Tajikistan Background:
Tajikistan has experienced three changes in government and a five-year civil war since it gained independence in 1991 from the USSR. A peace agreement among rival factions was signed in 1997, and implemented in 2000. The central government's less than total control over some areas of the country has forced it to compromise and forge alliances among factions. Open skirmishes in the streets are less of a problem than they were during the war five years ago. Attention by the international community in the wake of the war in Afghanistan may bring increased economic development assistance, which would create jobs and increase stability in the long term. Tajikistan is in the beginning stages of seeking World Trade Organization membership and has been approved to join NATO's Partnership for Peace.

    Introduction
    Tajikistan has experienced three changes in government and a civil war since it gained independence in 1991 when the USSR collapsed. A peace agreement among rival factions was signed in 1997, but implementation has progressed slowly. Nevertheless, a number of opposition political parties have been legalized and are participating in elections, suggesting that the country may be stabilizing politically. Russian-led peacekeeping troops are based throughout the country, and Russian-commanded border guards are stationed along the border with Afghanistan.

    Tajikistan has experienced three changes of government since it gained independence in September 1991. The current president, Emomali RAHMONOV, was elected in November 1994, yet has been in power since 1992. The country is suffering through its third year of a civil conflict, with no clear end in sight. Underlying the conflict are deeply rooted regional and clan-based animosities that pit a government consisting of people primarily from the Kulob (Kulyab), Khujand (Leninabad), and Hisor (Hissar) regions against a secular and Islamic-led opposition from the Gharm, Gorno-Badakhshan, and Qurghonteppa (Kurgan-Tyube) regions. Government and opposition representatives have held periodic rounds of UN-mediated peace talks and agreed in September 1994 to a cease-fire which has been periodically extended. Russian-led peacekeeping troops are deployed throughout the country, and Russian-commanded border guards are stationed along the Tajik-Afghan border.

    April 1998 Vol. 10, No. 2 (D) TAJIKISTAN LENINABAD: CRACKDOWN IN THE NORTH Order online MAP OF TAJIKISTAN (missing) SUMMARY Five years of civil war in Tajikistan were formally brought to a close on June 27, 1997, when a peace accord was signed between the government and the United Tajik Opposition (UTO). A major force, however, was left out of the peace negotiations: the political opposition based in Tajikistan's northern region, Leninabad. Beginning in 1996, when the Leninabadi opposition sought a prominent role in the peace process, the Tajikistan government responded with a campaign to discredit that opposition's legitimacy and influence by cracking down on the region's political parties, arresting and harassing activists or suspected activists, and censoring from the media most information about the Leninabad political movement. A wave of demonstrations in Leninabad in May 1996 demanded, among other things, the removal of officials of southern Tajik origincurrently the dominant political clan in Tajikistanfrom their police and government posts in the region. Protest organizers and participants were arrested in the year that followed, particularly in the wake of the April 1997 assassination attempt on President Emomali Rakhmonov. In 1997 Tajik security forces also massacred scores of prisoners in putting down a prison riot. The government has obstructed the investigation of the massacre, and has covered up the true number of inmate deaths.
