Mr. President,
Mr. Secretary-General,
Distinguished ladies and gentlemen, It is an honour for me to address this assembly on behalf of the delegation of the Kingdom of Swaziland.
I bring with me the warm greetings and best wishes of His Majesty King Mswati III, Her Majesty the Indlovukazi, the Government and the whole Swazi Nation to all members of the United Nations family.
Mr. President, The Kingdom of Swaziland congratulates you on your election to the presidency of the General Assembly for the 57th session. We are confident that your wide experience and proven political and diplomatic skills will be put to the best possible use as you guide our work in the challenging days ahead. We pledge to you our fullest support in the'exercise of your demanding duties. I would also like to express our gratitude to the outgoing President, His Excellency Hang Seungsoo of the Republic of Korea who led the General, Assembly through a particularly busy period for the United Nations. His effective leadership was needed in full during the crisis resulting from the shocking terrorist attack on September 11th. Arid his skill was displayed through the negotiations and successful conclusions of the numerous important Summits and Special Sessions that have taken place throughout the past year.

Company History
The Commonwealth Development Corporation (CDC) established Mananga Agricultural Management Centre in 1972 as an international management development Centre catering for middle and senior managers. Since then it has provided management training to over 5000 managers from Africa, the Caribbean, Pacific and Asian countries and managed human resources development projects within Southern African Development Community (SADC). Managed first as a direct CDC project from London, Mananga now operates as a limited liability company registered in Swaziland, under the name "Mananga, Centre for Regional Integration and Management Development" (Swaziland Companies Act Reg. No.721/1997). It is a wholly African organization with a well-established network of associates, organisational and institutional collaborators in the SADC region, Africa and beyond. In its history, Mananga has amply fulfilled its founder's expectations and established itself as an African based world class center of excellence in management, providing relevant training and consulting services to organizations. Joint programs have been organized in conjunction with institutions like the EDI-World Bank, Royal Tropical Institute of Amsterdam, ISNAR, Oxford Policy Management, Silsoe College, ESAMI and several regional and national institutions. In support of its work, Mananga has had significant backing from the Netherlands Government, European Community, and Commonwealth Fund for Technical Cooperation and many other agencies who share the belief that effective management is key in bringing together the benefits of development to the people in the developing world.

Background
The LSDI is a programme by the governments of Mozambique, Swaziland and South Africa to develop the Lubombo region into a globally competitive economic zone, ensuring sustainable employment and equity in access to economic opportunity in the region. The geographic region targeted by this initiative is broadly defined as eastern Swaziland, southern Mozambique and north-eastern KwaZulu Natal, an area linked by the Lubombo mountains.
Malaria was identified as a critical deterrent to the development of the Lubombo region. This led to the creation of the Lubombo Malaria Control initiative, a cross-border collaboration aimed at the reduction of malaria throughout the LSDI area. The primary emphasis of the LSDI malaria control programme was to extend malaria control to southern Mozambique and thereby address a number of aspects central to increasing the effectiveness of malaria control in the two highest risk malaria provinces in South Africa and Swaziland. It was acknowledged that further inroads into controlling malaria could only be achieved through inter-country collaboration and that malaria could no longer be viewed as a country specific problem but should be seen as a regional problem. For malaria control measures to be effective, they need to be co-ordinated and implemented at a regional rather than country-level. The extension of malaria control to southern Mozambique is essential for the effective control of the disease in the Lubombo region

History of the membership The continent's position as a crossroads between the Americas, Europe and Asia also lays it open to transnational crimes such as traffic in weapons, illicit drug trafficking, illegal immigration, traffic in stolen motor vehicles and fraud, which can only be stopped by international co-operation. Seeking and locating the criminals involved poses problems relating to information exchange, international identification and arrests with a view to extradition. This is why Interpol-in accordance with Article 2 (1) of its Constitution-ensures the closest possible co-operation between the criminal police authorities of all member countries, including those in Africa. Crime is not associated with a particular region and is certainly not a problem for Africa alone. Ever since it was established, the International Criminal Police Organization - Interpol has been seen by countries all over the world as an institution whose principles and objectives correspond to universal aspirations for human rights, public safety and the fight against ordinary law crime.

On the 8th -12 May 1995, during the Harare Regional Police Workshop, delegates considered the Swaziland resolution and made recommendations on the establishment of appropriate regional consultative structures and funding thereof.

Home Workshop/Conference News Conference on the “World Trade Organization and the Interests of the People of the South” A conference to review the results of trade liberalization seven years after the establishment of the World Trade Organization was held in Cairo, Egypt, form 23-24 October 2001. The conference, organized by the Arab Research Centre, brought in a wide array of regional organizations, research institutes, NGO representatives and prominent scholars from Africa, Asia and Europe. Several papers were presented. OSSREA was represented at the conference by Dr. Alfred Nhema, the Deputy Executive Secretary, who presented a paper titled, “Globalisation and Development in Africa: Problems and Prospects”. At the end of the conference, a draft resolution was adopted summarizing the views of various NGOS, regional organizations and paper presenters. The draft resolution titled, “Message to the Fourth Ministerial Meeting of the WTO” and presented at the Fourth WTO Ministerial Conference held in Doha, Qatar, from 1-13 November 2001, was adopted by the Ministerial meeting. XII th International Conference on AIDS and STDs in Africa The XII th International Conference on AIDS and STDs in Africa was held in Ouagadougou, Burkina Faso, from 9-13 December 2001. in 25% of the country At present around 245 000 Swazis, a quarter of the kingdom's population of 950 000, are receiving food relief. The current serious drought, apparently the worst in recorded history, threatens to severely reduce harvests and lead to serious water shortages in large parts of the country according to the National Disaster Relief Task Force. The tiny southern African kingdom of Swaziland could face crop failures due to the drought affecting parts of southern Africa, officials have stated. The drought threatens to result in zero crop yields in 25% of the country, the United Nations' Integrated Regional Information Networks (IRIN) reported.
A hot spring season was followed by two weeks of high temperatures and low rainfall in December 2003. This coincided with the first appearance of young maize plants, the staple crop of Swaziland. The disaster relief task force regards the heat wave as a sign of impending crop production problems. The task force is organising government bodies and non-governmental organisations
