Beacon Press, Boston, 1995, $12.00 GOVERNMENT control of education in the UK is greater now than at any time since the founding of a state system of education in 1870. Government, in the shape of the Department of Education and Employment, controls the supply side through grants made directly to grant- maintained (GM) schools and indirectly via local authorities to the rest; it regulates supply by closing schools where demand is falling and controls the quality of supply by means of a national curriculum, national tests and Ofsted, its militant inspectorial arm. Demand is held constant by enforcing compulsory school attendance to the age of sixteen. It is a monolithic system and it is in crisis. How can we loosen the stranglehold of the state and open up our bureaucratic and inward-looking system to experiment and innovation? James Tooley has some answers in his thought-provoking book Education Without The State. Dr. Tooley is currently Director of the Education and Training Unit at the Institute of Economic Affairs. The I.E.A. is the direct descendant of the Mont Pelerin society founded by Hayek in 1947 to combat socialism and Hayek was the founding father of the economic liberalism of the New Right, the driving force behind Thatcherism. With such a pedigree behind him, it is difficult not to label Tooley's book one of the last gasps of Thatcherism. For what he has to offer is the market solution to our educational problems.

SENG is proud to announce the award of a one-year SENG Research Grant to Dr. Jean Peterson of Purdue University for her project Resilience When Experiencing Significant Life Events: A Longitudinal Study of a Group of Students with a Similar Level of Ability . The grant will allow Dr. Peterson to complete a previously unfunded 10-year longitudinal study of gifted students that explores the prevalence of difficult life events and other stressors among gifted youth, the relationship of these life events to achievement and various other markers of school success, and gifted students’ perceptions of environmental support, hindrances to school success, and sources of satisfaction.

    How do I find out if my child qualifies for gifted and talented status?
    The Naglieri Nonverbal Ability Test (NNAT) is used by the St. Paul Schools to identify gifted and talented students. All students in kindergarten and 2nd grade and students in grades 1, 3, 4, and 5 who were nominated by either a parent or teacher took the NNAT in mid-January. Once identified, students maintain the gifted and talented designation throughout their K-12 education in St. Paul Schools. For more details about NNAT scores and what they mean, click "NNAT" on the right.
    If my child is identified as gifted and talented, can (s)he stay at Highland Park Elementary?
    Absolutely!
    The International Baccalaureate Primary Years Programme (PYP) is an excellent curriculum for addressing the needs of gifted and talented students. Specifically, the PYP is designed to provide a holistic, world-view approach to learning for all students.
