Now that precedent may be used to expel a number of gay Iranians from Sweden, to face imprisonment or death at home. Swedish asylum policy is governed by the Aliens Act of 1989. An amendment which came into effect in 1997 (Chapter 3, paragraph 3.3) explicitly includes gays and lesbians as a protected category, offering asylum to any person "who due to her/his sex or homosexuality experiences a well-founded fear of persecution." However, according to Stig-Ake Petersson, asylum coordinator of the Swedish Federation for Lesbian and Gay Rights (RFSL), the specific language has in fact tightened rather than broadened the opportunities for receiving asylum based on sexual orientation. The authorities' interpretation of the term "well-founded fear of persecution" has in practice been extremely restrictive. The term, according to Petersson, is taken to require each applicant to produce court documents from their home country demonstrating that she or he is currently under legal investigation for homosexuality as a criminal offense.

Sweden: IMF and OECD demand deeper social cuts
By Niall Green 29 August 2002 Use this version to print Send this link by email Email the author Recent International Monetary Fund (IMF) and Organisation for Economic Co-operation and Development (OECD) reports on the Swedish economy have called for a deepening of the decade-long assault on social redistribution. With a general election on September 15, international and domestic capital is signalling that there will be no let up in the drive to increase profits at the expense of the living standards of broad sections of Swedish society. Swedish Social Democratic Party (SAP) Minister of Finance, Bosse Ringholm, welcomed the reports, saying that he shared many of their conclusions. The SAP, propped up by their parliamentary allies the Left Party and the Greens since 1998, has already been engaged in implementing large scale reductions in government social spending. Government spending has fallen from 66.6 percent of GDP in 1993 to 51.3 percent in 2001. Though still at a relatively high level compared to many other Western countries, the SAP, who replaced the right wing Moderate government in 1994, has presided over a period of social cutbacks on a scale unseen anywhere else in Europe.

Government Lays Groundwork
Sweden has uncomplicated government elections: a paper ballot in a physical box. Elections are every four years; referendums are rare. Like most older western democracies, Sweden is experiencing a "democratic crisis," and the government is worried, but not so worried that it's prepared to use IT to reengineer the very structure of democracy. Rather, new technology is used to better the facade. However, this is more action than previous governments have taken. Last year, the government awarded minor sums to all sorts of experiments and projects aimed at renewing or bettering democratic processes. In November, 2000, 66 such projects received grants of between $1,200 and $60,000. The average grant was $15,000. Most of these projects are efforts to make more people interested and active in politics. A couple of funded projects involve e-voting. More such grants will be made this year. Does this indicate that the Swedish government is determined to do something radical in creating new forms of democracy for the new, IT-based society? In my opinion, probably not. The government hands out small sums to communities, organizations, and companies. Some of these small projects might succeed one way or another, but no big societal player is threatened by any of the experiments and the government has not committed itself to anything radical. A special committee on voting technology (Valtekniska utredningen) appointed by the government published its findings in January, 2001. Among the recommendations was a proposal to try voting via Internet. The committee favored a most cautious approach: small steps and small experiments to begin with and thorough evaluation of each step. Also in January, I authored a report [

Sweden is the country in the world where people give up the largest share of their income to the government. And it has been so for decades. But the Swedish public is not too displeased with taxes. Rather the contrary. It has given the leftist parties largely responsible for and the symbol of the big government system a majority in election after election. "After all, the high taxes have given us the best welfare services and the best income security in the world." That is what the Swedish people believe after having been told so by their leaders for many years. A recent survey showed that 77 percent of all Swedes believe that their country has a better welfare system than the rest of Europe . The country also ranks high in many international comparisons of quality of life, so there is little reason to doubt the supremacy of the Swedish cradle-to-grave model.

Sweden to Spend USD 200,000 on St. Petersburg's 300th Anniversary Celebrations
The Swedish Government yesterday decided to allocate around USD 200,000 to the Swedish Council for Foreign Trade in order to hold a series of events during St. Petersburg's 300th anniversary celebrations. According to Sweden's government chancellery, part of this money will be spent on an information technology week in St. Petersburg in 2003, with the participation of telecommunications company Ericsson and Stockholm's Royal Polytechnical Institute.
Commenting on today's welcome decision, Swedish Trade Minister Leif Pagrotsky said that this type of event should help further strengthen relations between Sweden and Russia, creating a foundation for the development of new business relations.

November 24, 2004 PDF The U.S. Government adopted a strong position against legalized prostitution in a December 2002 National Security Presidential Directive based on evidence that prostitution is inherently harmful and dehumanizing, and fuels trafficking in persons, a form of modern-day slavery. Prostitution and related activities—including pimping and patronizing or maintaining brothels—fuel the growth of modern-day slavery by providing a façade behind which traffickers for sexual exploitation operate. Where prostitution is legalized or tolerated, there is a greater demand for human trafficking victims and nearly always an increase in the number of women and children trafficked into commercial sex slavery. Of the estimated 600,000 to 800,000 people trafficked across international borders annually, 80 percent of victims are female, and up to 50 percent are minors. Hundreds of thousands of these women and children are used in prostitution each year. Women and children want to escape prostitution

By Craig Whitlock Washington Post Foreign Service Saturday, May 21, 2005; Page A01 STOCKHOLM The CIA Gulfstream V jet touched down at a small airport west of here just before 9 p.m. on a subfreezing night in December 2001. A half-dozen agents wearing hoods that covered their faces stepped down from the aircraft and hurried across the tarmac to take custody of two prisoners, suspected Islamic radicals from Egypt. Inside an airport police station, Swedish officers watched as the CIA operatives pulled out scissors and rapidly sliced off the prisoners' clothes, including their underwear, according to newly released Swedish government documents and eyewitness statements. They probed inside the men's mouths and ears and examined their hair before dressing the pair in sweat suits and draping hoods over their heads. The suspects were then marched in chains to the plane, where they were strapped to mattresses on the floor in the back of the cabin. So began an operation the CIA calls an "extraordinary rendition," the forcible and highly secret transfer of terrorism suspects to their home countries or other nations where they can be interrogated with fewer legal protections.

The Swedish government has never advocated a righteous Vietnam policy. Sometimes we are allowed to hear some beautiful government words. But in practice the government has often supported the U.S. imperialism directly. Therefore we must increase our support to the NLF and combat U.S. imperialism. In a speech January 18, 1965, the Swedish foreign minister Torsten Nilsson said: "We miss the suppositions to judge safely if the American tactics conduct the raised objectives." Which were the tactics? Continued murdering and escalation of the aggression in Vietnam. The objectives? The U.S. government talked about peace and lied about "aggression from the North". Why should "we" not be able to "judge" and condemn this? "In the Vietnam conflict it is hard to determine to what degree the participants have support for their activity in international treaties and folkjudical rules." A new Swedish law about handling of personal information in computers took effect on 24 October 1998. The law makes much of the publication of information about individual persons on the Internet illegal, such as criticism of named persons, publication of lists of references in scientific papers or the sending of e-mail messages outside of Europe. This law is based on an EU directive , and all EU countries are thus obliged to enact similar laws. The critique of the law in Sweden discussed below, has, however, not been voiced in other countries than Sweden (when this is written, July 1999). The law was changed in November 1999 because of the massive criticism of the law. In November 2000, the Commission of the European Communities asked member countries for their experience with the directive. The main task of this study has been to analyse and investigate the best way to manage domain names under the top-level domain .se.   • Formalisation of the role of the Internet Infrastructure Foundation as contractor
  • Government appointment to the Foundation Board of Directors of two permanent members and one alternate member
