Electronic Certification Application General Requirements Teachers in public and private schools in Washington State are required to hold a teaching certificate. The regular teaching certificate (e.g. Residency, etc.) is an official document which attests to minimum prerequisites:
  • Age. (18 years old) . A background check which includes obtaining fingerprints and being screened by both the Washington State Patrol and the FBI. Degree . A bachelor's degree from a regionally accredited college/university Preparation Program . A state-approved teacher preparation program at a regionally accredited college/university is required. Programs typically include content (what to teach) methodology (how to teach), and a student teaching experience (internship, or practicum). Basic Skills Test . If applying from out-of-state for a residency certificate, applicants must pass a basic skills test within 12 months of receiving their first temporary permit. Those who have a passing score on the CBEST or Praxis I test may submit official score reports in lieu of the WEST-B. We want to reserve the customer service phone lines for inquiries by individuals who have previously submitted an online or paper application for certification SUBMISSION ALERT FOR ONLINE APPLICANTS. Please do not submit both an online application and a paper application for the same credential! Doing so will delay your application review. CREDENTIAL EVALUATION REQUESTED BEFORE SEPTEMBER 1, 2005. If you have asked for an evaluation of your credentials (as distinct from an application for a certification), please note that due to the numbers of actual applications we cannot do any evaluations until September 2005. However, you may convert your evaluation request to an application by payment of the fee balance and by submitting supporting documents; if your original evaluation request was submitted before May 1, 2005, your revised request will be treated as an expedited application. CREDENTIAL EVALUATION REQUESTED AFTER SEPTEMBER 1, 2005. INTRODUCTION What officially began in the early 1980s as ways to ward off projected shortages of teachers, alternative routes to teacher certification have become major players in the production of highly qualified teachers. We at the National Center for Education Information (NCEI) have been polling state departments of education annually since 1983 regarding alternatives to the traditional approved college of education program route for licensing teachers. We have not only found a rapid development of alternative routes at the state level, but an explosion of individual providers of alternate route programs within each state. In addition, a consensus of the essential characteristics of an alternative teacher certification program has evolved. In 2005, 47 states, plus the District of Columbia, report 122 alternative routes to teacher certification being implemented by 619 providers of individual programs around the country. Based on data submitted by the states, NCEI estimates that more than 250,000 persons have been licensed through alternative routes to teacher certification programs since the mid-1980s, with most of the growth occurring in the last decade. Approximately 35,000 individuals are entering teaching through alternative teacher certification routes each year.

Alternate Route to Teacher Certification
Both ARC I and ARC II consist of two major parts. The first part is either a very rigorous 8 week period of full-time intensive instruction during the summer (ARC I) OR a very rigorous 24 week period of part-time instruction on Friday evenings and all day Saturdays during the school year (ARC II). The second major part of each program consists of two years of closely supervised teaching in a Connecticut middle or secondary school. The ARC catalog for ARC I 2006 and ARC II 2006-2007 is expected to be available in mid-September. The 2005 ARC catalog is still available for informational purposes and may be accessed by clicking here .
