Gifted and Talented Education Advisory Council
The Gifted and Talented Advisory Council advises the Commissioner and the Board of Education on meeting the special educational needs of students who are academically advanced (gifted and talented) and issues concerning academically advanced education in the Commonwealth. Made up of parents, educators, and community representatives, the Council represents a variety of interests and perspectives that support challenging learning opportunities for students. Along with the advice of members, the Council relies on research in the field by nationally recognized experts when developing recommendations for the Commissioner and the Board of Education.

National Excellence: A Case for Developing America's Talent - October 1993
Foreword
More than 20 years have elapsed since the last national report on the status of educating gifted and talented students. Much has changed since that report alerted Americans to the pressing needs of these youngsters and challenged policymakers to provide them with a better education. National Excellence: The Case for Developing America's Talent discusses these changes. It also describes the "quiet crisis" that continues in how we educate top students. Youngsters with gifts and talents that range from mathematical to musical are still not challenged to work to their full potential. Our neglect of these students makes it impossible for Americans to compete in a global economy demanding their skills. Americans can celebrate improvements over the past two decades in how we educate gifted and talented students. The public is more aware that these students have special needs that are seldom met. The number of programs for gifted and talented youngsters has grown substantially. Many states have enacted legislation encouraging local school districts to provide special opportunities for high-achieving and talented students. And, most significantly, model programs for gifted and talented students have challenged educators to improve curriculum and teaching strategies and encouraged them to raise expectations for all students. But American education is now at a turning pointone that requires us to reach beyond current programs and practices. As the nation strives to improve its schools, the concerns of students with outstanding talents must not be ignored. International tests comparing American students with those in other countries show that students at all levels of achievement are not performing as well as students in many other countries. It is clear that many more American students must learn more complex material, and to do this they must work harder.

Cochran Amendment number 512 to S.1 the Better Education for Students and Teachers Act
Mr. President, I rise in support of the Cochran Amendment to the Better Education for Students and Teachers Act. Specifically, I would like to speak to two elements of this amendment that are of particular importance to me and my state of Iowa. I would first like to speak to a portion of this amendment that addresses an often overlooked segment of our student population, gifted and talented children. There are approximately three million children in the United States who are considered gifted and talented. It is important to point out that these gifted and talented children do not simply possess an extraordinary level of intelligence, but they actually have a unique way of thinking and learning. Gifted and talented children look at the world differently and often have a different way of interacting socially. As a result, gifted and talented students have different educational needs from other students. These remarkable children have enormous potential. Today's gifted and talented child may grow up to become a leader in the field of science or a world-renowned performer. However, this will not happen automatically. Gifted and talented children need to be challenged and their unique skills must be nurtured. Currently, many gifted and talented children do not receive the educational programs and services they need to live up to their potential. In fact, many gifted and talented children lose interest in school; they learn how to expend minimum effort for top grades, have low motivation, and develop poor work habits. Others abandon their education altogether and drop out of school. This is a tragedy not only for the students, but also for our society.

Differentiated Technology Training, GATE/SAS Parent Summits "The development and implementation of quality educational programs for gifted/highly gifted and talented students are a major priority for all District K Schools." The Gifted and Talented Office assists schools with the implementation of programs for gifted and talented students. Support with instruction, strategies and identification is provided as needed. Professional development opportunities for teachers, coordinators and administrators will publicize and offered by the staff and outside specialist. We are pleased to have world-renowned expert Dr. Sandra Kaplan as a consultant for District K schools again this year. Links will also be provided to websites on the Internet related to gifted education and parenting of gifted children on the District K website. District K Schools has a very strong commitment to the education of gifted and talented students. This includes providing a rich academic program that addresses both acceleration and differentiation. Continually reviewing student data to increase the number of gifted and talented students and providing additional resources to all schools to address the needs of these students are major priorities.
