Government Spending
by Gordon Tullock In most countries government spending has grown quite rapidly in recent decades. Chart 1 shows U.S. federal spending as a percentage of gross national product from 1790 to 1990. Chart 2 shows Sweden's central government expenditures as a percent of GNP. Although not many countries have such long data series, these countries apparently are typical. As the charts show, the central government's share of the economy was remarkably stable for nearly 150 years but grew quite rapidly throughout the latter two-thirds of the 20th century.

In the past, government spending increased during wars and then typically took some time to fall back to its previous level. Because the effects of World War I were not totally gone by 1929, the line for the United States from 1790 to 1929 has a very slight upward slant. But in the second quarter of the twentieth century, government spending began a rapid and steady increase. While economists and political scientists have offered many theories about what determines the level of government spending, there really is no known explanation for either part of this historical record. The data contradict several prominent economic theories about why government spending as a percent of GNP grows. One such theory is presented by British economists Alan Peacock and Jack Wiseman, who suggest a "ratchet effect." If a war, say, raises expenditures, expenditures after the war will not fall all the way back to their prewar level. Thus the name "ratchet effect." This theory cannot explain the long period of stable government expenditures before 1929. Nor can it explain the steady growth since 1953.

Health and medical care
The aim of Swedish health care is for the whole population to have access to good care services on equal terms. Care must be provided according to need, subjected to democratic control and funded by society as a whole. People must also have the opportunity to influence and participate in health care. Health and medical care is a key element in the welfare system and is one of the sectors of society which people in Sweden feel most strongly about. The fundamental principles for public health and medical care are that care should be provided on equal terms and according to need, that it should be managed democratically and financed on the basis of solidarity. In efforts to achieve this objective, it is important that the fundamental principles for public health and medical care are upheld. Rapid developments in medicine and medical technology combined with citizens demands for the best possible care mean that the basic structure and focus of health and medical care must be developed and new methods encouraged. In addition, more attention than previously must be given to organisational and leadership issues and to the potentials of IT support in developing and renewing health and medical care.

In addition, the number of foreign women now being trafficked into Sweden for sex is nil. The Swedish government estimates that in the last few years only 200 to 400 women and girls have been annually sex trafficked into Sweden, a figure that's negligible compared to the 15,000 to 17,000 females yearly sex trafficked into neighboring Finland. No other country, nor any other social experiment, has come anywhere near Sweden's promising results. By what complex formula has Sweden managed this feat? Amazingly, Sweden's strategy isn't complex at all. It's tenets, in fact, seem so simple and so firmly anchored in common sense as to immediately spark the question, "Why hasn't anyone tried this before?"

GOVERNMENT
Popular government in Sweden rests upon ancient tradition. The Swedish parliament (Riksdag) stems from tribal courts (Ting) and the election of kings in the Viking age. It became a permanent institution in the 15th century. Sweden's government is a limited constitutional monarchy with a parliamentary system. Executive authority is vested in the cabinet, which consists of a prime minister and 20 ministers who run the governmental departments. The present Social Democratic government, led by Prime Minister G¶ran Persson, came to power in 1994 after losing power briefly in 1991. King Carl XVI Gustaf ascended to the throne on September 15, 1973. His authority is formal, symbolic, and representational.
The unicameral Riksdag has 349 members, popularly elected every 4 years and is in session generally from September through mid-June.
Sweden is divided into 21 counties and 289 municipalities. Each county (l¤n) is headed by a governor, who is appointed by the central government. Each county has a popularly elected council with the power of taxation, and each council has particular responsibility for education, public transportation, health, and medical care. Elected municipal councils are headed by executive committees roughly analogous to the boards of commissioners found in some U.S. cities.

The Kingdom of Sweden is a Scandinavian country in Northern Europe. By the 16th century Sweden had evolved into a strongly centralized nation, with Stockholm as its capital. During the 17th century the country was one of the great powers in Europe.
Since 1812 Sweden's borders have been unchanged and Sweden has not participated in any war in almost two centuries. An armed neutrality was preserved in both World Wars.
Despite its small population and large area, Sweden is a technologically advanced country with good infrastructure, including an efficient transportation and communications system.

Casadevall, judges Section Registrar Having deliberated in private on 14 December 2000, Delivers the following judgment, which was adopted on that date: PROCEDURE sameby THE FACTS ) of Norrbotten granted nine persons permits for licensed reindeer herding ( ) in the applicant Saami village during 1992. At the same time, five persons were refused permits. The permits allowed the permit holders to herd a total of 2,300 reindeer owned by themselves. Three of the permits were, contrary to a request made by the Saami village, granted to the brothers S. The Board further attached certain conditions to the permits, inter alia , that the permit holders were obliged to jointly herd 1,600 reindeer belonging to others ( Statens jordbruksverk ), claiming that the permits granted to the brothers S. and the obligation for permit holders to herd reindeer belonging to others should be revoked. It was further requested that the five persons refused herding permits should be granted such permits and that the appellant permit holders should be allowed to herd a higher number of reindeer owned by themselves. Sweden - Government
Sweden is a constitutional Monarchy, but the monarch only acts as a ceremonial head of state. A parliament (Riksdag) composed of 349 members is elected every four years; it elects the prime minister, passes laws, decides on taxes and approves the state budget. The cabinet holds office only as long as it retains the support of a majority in the Riksdag. The state authorities are comparably independent of the cabinet: their highest officials being appointed by the cabinet for six years, and usually the term is extended unless serious problems occurred in the contact between the authority and the ministry. There are laws with constitutional status , for instance: the Instrument of Government, the Parliament Act, the Succession Act, and the Freedom of the Press Act. The county councils and the 286 municipalities are obliged to provide services to their inhabitants as stipulated by law, but are independent to decide the means without interference from state authorities. Municipalities are mainly responsible for education and social service. The provinces are through the county councils

    In a response to a parliamentary question in december 2003, Sweden's minister of justice Thomas Bodström endorsed the approach of the European Patent Office and the European Commission on software patents and criticised the European Parliament for amending the directive with the effect of narrowing the scope of patentability and making already-granted patents invalid. Bodström announced that his government will push for reversal of these amendments. His comments provoked applause from the patent movement (also called the "technostructure" in Sweden) and criticism from some software associations and companies.
