Early Years
William Howard Taft was born in , to a prominent family with roots in public service and law. His father, Alphonso Taft had a distinguished career in both, serving as a state judge from , U.S. Secretary of War in , U.S. Attorney General from , and also serving as Minister to Austria-Hungary and Russia from and respectively. Taft attended Woodward High School and finished second in his class, and followed family tradition by attending Yale , also finishing as salutatorian. He received his law degree from The Cincinnati Law School, later merging with the University of Cincinnati.
Public Service
Taft's public service began when he became Assistant Hamilton County Persecutor in , followed by a job as Collector of Internal Revenue, and later State Superior Court Judge in Ohio by the age of 30. In

University of Georgia Tuesday, November 27, 2001 10:00 a.m. - Room 114 Reception in the Atrium following the Lecture The College of Law is honored to present Edward J. Larson as the 2001 William Howard Taft Lecturer on Constitutional Law. In his lecture, entitled "The Meaning of the Human Genome Project for Disability Law," Professor Larson will focus on how the Human Genome Project offers the promise of identifying in advance those persons certain, likely or predisposed to develop various hereditary conditions, some of which may be perceived as "disabilities." Drawing on America’s experience with eugenics during the early 1900’s, this lecture will explore legal and social concerns raised by this promise and focus on what it may mean for those then labeled by their genetic markers. Professor Larson earned a B.A. from Williams College, a J.D. from Harvard, and an M.A. and Ph.D. in the History of Science from the University of Wisconsin- Madison. Before accepting a teaching position at Georgia in 1987, he served as Associate Counsel for the U.S. House of Representatives Committee on Education and Labor (1983-89) and as an attorney with a major Seattle law firm (1979-83). Professor Larson is currently the Richard B. Russell Professor of History and Law at the University of Georgia where he holds a joint appointment in the history department and law school.

    AGRARIAN DISTRESS AND THE RISE OF POPULISM In spite of their remarkable progress, 19th-century American farmers experienced recurring periods of hardship. Several basic factors were involved soil exhaustion, the vagaries of nature, a decline in self-sufficiency, and the lack of adequate legislative protection and aid. Perhaps most important, however, was over-production. Along with the mechanical improvements which greatly increased yield per hectare, the amount of land under cultivation grew rapidly throughout the second half of the century, as the railroads and the gradual displacement of the Plains Indians opened up new areas for western settlement. A similar expansion of agricultural lands in countries such as Canada, Argentina and Australia compounded these problems in the international market, where much of U.S. agricultural production was now sold. The farther west the settlers went, the more dependent they became on the railroads to move their goods to market. At the same time, farmers paid high costs for manufactured goods as a result of the protective tariffs that Congress, backed by Eastern industrial interests, had long supported. Over time, the Midwestern and Western farmer fell ever more deeply in debt to the banks that held their mortgages.

Presidential descendants to highlight symposium on how Ohioans in the White House have shaped U.S. history
Jeff Bendix The symposium, held in conjunction with the 2004 Vice Presidential Debates at Case Western Reserve University, takes place Tuesday, October 5 James Robenalt, author of Linking Rings: William W. Durbin and the Magic and Mystery of America Following this introduction, the day will be broken into three panels. The first panel will review Ohio presidents from William Henry Harrison to Benjamin Harrison. This will include examinations of the presidencies of Grant, Garfield and Hayes. The panel will focus on parallels from these presidencies to the present. For example, panel members will look at Reconstruction and compare the difficulties of nation-building with problems faced today in Iraq. William Jennings Bryan is one of American history's most colorful and interesting personas. Perhaps most remembered today for his part in the 1925 Scopes monkey trial in Tennessee, he made many contributions to America and should be remembered for his other accomplishments. A quite popular person, he was also a perennial candidate for president, running in 1896, 1900 and 1908. Born in Salem, Illinois, March 19, 1860, he graduated from Illinois College and Union College of Law. In his political life, Bryan viewed his role as doing God's work. He was U.S. Representative from Nebraska to Congress in 1891-95. At thirty-six he was nominated for president in 1896 by the Democrats and seven other parties. Although he received forty-seven percent of the vote and won in more states and territories than William McKinley, voting fraud stole six states from Bryan, and he lost this election and those of 1900 and 1908. In 1912 Bryan helped Woodrow Wilson get elected, and Wilson named Bryan his Secretary of State. While in this office for three years, Bryan negotiated peace treaties with thirty nations and helped promote Wilson's progressive policies and strengthen the U.S. position in the Caribbean.

Previous Page Next Page Roosevelt's popularity was at its peak as the campaign of 1908 neared, but he was unwilling to break the tradition by which no president had held office for more than two terms. Instead, he supported William Howard Taft, who won the election and sought to continue his predecessor's programs of reform. Taft, a former judge, governor of the Philippines and administrator of the Panama Canal, made some progress. He continued the prosecution of trusts, further strengthened the Interstate Commerce Commission, established a postal savings bank and a parcel post system, expanded the civil service and sponsored the enactment of two amendments to the Constitution. The 16th Amendment authorized a federal income tax; the 17th Amendment, ratified in 1913, mandated the direct election of senators by the people, replacing the system whereby they were selected by state legislatures. Yet balanced against these achievements was Taft's acceptance of a tariff with protective schedules that outraged liberal opinion; his opposition to the entry of the state of Arizona into the Union because of its liberal constitution; and his growing reliance on the conservative wing of his party. By 1910 Taft's party was divided, and an overwhelming vote swept the Democrats back into control of Congress. Two years later, Woodrow Wilson, the Democratic, progressive governor of the state of New Jersey, campaigned against Taft, the Republican candidate, and against Roosevelt who, rejected as a candidate by the Republican convention, had organized a third party, the Progressives.

Cloth ISBN 0-7006-0096-5, $29.95 Theodore Roosevelt selected William Howard Taft to be his successor and gave him vital support during the presidential campaign of 1908. Taft was a conservative of upper-middle-class background with a long career on the bench, and he aspired to a judicial rather than a political career. Roosevelt nevertheless believed that Taft, a close personal friend, was the best man to continue his policies. Taft agreed with many of Roosevelt's objectives, but not with his interpretation of presidential authority. Taft viewed the president's power as stemming from the constitution alone; he narrowly construed that power and denied that it involved the exercise of political leadership, or even initiative, with respect to legislation. As Taft saw it, his function as president was to establish a legal basis for the reforms undertaken by Roosevelt, not to enlarge the degree of federal intervention in the economic and social life of the nation. He was neither a renovator nor an innovator. Although Roosevelt expected him to expand executive power, Taft narrowed it. He sought the sound administration of government as a bulwark against the rising tide of social democracy.

    The 1912 Election and the Power of Progressivism: A Brief History with Documents
    Brett Flehinger Wilson’s anticorporatist view, informed as it was by the work of Louis Brandeis, prompted the Democratic contender to call for a restoration of a competitive marketplace. Do students find Wilson’s vision convincing, or does it seem antiquated, more matched to a bygone era? Brandeis claims that, contrary to popular opinion, the trusts are industrially inefficient. How is this assertion key to his antitrust argument? Does Brandeis’s emphasis on this "inefficiency" suggest that continued economic growth (under restored competitive conditions) will itself buoy democracy? Students might use such discussion to address a more general question: Do progressive aims seem more concerned with maintaining traditional American values or with innovating to meet the challenges of a strange new world (or perhaps with both)? Among the main contenders in the 1912 race, William Howard Taft has often been presented as a hidebound conservative, yet he preferred to label his views "progressive conservatism." Why was Taft so unnerved by the possibility that popular democracy might supersede what he called "constitutional democracy"? If Taft’s positions strike students as conservative, what do they make of the fact that during his time in office, Taft launched far more antitrust suits than had his predecessor, the "trust buster" Roosevelt? Do Taft’s fears of such popular democratic tools as the initiative and referendum make more sense when he lays them out before a predominantly African American audience, as he does in one speech included here?
