UNDP's Approach UNDP's approach to sustainable energy UNDP focuses on six thematic practice areas, selected because of developing country demand: poverty reduction, democratic governance, sustainable energy and the environment, crisis management, ICT, and HIV/AIDS. Sustainable energy is thus placed as one of the thematic pillars of UNDP for achieving poverty reduction and sustainable development goals as set by the Millennium Declaration. UNDP defined its energy strategy in the UNDP Initiative for Sustainable Energy (UNISE) in 1996. UNISE discussed how energy relates to UNDP's thematic areas and programme goals (poverty alleviation, improvement of the situation of women, job creation, environmental protection, etc.) and outlined how energy programmes and projects can become instrumental in achieving sustainable human development. In 2000, UNDP in collaboration with the United Nations Department of Social and Economic Affair (UNDESA) and the World Energy Council (WEC), established the World Energy Assessment: Energy and the Challenge of Sustainability , which provides the best current thinking on the social, economic, environmental and security issues linked to energy, and the compatibility of different energy options.. Sustainable energy: including energy efficiency, combined heat and power (CHP) and fuel poverty
Energy - gas and electricity - used in the home is responsible for 25% of the UK's carbon dioxide emissions. Carbon dioxide, a greenhouse gas produced when electricity is generated or gas is burned, is a major contributor to climate change ("global warming"). Improved energy efficiency is therefore a key element of the UK Climate Change Programme , which sets out the full range of activity envisaged. Wasting less energy saves money (significant improvements in energy efficiency can usually be achieved for low capital outlay and with a short payback period), creates jobs and helps make industry more competitive. Energy efficiency measures also improve the quality of housing, helping bring warmer, healthier homes to old and vulnerable people living in fuel poverty.

Half the world suffers from a scarcity of energy services, making basic subsistence activities a struggle. The whole world's fragile ecosystem is threatened by conventional energy production and consumption. GRACE, as Secretariat of the , Convenor of the Abolition 2000 Working Group for Sustainable Energy , and charter member of the Green Hydrogen Coalition , is at the forefront of global efforts by civil society to ensure access to sustainable sources of energy, especially for the world's two billion poorest. GRACE supports a rapid transition to a green hydrogen economy based on renewable sources of energy, and a just financing mechanism which re-directs environmentally harmful subsidies to sustainable projects worldwide.

Until the last ten or twenty years sustainable energy was thought of simply in terms of availability relative to the rate of use. Today, in the context of the ethical framework of sustainable development, other aspects are equally important. These include environmental effects and the question of wastes, even if they have no environmental effect. Safety is also an issue, as well as the broad and indefinite aspect of maximising the options available to future generations. There are many who see no realistic alternative to pushing Sustainable Development criteria into the front line of energy policy. In the light of concerns about global warming due to human enhancement of the greenhouse effect, there is clearly growing concern about how we address energy needs on a sustainable basis.

Indeed, the availability of affordable and sustainable energy to all people is critical to the achievement of the MDGs, and its contributions can help to meet the targets in various ways. In particular, energy is a prerequisite for poverty alleviation, as targeted in MDG 1, since it enables income-generating activities and the establishment of micro-enterprises. Similarly, energy helps to alleviate hunger and meet most of the other social and welfare-related MDGs by providing the light and power that the achievement of these goals critically depends on. Accessibility to reliable and affordable energy is very unevenly distributed, however, both between countries and within countries. Many developing countries - in particular LDCs - and countries with economies in transition face the urgent need to provide adequate, reliable and affordable energy services, especially electricity, to a total of some two billion people mainly in rural areas. The issue of "energy for the poor" is consequently becoming one of the principal issues in the global debate on energy.

Energy for Sustainable Development The energy sector has a vital importance for the economic and social development in the ESCWA member States, particularly due to its effective contribution to the Gross Domestic Product of most of the member States, in addition it secures the energy supplies to all economic and services sectors. However, while there is an urgent need in the region to move towards more sustainable development, the energy sector is characterized by unsustainable production and consumption patterns, with high-energy intensities and several adverse impacts on the environment.
In the framework of the new ESCWA Medium Term Plan for 2002-2005, which emphasized the need for more sustainable development, the Sustainable Energy Issues Team has placed a significant emphasis on the issue of energy sector's sustainability, particularly those relevant to the key energy issues identified by the Johannesburg Plan of Action, namely: energy accessibility, renewable energy, energy conservation and efficiency, clean fossil fuels as well as energy in transport.
