An analysis released today by the Institute on Taxation and Economic Policy (ITEP) finds that two leading tax reform proposals would provide tax cuts for a majority of Tennesseans while resolving the state's impending budget shortfall. ITEP's analysis finds that the Governor's plan provides greater tax relief to the poorest Tennesseans due to its sales tax rate reduction, while the "compromise" bill passed by the Senate Finance Committee on Tuesday provides broader tax relief for middle-income families due to the graduated structure of its income tax component. "Either of these proposals would shift the tax burden away from middle- and low-income families and onto Tennessee's better-off taxpayers while at the same time raising more revenue to pay for important government services," said Michael Ettlinger, Tax Policy Director for ITEP. The study also shows that Tennesseans who itemize deductions on their federal income tax would pay between $395 million and $420 million less in federal income taxes, since state income taxes can be deducted from the federal personal income tax.

Tax and Budget Reform
In November 2003 Governor Warner introduced his Budget and Tax Reform plan , aimed at making the tax code fairer while preserving Virginia's fiscal integrity and core services. The Governor was especially concerned with honoring the state's commitments in public education. He ran the state's first 6-year financial projection, which showed that required spending outpaced even optimisitic revenue projections. Another chief goal of his reform plan was to restructure the tax code to bring some relief to Virginians.

Treasury casting call?

The Washington Post reported Sept. 9 that Treasury Secretary John Snow is once again being shown the door. His rumored replacement is White House Chief of Staff Andrew Card, who would then be replaced either by Deputy Chief of Staff Karl Rove or Office of Management and Budget Director Josh Bolten. This sounds like a bad plan to me.
Only a few months ago, almost daily White House leaks concerned Mr. Snow being dismissed. Asked to comment on the record, the White House denied any intention of firing him. Mr. Snow could stay as long as wanted to, a spokesman said, "provided it is not very long," The Post reported.
Although Mr. Snow eventually got a White House reprieve, he might as well have left for all the influence he seems to have. Though the treasury secretary chairs the Social Security trust fund board of trustees and the department is well staffed by economists with deep knowledge of the subject, this expertise seems never to be tapped.
Indeed, despite much talk about a Bush "plan" to reform Social Security over the last year, in fact no such plan exists. It remains a bare-bones idea, with no details or legislative language to permit an analysis of its specific features.

Tuesday, September 14, 2004; Page A09 President Bush has vowed to make tax reform a centerpiece of a second term, but an internal Treasury Department study in late 2002 warned that any fundamental simplification of the nation's tax system would "produce windfall winners and losers," would likely lower taxes for the rich, and could have devastating political consequences for its champions. The document was posted last week on a Web site maintained by author Ron Suskind, who received thousands of documents from former Treasury secretary Paul H. O'Neill for the preparation of a book about O'Neill's tenure in the Bush administration.
While he was Treasury secretary, Paul H. O'Neill requested a study of changes to the tax system.

Wednesday, May 12, 2004; Page A23 Eugene Steuerle is one of Washington's ranking policy wonks a term used here with respect. He's forgotten more about taxes in the past 15 seconds than most of us will ever know. He arrived in Washington in 1974, worked for years at the Treasury and moved in 1989 to the Urban Institute, a think tank. Steuerle has just written a book, "Contemporary U.S. Tax Policy," that addresses the insistent question: Why is the federal tax system such a mess? The answer, in a word, is democracy. In theory, it's easy to imagine a simple tax system with low rates, a broad tax base the amount of taxable income and substantial "progressivity," meaning that the rich pay higher rates. But in practice it has been elusive. Democrats and Republicans alike are too eager to use tax breaks to advance various social, economic and political agendas. The resulting tax code is so confusing, complex and contradictory that it costs taxpayers (in accounting fees and the value of their time) about $100 billion annually to complete their returns, estimates economist Joel Slemrod of the University of Michigan. In 2003 that roughly equaled the combined spending of the departments of education ($57.4 billion), homeland security ($32 billion) and state ($9.3 billion).

Fox defends tax reform that is unlikely to pass
Story Tools MEXICO CITY (AP) President Vicente Fox defended his seemingly doomed tax overhaul Saturday, saying the government needs more money in order to better improve the plight of the poor and lower unemployment. This month, Fox's administration unveiled its 2004 budget proposal in which it called for lowering the national sales tax from 15 to 10 percent but sought to ultimately raise tax revenues by extending the levy to food, medicine and books. The party that Fox knocked from power at the polls in 2000, the Institutional Revolutionary Party, rejected the plan, saying it would hit Mexico's poor the hardest. Institutional Revolutionary controlled the presidency from 1929 until 2000 and still holds more seats than any other party in both houses of Congress, which must pass next year's budget before the end of the year. "It's a fact that the reform will mean great possibilities for the development of the country and will allow us to support social programs directed at the country's most underprivileged population," Fox said during his weekly radio address Saturday.

President Ronald Reagan signs the Tax Reform Act of 1986 on the South Lawn. The U.S. Congress passed the Tax Reform Act (TRA) of to simplify the income tax code, broaden the tax base and eliminate many tax shelters and other preferences. The top tax rate was lowered from 50% to 28% while the bottom rate was raised from 11% to 15% - the only time in the history of the U.S. income tax (which dates back to the passage of the Sixteenth Amendment in ) that the top rate was reduced and the bottom rate increased concomitantly. In addition, capital gains faced the same tax rate as ordinary income. Moreover, interest on consumer loans and state and local sales or income taxes was no longer deductible. The law increased the personal exemption and standard deduction. While often referred to as the second of the two "Reagan tax cuts" (the Kemp-Roth Tax Cut of being the first), the official sponsors of the bill were actually two liberal Democrats Richard Gephardt of Missouri in the House of Representatives and Bill Bradley of New Jersey in the Senate The Tax Reform Act of 1986 also increased incentives favoring investment in owner-occupied housing relative to rental housing by increasing the Home Mortgage Interest Deduction . The imputed income an owner receives from an investment in owner-occupied housing has always escaped taxation, but TRA86 changed the treatment of imputed rent, local property taxes, and mortgage interest payments to favor homeownership, while phasing out many investment incentives for rental housing. Since low-income people are more likely to live in rental housing than in owner-occupied housing, this would have decreased the new supply of housing accessible to them. The

Story Tools What is Capitol Hill really saying about taxes? A guide to the secret code The triumphant republicans promise to make tax reform a high priority in the next few months. Democrats will have counterproposals. Here are some of the words you'll be hearing and how to interpret them. Start with REFORM. Reform is any change in the tax code that you favor. SIMPLIFY. The tax code is way too complicated, but proposals to simplify it should be regarded with suspicion especially if they concentrate on tax rates. Different rates for different levels of income aren't what make the tax system complicated. The complications come in defining income and allowing various deductions and exemptions from it. Some of these complications could be eliminated in exchange for lower overall tax rates, but watch out for claims that tax simplification will lower your tax bill. If a simplified tax structure is going to raise the same amount of money, it can't lower everyone's taxes. Some will pay less, some will pay more. Sure, you'd like a simpler tax system, but would you like it even if it means higher taxes for you? If not, proceed with caution.

Dateline: 03/13/98 The '97-'98 Tax Season has been something else, hasn't it? The IRS, slammed by taxpayers in Congressional hearings, survived to publish 480 tax forms plus another 280 forms to explain how to fill them out. (Still need some? Right here .) Yet, when it comes to income tax, many politicians and citizens agree something's got to change!
