On January 15, 2005, representatives of the government of China and of the authorities on Taiwan held a meeting in Macao, which has been described as "historic." They agreed that, for the first time since 1949, there would be direct flights from mainland China to Taiwan. True, this agreement was for three weeks only, beginning January 29. And true, the flights were restricted to persons domiciled in Taiwan who were temporarily located on the mainland, to permit them to return to see families during the Chinese New Year. Who were these people permitted to take the flights? They were Taiwanese residents who are conducting business on the mainland. There are between 700,000 and 1 million such people, and their number is growing steadily. Given the recent exchange of harsh rhetoric between Beijing and Taipeh, the agreement was quite unexpected and sets an important precedent. One must appreciate the historical background to assess its importance. We speak of the continuity of Chinese civilization over 5000 years. But if one looks closely at the history of China, there were a series of empires which lasted a certain time followed almost always by periods of breakdown of a central authority. The political history of China has been a continuous attempt to maintain or restore the unity of the country.

Taiwan E-government transforms public sector services, says researcher 2004-09-01 / Taiwan News, Staff Writer / By Cheryl Robbins The Research, Development and Evaluation Commission is the think tank of the Executive Yuan, and among the RDEC's six departments, the Department of Information Management is responsible for the planning, evaluation and implementation of e-government services. Ho Chuan-te, director of the RDEC's Department of Information Management, explained that an important function of his department is that of coordination between government agencies. "I have studied the e-government programs of major countries and they point out that the next phase of e-government is integrated service. So, my department is developing a common platform. Through this common platform, different information and different services can be integrated." With such integration, there will be less need for people to physically go to and from a number of agencies to receive services. Instead, through the latest technology they can access our "one-stop service." Ho explained that, "By the end of this year, we are going to provide online travel service and business start-up service. If you want to start a business, you just log on to the government portal to obtain all of the necessary information about registration, taxation, etc. Then, through a single window obtain all of the necessary services. We would also like to provide sightseeing services through integration of the private and public sectors. Previously, if you wanted to obtain such services, you had to visit lots of Web sites for information, for hotel booking, for transportation. In the near future, we are going to integrate them. This is what we call a one-stop service or cross-boundary service, not only connecting government to government, but also extending government services to the private sector." Also in the works are online medical, household and government employment services.

Taiwan's venture capital industry is currently thriving. It has been boosted by an abundance of Taiwanese high-tech companies that are proving an attractive option for investors. The Taiwan Venture Capital Association provides an introduction to VC in Taiwan and looks at the ways in which the Taiwan government can ensure its continuing success in the future. When the Taiwan government formally established the venture capital industry in 1983, the Ministry of Finance prompted the Executive Yuan to form the Administrative Committee on Venture Capital Investment Enterprises to regulate the founding process for VC funds. Since 1983, 191 VC funds have been formally registered, with total paid-in capital of over NT$130bn. Of the 191 VC funds that have been formally registered in Taiwan since 1983, 169 are currently active and operational, 15 have not yet been formally launched, and seven have either relocated or discontinued their operations. Of the 184 existing VC funds, there are 32 that manage their own funds and 152 use outside venture capital management organisations such as management or financial consulting firms and other VC firms. In total, there are 85 discrete venture capital management organizations in Taiwan with an average of 2 funds and NT$1.5bn capital under management per organization.

Programs to begin early in 1999 will include collaborative research and exchanges in hazardous material mitigations, agricultural biotechnology and computer science. Responding to a question from Bloomberg News as to how Taiwan interprets China's unilateral drafting of the "anti-separation law" while at the same time expressing a desire to work with Taiwan on launching cross-strait Lunar New Year charter flights, Minister Wu said that China has traditionally adopted a carrot-and-stick approach toward Taiwan. On the one hand, it seeks to express its goodwill, while on the other hand it seeks to put pressure on Taiwan. Wu said that even if the two sides were able to reach agreement on charter flights for the upcoming holiday, this would by no means indicate that Taiwan is willing to accept the "anti-separation law." He said that Taiwan has continuously pursued cross-strait peace and stability, but would not sit by idly should China take any unilateral action to change the status quo in the Taiwan Strait. A reporter from Singapore's MediaCorp TV asked how, since the United States' Taiwan Relations Act and China's proposed "anti-separation law" are both domestic laws, Taiwan might expect the United States to oppose the "anti-separation law" under the current framework of the Taiwan Relations Act. Wu responded that the legal spirit and content of the Taiwan Relations Act and the "anti-separation law" are different; the former aims to protect the rights and freedoms of Taiwan's people and provide Taiwan with sufficient means to defend itself, while the latter is primarily a legal excuse for China to use military force against Taiwan and to unilaterally change the status quo.

    Taiwan government deserves U.S. support
    By Benjamin Lu Once upon a time, somewhere deep in the tropics, there existed a repressive dictatorship. A military government of outsiders ruled this poor country with an iron fist, imposing martial law and silencing opposition with the not-so-subtle tactics of torture and arbitrary imprisonment. This poor country's tacit support from the United States government stemmed not so much from their embrace of democratic ideals as from their stubborn anti-communism. This familiar scenario has been played out countless times, but unlike similar situations in Latin America and the Middle East, Taiwan has gone through an incredible metamorphosis. Instead of an unstable history of armed uprisings and military coups, this Asian "Minidragon" has transformed itself into a thriving capitalist country with a penchant for rambunctious democracy. A few weeks ago, it took the final step in becoming the first Chinese-speaking nation in history to elect their leader in a free democratic election. The vision of Taiwan that we have hides this dark history of the last 50 years. In spite of its image as a maker of cheap toys and computer parts, Taiwan only emerged from martial law nine years ago. As recently as the late '80s, Taiwan was listed by Amnesty International as a country where torture was regularly employed by the government. The darkest part of Taiwan's history occurred 49 years ago. Known as the 228 incident (for February 28), 20,000 native Taiwanese were massacred by mainland Chinese troops in an armed uprising. Most of the victims were the intellectual elite and those considered threats to the Nationalist government.
