In 1978, a new constitution concentrated political power in the hands of the monarch, who appointed a prime minister and cabinet; the state of emergency remained in force, however. An elected parliament, the Libandla , in which political parties remained illegal, was established, although its functions were restricted to conveying advice to the king and his principal advisory body, the Liqoqo
Government
The constitution dates from 1978. The monarch is the head of state and appoints the ministers. Parliament consists of the Senate, with 20 appointed and 10 elected members, and the House of Assembly, with 10 appointees and 55 elected representatives. Elections are not direct but made by an electoral college, which itself is directly elected on a regional basis through traditional local councils known as Tinkhundla

Pushed into southeast Swaziland by the Ndwandwe people of Zululand, the clan eventually settled at Mhlosheni and then Zombodze in the southwest, where Ngwane reigned precariously, under constant threat of Ndwandwe attack. His grandson, Sobhuza I , was forced to flee north from the Ndwandwe, but they in turn were defeated by the Zulu king Shaka in 1819. Sobhuza then established a new capital suitably far from Shaka in the eZulwini Valley, and made peace with the Ndwandwe by marrying the king's daughter.

Introduction
The transfer of regional responsibilities to the Pretoria-based ICRC delegation on 1 January 1995 reflected the new-found political stability in southern Africa. In February the South African government and the ICRC signed a new Status Agreement, defining the ICRC's position as a regional delegation for southern Africa and the Indian Ocean. Despite the generally peaceful climate, however, insecurity still reigned in some areas.
The South African province of KwaZulu/Natal and certain townships of Gauteng province were still plagued by politicized violence. Political unrest in Lesotho and Swaziland demonstrated that there too stability was not to be taken for granted. In the strife-ridden areas of South Africa the ICRC ran relief operations in conjunction with the National Society, distributing food parcels, kitchen sets, jerricans, plastic sheeting and blankets to thousands of victims.
Beyond this, the main activities developed by the ICRC in the region involved promoting the role of the Red Cross, teaching international humanitarian law to defence forces and providing protection for detainees. Delegates made unannounced visits to police stations in KwaZulu/Natal to check the conditions of detention of people arrested in connection with political violence.

History and Government
History: Swaziland became a British Protectorate in 1907, following the Boer War of 1899-1902. The country became independent in September 1968. Repeated South African requests that the territory be handed over to them had been refused by the British, who administered Swaziland (like Botswana and Lesotho) as a ‘High Commission Territory’ – one of three established by a 1910 Act of Parliament. Since independence, the country’s domestic politics have suffered constant turbulence. Between 1973 and 1978, the constitution was suspended and a state of emergency imposed at the instigation of the king. Political parties, public gatherings and freedom of speech were all outlawed. In 1978, a new constitution concentrated political power in the hands of the monarch, who appointed a prime minister and cabinet; the state of emergency remained in force, however. An elected parliament, the Libandla , in which political parties remained illegal, was established, although its functions were restricted to conveying advice to the king and his principal advisory body, the Liqoqo (Supreme Council of State). The current monarch, King Mswati III, was crowned in April 1986. Political stability continued to prove elusive during the late-1980s – the Mswati monarchy was repeatedly threatened by plots organised by dissident members of the royal family and disaffected politicians but all were stifled with apparent ease.

SWAZILAND MOVES: PERCEPTIONS AND PATTERNS OF MODERN MIGRATION
Series Editor: Jonathan Crush Southern African Migration Project Migration Policy Series No. 32 PLEASE NOTE: Readers are welcome to reproduce and reference
this article as long as appropriate acknowledgments are given. Introduction The Southern African Migration Project (SAMP) is committed to supporting basic research on the dimensions, causes and consequences of cross-border and internal migration within the SADC region and to making the results accessible to a range of inter est groups. We believe that a well-informed policy-maker or official is more likely to appreciate the workability of policy choices in the area of migration and immigration management. Policies based on poor or misleading information will not only fail but could have negative unintended consequences. From a human rights perspective, we are concerned that without accurate information about migration, decisions may be made which will violate constitutional guarantees and arouse public hostility towards non-citizens. Swaziland has an unusually rich migration history. Swazi men and women have been migrating acr oss colonial and international borders for decades for a multiplicity of reasons. Within the country, post-independence economic development was accompanied by rapid urbanization. As in many countries of the region, the monitoring of these processes through the ongoing collection of migration and immigration statistics is a challenging task. In this respect, the research community can play a vital role in supplementing official and census data collection with sound and representative inter-censual surveys of citizens and noncitizens, migrants and non-migrants.

  • Continue the Telluride Project survey and distribution program by identifying and following through in the most needy communities. This includes proper pay to those conducting surveys, addressing sanitation issues in defined community, providing food and treatment to those that need it most, pinpointing needy children and paying school fees for their education. Partner program participants with businesses in the Manzini community to expand donation capability, especially "in kind" donations to insure sustainability of program. Create a partnership program between NGO’s in the US with those in Manzini, especially SASO, as a means of sharing information, ideas, and resources, hopefully resulting in a mentoring type situation with the possibility of getting some experts in US to travel to Swaziland to share their knowledge and create "capacity building". Create an informational web page for those in Swaziland, as well as the world, defining the different AIDS related organizations, what needs they address, and how to get in touch with them. Also, certain tangible projects going on in Swaziland, addressing immediate needs concerning the HIV/AIDS pandemic will be highlighted. These projects will be detailed with the needs of these projects and ways people can get involved to insure the completion of these projects. This project is designed to try to create a cohesiveness and easy way to access information between the organizations.
