U.S. Navy study 'backs Taiwan arms upgrade'
Taiwan has just four submarines, two of which are World War II vintage target="new" TAIPEI, Taiwan A confidential study by the United States Navy has recommended that Taiwan needs to undertake a wide-ranging modernization of its maritime defense systems, the New York Times reported on Sunday. The study recommends Taiwan acquire a range of new weapons including a sophisticated U.S.-made ship-based radar system the Aegis which rival China doesn't want Taiwan to have. President George W. Bush is due to decide later this month whether to agree to a request from Taiwan for it to be allowed to purchase a major new package of arms. China has warned that a decision to approve the sale could have major implications for relations between Washington and Beijing. Last month Chinese Vice Premier Qian Qichen told officials in Washington that such arms sales could provoke a war in the cross-straits region.

WASHINGTON The United States has called on Taiwan's President Chen Shui-bian to back down from moves to call a referendum on the island's sovereignty or change Taiwan's status. During a weekend campaign rally, Chen said he wanted to call a referendum over the island's sovereignty next year a move certain to infuriate Beijing which regards Taiwan as a breakaway province that must eventually unify with China, by force if necessary. U.S. State Department spokesman Richard Boucher on Monday called on Chen to honor pledges not to change the name of Taiwan's government and not to promote referendums to change the status quo across the Taiwan Strait. "We oppose any attempt by either side to unilaterally change the status quo in the Taiwan Straits," Richard Boucher said. "We also urge both sides to refrain from actions or statements that increase tensions or make dialogue more difficult to achieve."

Beijing is on the verge of buying scores of SU-30 fighter jets from Moscow, according to Russian reports From Lisa Rose Weaver CNN Correspondent BEIJING, China (CNN) To the Chinese military, the Taiwan question is an issue of restoring China's sovereign territory. And as a first step toward talks, it says the island's government must accept it is an integral part of China. Public opinion doesn't stray far from the government's position. Lately signals from Taiwanese President Chen Shui bian hint that if Beijing will neither back down from the threat of force nor engage in high level talks Taiwan may be forced to walk what Chen has called "it's own road." In Beijing's view, Taiwan's local politics is the problem a temporary barrier China believes it can wait out. House members say standoff makes arms sales to Taiwan more likely
WASHINGTON (CNN) The spy plane standoff poses a serious threat to Chinese-American relations and could prompt members of Congress to act quickly to provide military equipment to neighboring Taiwan, according to some Republicans on Capitol Hill. "The requested sale of Aegis-class destroyers becomes more likely," said Rep. Doug Bereuter, R-Nebraska, the second-ranking member on the House Permanent Select Committee on Intelligence and the former chairman of the House Subcommittee on Asia and the Pacific. "This is a serious event in Sino-American relations and may be a very important negative event in our relationship," Bereuter said. "The Chinese story about what happened lacks credibility. This is an old aircraft (the U.S. EP-3 surveillance plane) ... and the Chinese (plane involved) is a jet aircraft. Normally when you have close contact of a surveillance plane it's the responsibility of the faster plane to avoid a collision ... So the concept that this EP-3 (caused the crash) is not credible." Coincidentally, a bipartisan group of members sent a letter Tuesday to the Bush administration urging the sale of weapons to Taiwan.

Chen rejects Taiwan-China reunification
Chen pictured holding a gun during a protest against the leader's August 3 'each side is a country' comments Staff and wires TAIPEI, Taiwan President Chen Shui-bian has once again rejected China's terms for reunification, saying the self-ruled island would never give up its freedom, democracy or human rights. Speaking on the deck of a warship Monday to rev up Taiwan's military for Armed Forces Day, Chen called on the armed forces to fight for Taiwan's survival and development. "Whoever tries to invade Taiwan, Penghu, Quemoy and Matsu, whoever wants to eliminate the Republic of China is our enemy," Chen said, using Taiwan's official title and referring to its main islands. Chen did not repeat his contentious comments from last month urging an independence referendum and describing China and Taiwan as two separate countries, but Monday's remarks were a clear reference to Beijing.

Taiwan's capital Taipei confirmed eight more deaths and 23 infections Monday, the highest one-day rise for the island since the outbreak two months ago. The southern part of the island confirmed its first death, suggesting SARS has spread from the northern and central parts of the country. Taiwan has so far recorded 27 fatalities and 207 cases of the infection, prompting authorities to order commuters to wear masks on the subway and put 8,000 people in quarantine.

Taiwan tripper may upset China
Chen Shui-bian had a low-key visit to L.A. last year TAIPEI, Taiwan Taiwanese President Chen Shui-bian says that his planned stopovers in New York and Houston this month before his tour Latin America tour will be the first for a Taiwanese leader. No Taiwanese president has visited New York. Chen's trip will probably anger China, which considers Taiwan to be a renegade province undeserving of international recognition. The U.S. government has yet to announce approval of Chen's May 21-23 stopover in New York. On his way home from Latin America Chen plans to transit in Houston on June 2-3. He will visit El Salvador, Guatemala, Panama, Paraguay and Honduras. "This opportunity (to visit New York) would not have been possible if it hadn't been for our diplomatic efforts and breakthroughs," Chen told members of his Democratic Progressive Party at a meeting Sunday. Last year, Chen made a transit stop in Los Angeles during his first trip abroad as president.

China plays Taiwan wargames
BEIJING, China China's army will practice capturing an outlying Taiwanese island and attacking an aircraft carrier this month, a state-run newspaper says. The exercises, involving land, sea and air forces, will take place on and around Dongshan Island, off China's southeastern coast in the straits that separate China and Taiwan, the Beijing Morning Post said. The maneuvers will be China's first large-scale war games since the election of Taiwanese President Chen Shui-bian last May, The Associated Press quotes the newspaper as saying. It said the combined exercises are one of the largest conducted by China's 2.5-million member People's Liberation Army, the world's biggest fighting force. "The main military targets of these exercises will be attacking and occupying an outlying Taiwanese island and attacking an aircraft carrier," the newspaper said. The exercises "demonstrate the Chinese government's determination to protect sovereignty and territorial integrity," it said.
