Cabinet: Council of Ministers appointed by the president, approved by the Supreme Assembly. Elections: president elected by popular vote for a 7-year term; election last held November 6, 1999 (next to be held NA 2006); prime minister appointed by the president. Election results: Emomali RAHMONOV elected president; percent of vote: Emomali RAHMONOV 96%, Davlat USMONOV 4%. Legislative bicameral Supreme Assembly or Majlisi Oli consists of the Assembly of Representatives (lower chamber) or Majlisi Namoyanandagon (63 seats; members are elected by popular vote to serve 5-year terms) and the National Assembly (upper chamber) or Majlisi Milliy (33 seats; members are indirectly elected by popular vote to serve 5-year terms, 25 selected by local deputies, 8 appointed by the president; all serve 5-year terms)

COUNTRY DESCRIPTION: Tajikistan, a newly independent country in central Asia, has been undergoing profound political and economic changes since the break-up of the Soviet Union. After the civil war in 1992, sporadic fighting continued, largely in remote areas. Although comprehensive peace accords were signed in June 1997, some armed clashes involving renegade forces still take place. Tourist facilities are undeveloped, and many goods and services taken for granted in other countries are unavailable. ENTRY REQUIREMENTS: A passport and visa are required. Entry into Tajikistan at points along the Gorno-Badakhshan border requires special authorization in advance. Without a visa, travelers cannot register at hotels and may be required to leave the country immediately. In the U.S., visas for Tajikistan are issued by the Russian Embassy, Consular Division, 1825 Phelps Place NW, Washington, D.C. 20008, telephone (202) 939-8907, or the Russian Consulates in New York, San Francisco or Seattle. Tajik visas granted by these offices are valid for a stay of three days in Tajikistan. If travelers plan a longer stay, they may apply for a longer visa at the Ministry of Foreign Affairs after arriving in the country.

    Background: Tajikistan has experienced three changes in government and a civil war since it gained independence in 1991 when the USSR collapsed. A peace agreement among rival factions was signed in 1997, but implementation has progressed slowly. Nevertheless, a number of opposition political parties have been legalized and are participating in elections, suggesting that the country may be stabilizing politically. Russian-led peacekeeping troops are based throughout the country, and Russian-commanded border guards are stationed along the border with Afghanistan.
