The Heads of the American, French, and British Trade Delegations to the Head of the Swiss Delegation
BERNE, March 8, 1945 DEAR PROFESSOR RAPPARD: AS a result of our recent negotiations we understand that the Swiss Government has taken the following decisions which will remain effective until the end of hostilities in Europe. (1) The Swiss-German Trade Agreement which lapsed on 15th February 1945 will not be renewed. (2) Swiss exports to Germany and German-controlled territory will not in any case exceed the limits set out in Annex I to this letter. (3) The restrictions on transit between Germany and the German-occupied part of Italy already decided on by the Swiss Government will be maintained. These restrictions apply to coal, iron, scrap iron and steel which will not be allowed to pass through Switzerland either by rail or otherwise between Germany and the German-occupied part of Italy. (4) In order to prevent the transit of looted property no goods will be allowed to pass through Switzerland by rail or otherwise from the German-occupied part of Italy to Germany until thy Swiss authorities are satisfied that such goods have been legitimately acquired and are not property of which the Italian people have been deprived by any act of dispossession. It is understood that in each case the onus of proving that the goods in question have been legitimately acquired will rest upon the person who applies for transit facilities. In cases of doubt the Swiss Government will be prepared to consult with the Mixed Commission and will take into account any information which the Commission may be able to supply.

Swiss Government Grants
The Swiss Government generally offers two scholarships for one academic year at a Swiss university/institution in Switzerland.
Eligibility/Conditions
Candidates must be British nationals under thirty-five. Intended for postgraduate students (postgraduate status at beginning of studies), whose stay in Switzerland is meant to enable them to deepen their knowledge and to carry out research on those subjects for which the Swiss universities are particularly noted. A working knowledge of French or German is essential. Candidates must have a definite aim with regard to their studies. The application must be accompanied by a 'study plan' giving details of subject matter, aim of studies and proposed thesis, etc. Furthermore the candidates are expected to have established written contact with a professor at the university of their choice. Please note that candidates who apply under the British-Swiss inter-university exchange scheme are particularly welcome. Applicants will be invited to the Embassy late in December/early January for interview and language test. In some cases a scholarship will only be granted on condition that the candidate attends an introductory language course in Fribourg, to be held from mid-July until October. An additional scholarship for this course will be granted. Results will be notified around May.

109. Pope Pius IX  21 November 1873  Church In Italy, Germany, And Switzerland
Denounces actions against the Church by the governments of Italy, Germany, and switzerland. Encyclical promulgated 21 November, 1873.
http://www.ewtn.com/library/ENCYC/P9ETSIMU.HTM
ETSI MULTA (On The Church In Italy, Germany, And Switzerland) Pope Pius IX Encyclical Promulgated on 21 November 1873 To all Patriarchs, Primates, Archbishops, Bishops, and other Ordinaries in Favor and Communion with the Apostolic See. Venerable Brothers Greetings and the Apostolic Blessing. It has been Our lot from the very beginning of Our Pontificate to suit many grievous and painful occurrences from various causes, which We have often explained to you in encyclical letters; in these last years the burden of distress has grown so that, if the divine goodness did not sustain Us, we would be all but overwhelmed. Indeed things have reached such a point that death itself would seem preferable to life tossed about by so many waves; with eyes lifted to heaven, we are compelled to cry out from time to time: "it is better for us to die, than to witness the ruin of our sanctuary."[1] Forsooth, from the time when this Our beloved city was forcibly captured and subjected to the rule of men who are disdainers of right and enemies of religion, men to whom all things human and divine are one and the same, scarcely no day has gone by without some new wound beings invited on Our already wounded heart. Evils Which Have Befallen Catholicism 3. However, it was not Our intention to write to you concerning these evils by which this Our city and all of Italy as well is infested; indeed, We would perhaps have suppressed these Our troubles in mournful silence, if it were permitted by divine clemency that We could lessen the bitter sorrows by which so many venerable brothers, bishops, and laity are tortured in other regions.
