Kagera Region is situated in the northwestern corner of Tanzania. The regional capital is Bukoba Town, which is about 1,500 km from Dar es Salaam by road. Kagera Region shares borders with Uganda to the North, Rwanda and Burundi to the West, the Kigoma and Mwanza Regions to the South and Lake Victoria to the East.

The Structural Conditions of Conflict Structure refers to relatively immobile social, physical, or economic factors that either constrain or facilitate conflict and help shape the geostrategic responses and discursive practices of key actors. Three such factors in the present situation are: (1) irrational political boundaries; (2) land shortages and environmental stress; and (3) ethnically differentiated access to power and wealth. 1.1 Political Boundaries 1.2 Land Shortages Burundi and Rwanda could easily have the highest percentage of disturbed, overpopulated land in Africa. Discounting uninhabitable areas [e.g., 10% of Rwanda's 26,340 square kilometers is National Park], the population density within Rwanda and Burundi exceeds 400 persons per square kilometer. Land scarcity, soil exhaustion, and a limited food supply were problems already noted in pre-colonial times. Colonial policy then intensified this environmental and demographic stress by encouraging large scale coffee and tea plantations. Through various policies of taxation, the German and Belgian administrators destroyed subsistence farming and communal ownership to force most of the rural population into coffee production. Consequent land shortages decreased per capita food production.

Summary Partage Tanzania While the experts, with their statistics, would have one believe that there exists an extremely serious HIV/AIDS epidemic, no trace of an epidemic is observable in the field. All that can be seen is a very poor, under-nourished population suffering from malaria, endemic immunodeficiency and common illnesses. In order to provide effective help to Africa, the priority should be given to the eradication of the overly great poverty which exists there. This past summer, I had the opportunity of spending two and a half months in the Kagera Region of Tanzania. Along with the Rakai district of Uganda, this region was considered, some 15 years ago, as the epicentre of AIDS in Africa. I was based in town, in Bukoba, but often roamed about in the bush, visiting and sometimes lodging in the 21 villages of the rural district of Bukoba covered by the French NGO, Partage Tanzania , an area with approximately 70,000 inhabitants. FES Tanzania Chronology Trainee Programme FES Headquarters Other FES-Offices in Africa HISTORY OF THE FES Facts and Figures International Work Friedrich Ebert The Friedrich-Ebert-Stiftung (FES) was founded in 1925 as a political legacy of Germany's first democratically elected president, Friedrich Ebert. Ebert, a Social Democrat from a humble crafts background who had risen to hold the highest political office in his country, in response to his own painful experience in political confrontation had proposed the establishment of a foundation to serve the following aims:
  • furthering political and social education of individuals from all walks of life in the spirit of democracy and pluralism, facilitating access to university education and research for gifted young people by providing scholarships, contributing to international understanding and cooperation.
The Foundation, which was banned by the Nazis in 1933 and not re-established until 1947, continues today to pursue these aims in all its extensive activities. As a private cultural non-profit institution, it is committed to the ideas and basic values of social democracy.

    Early History
    Around 500 B.C. , Bantu-speaking people migrated into SW Uganda from the west. By the 14th cent. they were organized in several kingdoms (known as the Cwezi states), which had been established by the Hima. Around 1500, Nilotic-speaking Luo people from present-day SE Sudan settled the Cwezi states and established the Bito dynasties of Buganda (in some Bantu languages, the prefix Bu means state; thus, Buganda During the 16th and 17th cent., Bunyoro was the leading state of S Uganda, controlling an area that stretched into present-day Rwanda and Tanzania. From about 1700, Buganda began to expand (largely at the expense of Bunyoro), and by 1800 it controlled a large territory bordering Lake Victoria from the Victoria Nile to the Kagera River. Buganda was centrally organized under the kabaka (king), who appointed regional administrators and maintained a large bureaucracy and a powerful army. The Baganda raided widely for cattle, ivory, and slaves. In the 1840s Muslim traders from the Indian Ocean coast reached Buganda, and they exchanged firearms, cloth, and beads for the ivory and slaves of Buganda. Beginning in 1869, Bunyoro, ruled by Kabarega and using guns obtained from traders from Khartoum, challenged Buganda's ascendancy. By the mid-1880s, however, Buganda again dominated S Uganda.
