Taiwan's Government Information Office to sponsor website design contest promoting entry into World Health Organization
Taiwan's Government Information Office is sponsoring a contest to design an international website promoting Taiwan's entry into the World Health Organization (WHO). The website will highlight the importance and urgency of admitting Taiwan into the WHO, and call attention to that nation's significant contributions in the areas of health, medicine, and humanitarian assistance.
Entrants may choose the name of the website and the topics addressed in the site's content. However, designers should visit the WHO-themed websites produced from 2002 to 2004 by the Government Information Office at http://www.gio.gov.tw/taiwan-website/new/banner.html and the Department of Health's WHO-themed website at http://healthtaiwan.doh.gov.tw/whowbs/index_E.jsp. While entrants may choose topics for inclusion in the website, they should be sure to address several major themes: (1) Disease knows no borders; (2) Taiwan presently is not a member nation of the WHO and as a result is unable to obtain the latest information on disease outbreaks or other assistance; (3) Taiwan has made enormous contributions to the international community in medical and health care as well as humanitarian assistance; and (4) Taiwan's entry into the WHO is both urgent and necessary.
This competition is open to native or foreign individuals. The website must be in English. Submissions must be made via e-mail to website@mail.gio.gov/tw from April 11 until May 10 (inclusive), Taipei time.

Government In 1946, the KMT, still operating in the mainland, enacted a new constitution. This document, which is geared toward the governance of mainland China, was transferred to Taiwan and is still relied upon to this day. According to the KMT, the constitution derives its inspiration from the book Three Principles of the People, by Dr. Sun Yat-sen, the party’s founder. The principles are nationalism, democracy, and the peoples’ livelihood (a vague welfare state notion). Sun argued that China was too backward to adopt multi-party democracy immediately. Rather, he insisted on an initial transition period of benevolent KMT dictatorship, called "tutelage." It is debatable whether this profoundly undemocratic principle ever made sense for China; the KMT’s rule of the mainland from the mid-1920s until 1949 was anything but benevolent, nor did it lead to democracy. It is clear that Sun’s vision of "democracy" had nothing to do with Taiwan, where people were eager and ready for self-rule when the KMT arrived in 1945. The constitution establishes a variety of government institutions and people’s rights and freedoms, but these have little to do with how the KMT has actually governed Taiwan. According to the constitution, the National Assembly, elected on the basis of universal suffrage, is the supreme organ of popular sovereignty. It selects the President and vice-president, whom it may recall, and has the power to amend the constitution and redefine the national borders. Since 1949, the assembly has also been charged with planning "recovery of the mainland."

Taiwan enjoys leadership role in government IT infrastructure: IDC
Taiwan's government is a world leader in information technology (IT) infrastructure because of its programs and funding of the sector, according to a recent report published by the International Data Corporation (IDC). Different from most other countries with advanced IT infrastructure, Taiwan's e-solutions have deeply penetrated into the government's daily operations, the IDC said in its Asia/Pacific Policy and Strategies Influencing Government IT Spending, 2004. Although many Asia-Pacific governments are hoping to get more value and effectiveness from their IT investments, the IDC said that most of them still rely on "brick operations" and pointed out that the key issue now is how to create maximum value-added services through their IT infrastructure to serve the people. According to an IDC senior researcher in Taiwan, the government of Taiwan has an across-the-board e-program, which has helped its agencies build a massive Internet service basis. The country's continued investment in improving its government sector's e-solutions has achieved initial successes in many fields, he said. For instance, Taiwan government agencies have performed well in providing quick digital content information on a wide range of fronts to the public, successfully linking the government and a society keen for knowledge, he explained.
