GOVERNMENT The unicameral Riksdag has 349 members, popularly elected every 4 years and is in session generally from September through mid-June. Swedish law, drawing on Germanic, Roman, and Anglo-American law, is neither as codified as in France and other countries influenced by the Napoleonic Code, nor as dependent on judicial practice and precedents as in the United States. Legislative and judicial institutions include, in addition to the Riksdag, the Supreme Court, the Supreme Administrative Court, the Labor Court, Commissions of Inquiry, the Law Council, District Courts and Courts of Appeal, the Chief Public Prosecutor, the Bar Association, and ombudsmen who oversee the application of laws with particular attention to abuses of authority. POLITICAL CONDITIONS Ordinary general elections to the Swedish parliament are held every fourth year on the third Sunday in September. County council and municipal council elections take place at the same time. The next elections will be held in September 2006. There is a barrier rule intended to prevent very small parties from gaining representation in the parliament. A party must thus receive at least 4% of the votes in the entire country or 12% in a single electoral district to qualify for any seats.

    Harmonisation of migration is at the top of the agenda for European Union governments. New rules and laws are under preparation. The UNHCR, the refugee agency of the UN, Amnesty International and the International Red Cross are among the critics of the proposals. The Swedish government, on the other hand, has given full support and plan their own tightening of the conditions for asylum seekers. In 2004, the EU will set up a new agency for border control. It will support the training of border guards and give advice on how to deport illegal migrants to a third, non-EU country.
    Right to appeal under threat
    The real motives become clearer when we know that Barbro Holmberg and the Swedish social democratic government, in parallel with EU plans, are preparing a further worsening of the Swedish refugee policies. In Italy, in recent years, big demonstrations have been organised against the inhuman refugee policies of the Berlusconi government. Radical unions like the Metal Workers have participated.
