Sudan Peace Act: Administration Should Hold Sudanese Government Accountable

The Commission urges the United States to:
  • call for national institutions, such as the military and the judiciary, to serve the interests of all Sudanese; oppose the application of Sharia law to non-Muslims in Sudan; address Sudanese government ceasefire violations, including information on Sudanese government arms purchases and any increase in government troop levels in the south; ensure that the international team monitoring attacks against civilians receives adequate funding; and support the repatriation and reintegration of civilians displaced from the Nuba mountains and other areas.
The text of the letter follows: Dear Secretary Powell: As the Administration prepares for its April 21st assessment for Congress under the Sudan Peace Act, the Commission wishes to raise several concerns in connection with this important initiative. To promote human rights and a just peace in Sudan, we wish to draw to your attention the following four issues: Sharia law, accountability of the Government of Sudan, additional funding for the Civilian Protection Monitoring Team, and concerns in the marginalized areas.

    Sudan's vows on Darfur doubted
    By Joel Brinkley The New York Times THURSDAY, JULY 21, 2005 KHARTOUM, Sudan The government, after promising a parade of foreign leaders over the last year to rein in the violence in Darfur, is still paying regular salaries to key leaders of the militias in the western province that continue to attack and kill civilians, according to U.S. government officials and aid workers stationed in Sudan. At least 180,000 people in Darfur have died since the violence began in 2003. International aid organizations working there say the attacks have diminished in the last few months. But State Department officials say that is only because the government-funded militias, and others, have been so successful at intimidating or killing civilians in Darfur that almost everyone who might have been a target is either dead or living in refugee camp. The camps, spread across Darfur and over the western border in Chad, now hold more than two million people.

Conflict over oil in Sudan

The Sudanese government and the Sudan Peoples Liberation Army (SPLA) have been fighting a civil war for the past 16 years. The SPLA is demanding self-determination for the south of the country. The present talks have taken on a more serious character than previous efforts to reach a peace settlement because of the discovery of oil in southern Sudan. The government, which now controls strategic parts of the southern region, began oil exports last month. Both sides have agreed to a cease-fire. A number of governments are backing the peace talks. Egypt and Libya attempted to broker a settlement last month. The current Nairobi dialogue is being held under the auspices of the Intergovernmental Authority on Development (IGAD), which includes Djibouti, Eritrea, Ethiopia, Kenya and Uganda. The Sudanese government has been able to attract support from European governments, which, according to BBC reports, "no longer hesitate to exchange ministerial visits with Khartoum". Even Britain has restored diplomatic ties with the regime, after it broke them off following the US bombing of a pharmaceutical factory on August 20 last year.

Sudan's civil war is centred on oil wealth
01-08-02 Oil may be the key prize in Sudan's long civil war. Both the government in Khartoum and rebels fighting for autonomy in the south want control of the country's rich oil fields. The human cost of this Sudan war is huge. Sudan produces about 250,000 bpd of oil in a $ 300 mm a year business. And the potential is even greater. Sudan has proven reserves of about 700 mm barrels, with another 2 bn barrels estimated.
And that, analysts say, is the big prize in the country's long civil war. The current phase of the conflict has continued for 19 years. And the human toll is immense, an estimated 1.5 mm people have died in the fighting and accompanying famine. About 4 mm people have been displaced. One of them is 57-year-old Apet Mal, who said she is tired of running from bombs and attacks by troops loyal to Sudan's government, known as the Popular Defence Forces. Ms Mal spoke in her native language, Dinka, and an interpreter explained why she came to the south-western Bahr-el-Ghazal area for refuge.
She said that she does not have any shelter. She was always displaced because there was always insecurity in that place. Sometimes, the PDF comes and they are displaced. She says now two of her children are killed because of running. So they move from one place to another.

Monday, June 28, 2004; Page A16 ABU SHOUK, Sudan, June 27 The Sudanese villagers in this western region of Darfur were bombed. They were raped. Their huts were burned and their grain pillaged. Now, those who fled the chaos say they are being silenced. The Sudanese government dispatched 500 men last week to this sweltering camp of 40,000 near El Fashir, capital of North Darfur state, the refugees and aid workers said. The men, some dressed in civilian clothes, others in military uniforms, warned the refugees to keep quiet about their experiences when Secretary of State Colin L. Powell and U.N. Secretary General Kofi Annan visit the region this week. Darfur has been the scene of more than 16 months of conflict between residents of the region and Arab militiamen backed by the government. Aid workers say 30,000 people have been killed by the militia and more than 1.2 million forced to flee their homes.

WASHINGTON (CNN) There's an old saying that a lie can travel halfway around the world before the truth puts its boots on. Let it be known that mistakes can travel just as fast and just as far. Take the case of Rep. Ellen Tauscher, D-California, who at a hearing on Capitol Hill last week spoke about a 1962 nuclear test in the Nevada desert. The test was code named "Project Sedan." Tauscher's remarks were little noticed, until they were transcribed incorrectly in an unofficial transcript of the hearing. One letter was changed. The "Sedan" nuclear test became the "Sudan" nuclear test. And the government of Sudan took notice.
