UZBEKISTAN HOW TO SURVIVE AS A JOURNALIST IN UZBEKISTAN. As Uzbekistan prepares for parliamentary elections on 26 December, its national press corps must figure out a way to write about the race without uncovering any unseemly details. In a long article on the website of the Committee for Freedom of Speech and Expression of Uzbekistan (http://www.freeuz.org) published on 29 June, an author identified only as D. Morfius, a likely pseudonym, offers a unique peek at the unwritten rules for writing or rather not writing news in Uzbekistan. Uzbek journalists face a special challenge: They must express confidence about the inevitable victory of good (the forces of President Islam Karimov) over evil, while at the same time avoid declaring that the result of the election is known well in advance.

Tajikistan has experienced three changes in government and a five-year civil war since it gained independence in 1991 from the USSR. A peace agreement among rival factions was signed in 1997, and implementation reportedly completed by late 1999. Part of the agreement required the legalization of opposition political parties prior to the 1999 elections, which occurred, but such parties have made little progress in successful participation in government. Random criminal and political violence in the country remains a complication impairing Tajikistan's ability to engage internationally.

Tajikistan
The Pamir Mountains in Tajikistan, known locally as Bam-i-Dunya (the Roof of the World), are the range from which several of Asia’s highest mountain ranges radiate, including the Karakoram and Himalayas to the south, the Hindu Kush to the west and the Tien Shen to the north, straddling the border of neighbouring Kyrgyzstan and China.
The spectacular pristine landscapes of Tajikistan (ACTED) Here, in a network of high, wide valleys amid mountain peaks in excess of 23,000ft, is prime hiking territory, populated by wildlife including Marco Polo sheep, rare snow leopards, wild boar, ibex and brown bears, amid deep valleys, swift-running streams and unspoilt mountain meadows. Rural communities in the Pamirs, however, currently suffer from geographical isolation, underdevelopment and a poor knowledge and training base. The aim of the UNESCO / ACTED (Agence d’Aide à la Coopération technique at au Développement) project in the area is to capitalise upon the spectacular natural environment, using it to the benefit of all while promoting environmental protection and awareness. Tourism is still in its infancy in Tajikistan, and the Pamirs are difficult to reach. As a result, the project is establishing a framework for developing tourism in the region, starting with building a consensus among representatives of local, regional and national authorities, as well as among local stakeholders, on how tourism can best be developed to bring equitable economic development while protecting the environment.
