Iran Condemns Assassination of Tajik Minister
Iran on Saturday condemned the assassination of Tajikistan 's Culture Minister Abdurakhim Rakhimov early in the day and voiced sympathy with the Tajik government and nation over the "bitter event."
The "inhuman move" during the celebrations to mark the 10th anniversary of Tajikistan's independence is aimed at harming the fragile peace in the republic, Iran's Foreign Ministry spokesman Hamid Reza Asefi said, quoted by the official IRNA news agency.
Rakhimov, 49, one of the organizers of the anniversary, which falls on September 9, was shot dead by unidentified assailants as he was leaving his house in the capital of Dushanbe early Saturday. The Tajik government described it as a "terrorist act" designed to destabilize the country. Asefi noted that since its independence in 1991, Tajikistan has traversed a difficult path to restore peace and stability and attain development and progress.

The Archive Assessment Project yielded the following observations:
2. The work of the Project should not end with this assessment. The Archive Project conducted a Workshop for representatives of participating archives during July 12-14 in Dushanbe. Scholars and specialists of the field gathered and shared their opinions, experiences, concerns and recommendations. This working group decided to establish an independent association of the archives and collectors to support their needs and activities and help give them greater social roles. Such a civic organization can work permanently on the problems of the field, to bring needed resources to the member institutions. The center can help bring employees, specialists, performers and scholars of folk culture together to find ways to resolve the existing problems.

    Russian culture festival put off in Tajikistan
    A Russian culture festival on Tajik territory has been put off because of a local typhoid-fever outbreak, RIA Novosti learned at the Russian Embassy to Dushanbe today.
    According to Embassy officials, this decision was, among other things, motivated by a seasonal typhoid-fever outbreak in Dushanbe. Local hospitals have already received more than 750 people suspected of having typhoid fever; one person is reported dead.
    According to experts, the current typhoid-fever outbreak in the Tajik capital was caused by substandard drinking water. Recent rains and failure to abide by elementary hygiene requirements mostly served to aggravate drinking-water quality.
    The Russian delegation, which was to be headed by Deputy Culture Minister Denis Molchanov, comprised more than 50 people, i.e. Bolshoi Theater performers, the Russkiye Sezony (Russian Seasons) dance ensemble, the Premyer Ministr pop-music group, several folk-art groups, theater and movie actors, as well as leading Russian film directors.

    TAJIK MINISTER OF CULTURE ASSASSINATED IN DUSHANBE
    Tajikistan's Minister of Culture Abdurakhim Rakhimov was assassinated on Saturday morning when he was about to leave his apartment house in the western part of the Tajik capital Dushanbe. The minister was shot five times from a pistol.
    According to sources in Tajik law enforcement bodies, the killer, wanted by the police, was a Tajik. Criminal proceedings were initiated on this case.
    Rakhimov was appointed minister of culture in January 2001. Formerly, he had headed the Culture Department in the president's Administration.
    Rakhimov was among the organizers of celebrations of the 10th anniversary of Tajikistan's independence, planned to begin on September 8.

    THE CRISIS IN EDUCATION, SCIENCE, AND CULTURE
    Education in pre-independence Tajikistan was conducted as a part of the system of education of the USSR with the Republic's Ministry of Education subordinate to the Ministry of Education of the USSR. In the regions and oblasts of the Republic and the districts of the city of Dushanbe, there existed lower departments of education that implemented state policy. By 1960, illiteracy in the republic was almost eliminated.
    6.1 PRESCHOOL
    Civil war (1991-1992) and independence weakened the links between local structures and the administrative center. As a result, many problems concerning preschool education and the preparation of curricula will have to be solved at the local level. Because of military activities, many kindergartens and day nurseries were ruined. Over 152 preschools were closed out of a total of 960 establishments. Financial difficulties and the lack of construction materials have inhibited the repair and operation of preschools. Increasing infant mortality and the migration of populations has also affected the number of children in preschool establishments. Enrollment in 1994 was 24% less than that of 1990 as shown in Table 6.1.1. The parents' fee for preschool tuition remains very low, constituting 8 to 9% of the sum expended for the support of one child. In kindergarten sanitariums for the sick, children receive full state support, being exempt from all fees. The low level of fees in preschools is due to the help of trade-unions which subsidize the establishments. Since the civil war and ensuing economic problems, many preschools have been receiving humanitarian aid from international organizations, and from local commercial enterprises and banks who give financial help when they have the means.

    Diary of Islamic Revolution Available
    TEHRAN, March 12The Institute for Intellectual Development of Children and Young Adults has published the Diary of the Islamic Revolution for young adults.
    The institute said in a press release that the book contains seven sections which focus on days and events; slogans written on walls and cloth; idioms; interpretations and titles; culture of behavior; characters and personalities.
    The diarist, Marjan Fouladvand said in the preface of the book that she felt the need for a simplified diary of important events of the Islamic Revolution which would help young adults become acquainted about this historical occurrence. She said that she wrote the book to help them understand the events leading up to the victory of the Islamic Revolution.
    In the book, she has offered explanatory notes about each event before giving the facts about it so that the readers can identify themselves with the atmosphere prevailing at the time.
    The diarist also provided the readers with the verbal expressions which were common during the Islamic Revolution.

The fight peaked as an outright war in the second half of 1992, and smaller-scale conflict continued into the mid-1990s. The victors preserved a repressive system of rule, and the lingering effects of the conflict contributed to the further worsening of living conditions.

    The most revered figures from Tajikistan's Persian past are the 10th century philosopher-scientist Abu Ali ibn Sina , author of two of the most important books in the history of medicine, and the poet Rudaki, court poet in Bukhara in the time of the Samanids. Tajiks also venerate Firdausi, a poet and composer of the Shah-nameh (Book of Kings), the Persian national epic, and Omar Khayyam, of Rubaiyat fame, both born in present-day Iran but at a time when it was in the same empire as Tajikistan.
    When Tajikistan was hived off from Uzbekistan in 1929, the new nation-state was forced to leave behind its cultural baggage.

    Geography of Tajikistan
    Tajikistan stretches from the west to the east between Uzbekistan and China. In the north it includes the western part of the Ferghana valley. This mostly Uzbek-speaking area, centered on the city of Khujand, was augmented in 1929; it provides the Tajiks access to the Syr Darya. The Turan lowlands are to the south of Ferghana. Irrigated by the Panj, Vakhsh, and the Kafarnihan, the lowlands are the heart of southern Tajikistan's present-day urban culture as well as the fulcrum of its government, industry, and commerce. To the east of the lowlands are the Pamirs, the Badakhshan, and the Hindu Kush mountains.
    Three Fateful Events
    Three major events have shaped the linguistic and cultural map of Tajikistan. The Battle of Talas fought between the Muslim forces and the Chinese on the Talas river, in present-day Kyrgyzstan, in 751 AD, a treaty signed by the Russian Emperor and the British Crown in 1873, concluding the well-know "Great Game," and the 1989 legislation that made Tajiki the official language of the republic.
    In ancient times, the territory of present-day Central Asia was inhabited by Indo-European tribes. Primarily Iranian-speaking, these tribes occupied not only the Samarqand and Panjekent regions but also the areas to the east as far as Turfan and Loulan (Grousset, 1970). In subsequent centuries, Arab, Turkish, and Mongol invaders redefined the socio-political and economic dynamics of Central Asia and redesigned its religious, ethnic, and linguistic map. Even though the Muslims' progress in the east was checked by the Chinese, the Arab aristocracy continued to rule the area until the tenth century. In the process of settling down, the Arabs replaced the Zoroastrian faith with Islam and the Sughdian language with Arabic.
