Taiwan Government Invites Ansoft to Host Seminar on LTCC Circuit Design Process PITTSBURGH - October 23, 2003 - The Industrial Development Bureau (IDB) of the Ministry of Economic Affairs (MOEA) in Taiwan recently invited Ansoft Corporation (NASDAQ: ANST) to host a one-day seminar in Hsinchu, Taiwan, focusing on the low-temperature co-fired ceramic (LTCC) process, a widely used method to produce multi-layered circuits found in cordless and cellular phones, wireless local area network (LAN) cards and other high-frequency devices. Those attending the seminar included LTCC designers and manufacturers, passive component manufacturers, radio frequency (RF) system designers and semiconductor foundries. "The most difficult challenge with LTCC is knowing how to avoid certain parasitic effects and how to control them to reach your goals," said Dr. Shyh-Tirng Fang, Deputy Manager of RF Communication Systems Technology at the Industrial Technology Research Institute. "You must first understand the underlying physics to create an advanced LTCC design that works properly. Ansoft's tools are ideal for this purpose." Seminar material featured innovative methods for designing power amplifier modules, RF switches and front-end modules using Ansoft's HFSS™, Ansoft Designer® and Spicelink™. The company also introduced its new HFSS Solver on Demand™ technology, which provides advanced 3D scalable modeling capability for accelerating LTCC design.

Defining Moment for Bush Presidency
Today President Bush meets with Wen Jiabao, who is referred to as the Premier of China. Wen is said to be bringing a message of warning to the US President that the President, on the behalf of China must "reign in" Taiwan and turn them away from continuing to be free and democratic. Wen makes these statements under a cloud of threat of war against Taiwan and even the US. Taiwan is a free and democratic nation. China is not. President Bush spoke eloquently in his State of the Union speech of 2002, shortly after the attacks on the United States. He stated: America will lead by defending liberty and justice because they are right and true and unchanging for all people everywhere. No nation owns these aspirations, and no nation is exempt from them. The President's response to the demands of China will speak volumes about his committment to his own magnificent words. If he answers in any other way than to say we defend liberty because it is true and right, then his words that night were empty. This is a defining moment for our 43 President.

Government sale hurts Chunghwa Telecom
The government priced Chunghwa at a premium, which saw it miss a rally in Taiwan's benchmark, the Taiex Story Tools
TAIPEI, Taiwan (CNN) Shares in Taiwan's largest telecom, Chunghwa Telecom Co., were depressed on Monday after Taiwan's government announced the sale of a chunk of its stock. The Ministry of Transportation and Communications said Sunday it will auction 1.3 billion shares, or around 13.5 percent of the company, between December 6 and 16, selling it the next day. The ministry, which still owns 95 percent of the telecom, set a minimum bid of T$49.10. That pushed Chunghwa's shares down 0.21 percent to T$48.10, with the stock missing out entirely on a rally in the Taipei market.
Taipei market hits highest since August
Election results in mayoral votes in Taipei and Kaoshiung saw Taiwan's Taiex jump 1.79 percent to 4,823.67, its highest close since August 27. The government has been looking to reduce its stake in Chunghwa Telecom since the company went public in 2000. It tried unsuccessfully to sell a 5.7 percent stake in the company in July.
