform teaching (albeit gradually) from an undervalued, underpaid profession to one enjoying higher standards, better salaries, and prestige. Teacher education, in the process, would be enhanced as pedagogical institutions consider, and respond to the requirements of a national criterion.

The National Education Association was among the founding organizations that established the National Board in 1987. The NEA remains one of its strongest supporters for several reasons:
  • NEA members attest to the positive effects the National Board Certification process has on their teaching practices. The certification process is a rigorous, challenging process that causes teachers to analyze their work. Going through this process helps teachers improve their skills. NBC is considered a key component of the teacher development continuum a system that will professionalize teaching.
Teachers report spending over 200 hours on the assessment process, during which they internalize NBPTS standards, analyze their own teaching in relation to those standards, and reflect on the impact of their teaching strategies on student learning. It is a powerful learning experience whether they achieve National Board Certification or not. State and local associations have significantly increased their support for candidates pursuing National Board Certification by securing legislation that pays fees and provides release time to candidates and by collectively bargaining for release time, fee payment, mentoring/assistance, and salary recognition for candidates. The NEA continues to actively support and promote the national certification process as an important element of a comprehensive system to ensure teacher quality.

What is Alternative Certification?
Alternative certification is another way to become a certified teacher with the Milwaukee Public Schools (MPS).
Currently, MPS operates several alternative certification programs which provide opportunities for people with non-education degrees to become fully certified public school teachers.
For individuals who have completed a baccalaureate degree, the alternative certification programs offer the shortest route to obtaining teacher certification.
Each alternative certification program provides extensive resources and expert mentors and coaches who work directly with the students. Each alternative certification program is uniquely designed to meet the specific needs of the students. Upon successful completion of all program requirements, graduates are eligible to apply for a Wisconsin teaching license in their subject areas.
