GOVERNMENT ADMINISTRATION The authorities in Taipei exercise control over Taiwan, Kinmen, Matsu, and the Penghus (Pescadores) and several of the smaller islands. Taiwan's two major cities, Taipei and Kaohsiung, are centrally administered municipalities. At the end of 1998, the Constitution was amended to make all counties and cities directly administered by the Executive Yuan. From 1949 until 1991, the authorities on Taiwan claimed to be the sole legitimate government of all of China, including the mainland. In keeping with that claim, when the Nationalists moved to Taiwan in 1949, they re-established the full array of central political bodies, which had existed on the mainland. While much of this structure remains in place, the authorities on Taiwan in 1991 abandoned their claim of governing mainland China, stating that they do not "dispute the fact that the P.R.C. controls mainland China."
The first National Assembly, elected on the mainland in 1947 to carry out the duties of choosing the President and amending the constitution, was re-established on Taiwan when the KMT moved. Because it was impossible to hold subsequent elections to represent constituencies on the mainland, representatives elected in 1947-48 held these seats "indefinitely." In June l990, however, the Council of Grand Justices mandated the retirement, effective December 1991, of all remaining "indefinitely" elected members of the National Assembly and other bodies.
The second National Assembly, elected in 1991, was composed of 325 members. The majority were elected directly; 100 were chosen from party slates in proportion to the popular vote. This National Assembly amended the Constitution in 1994, paving the way for the direct election of the President and Vice President that was held in March 1996. In April 2000, the members of the National Assembly voted to permit their terms of office to expire without holding new elections. In June 2005 the National Assembly voted to dissolve itself, leaving Taiwan with a unicameral legislature. The President is both leader of Taiwan and Commander-in-Chief of its armed forces. The President has authority over four of the five administrative branches (Yuan): Executive, Control, Judicial, and Examination. The President appoints the President of the Executive Yuan, who also serves as the Premier. The Premier and the cabinet members are responsible for government policy and administration.

    CHINA POST Back Taiwan began to show determination to protect whales and dolphins in coastal waters with the Wildlife Conservation Law in 1989, which prohibited the catching and killing of them. Fang Kuo-yun, chief of the Sources Conservation Division, Forestry Department, Council of Agriculture, says the government is serious about implementing the law, no matter how difficult it might be. Taiwanese have a long tradition of catching and eating whales and dolphins, especially dolphins. Fishermen think that they are the food which the Gods have given them. Which people in Taiwan first began to eat whales and dolphins? One expert thinks that perhaps the first immigrants to Taiwan brought the habit with them when they crossed over the Taiwan Strait from mainland China 400 years ago. People living along the coast of Fujian Province have always relied on the sea for their livelihoods. They began eating dolphins because of the scarcity of other meat available to them, and the dolphin is a rich source of fat and oil. Eventually it became a Fujian custom.

    Anti-nuclear groups in Taiwan have reacted with anger to the government's decision to resume work straight away on a controversial nuclear power station project. The groups - which helped vote in the government because of its promise to scrap the plant - plan to hold a series of protest demonstrations.
    To me this is a bitter decision and unavoidable responsibility
    Prime Minister Chang Chun-hsiung An official in Kungliao a town, sited near the plant, said people were disgusted that politicians had betrayed their consciences and abandoned their principles. The government caved in to pressure from the opposition-dominated parliament and signed an agreement on Tuesday to continue the project in order to break a political impasse. Premier Chang Chun-hsiung said the decision was a painful.

      Taiwan's national government is based on the constitution of 1947 (amended in 1992, 1994, and 1997), which was drawn up to govern the whole of China; when the Nationalist government moved to Taiwan in 1949, most countries still recognized it as the government of all China, and it has continued to assert that claim, regarding Taiwan itself as only a province. The national government is made up of five yuan, or branches. The Executive yuan, where the greatest political power rests, is similar to a cabinet and is headed by a popularly elected president; the Legislative yuan, whose 225 members are elected (most directly from multimember districts; the rest proportionally), handles all legislation; the Judicial yuan is appointed by the president and serves as the highest judicial authority; the Control yuan is in charge of censorship and such political matters as censure and impeachment; and the Examination yuan supervises examinations for government positions. Amendments to the constitution passed in 2005 will reduce the number of members of the legislature to 113, with some elected directly and the rest chosen proportionally. The dominant political party was long the conservative Kuomintang (KMT; Nationalist party); the Democratic Progressive party, formed in Oct., 1986, is the other main party.

    Special to CNN Interactive (CNN) When Taiwan President Lee Teng-hui on July 9, 1999, described his country's relations with China as a "special state-to-state relationship," the Beijing government reacted with fury. Accusing Lee of abandoning the "one-China" policy that had governed relations between the two sides for nearly 30 years, Beijing demanded that he retract the statement before negotiations between them could resume. The invective, which compared Lee to a "dog in the water who must be beaten" (lest he re-emerge on land) and "a traitor who will be cursed for a thousand years," was accompanied by hints that military force might be used against the island.     SEARCH IFPI HOME PRESS LIST IFPI NEWS International recording industry discusses anti-piracy actions with Taiwan government Taipei, 17 October, 2002 The international recording industry today voiced its total support for the campaign by Taiwan's artists and record companies to rescue the country's music industry from surging music piracy. Joining an alliance of local artists and record companies, visiting record company heads said Taiwan's music industry is in crisis and will go the same way as its decimated film industry if present levels of piracy are not rapidly brought under control. The delegation, organised by the recording industry's international trade organisation IFPI and its affiliated group IFPI Taiwan, spoke at a press conference in Taipei alongside many leading Taiwan recording artists including A-mei, Lee Hom Wang and eVonne. Once the epitomy of the economic success of the Asian music industry in the 1990s, Taiwan is now facing a piracy rate that has doubled to 50% (worth US$50 million) over the last two years. Over the same period Taiwan's legitimate music market has fallen from US$306 million in 1999 to US$170 million in 2001. Recorded sales dropped a further 13.4% in the first six months of 2002.
