Sudan's president consolidates power, names new government

Web posted at: 1:23 a.m. EST (0623 GMT) KHARTOUM, Sudan President Omar el-Bashir continued purging the influence of political rival Hassan Turabi, a Muslim fundamentalist leader, by rebuilding his Cabinet. El-Bashir fired 10 ministers and retained 15, packing his new government with loyalists. He also appointed 25 new state governors Monday. On December 12, el-Bashir, who had been installed as president by Turabi in 1989, declared a state of emergency and dissolved Parliament, leaving Turabi without his job as Parliament speaker. El-Bashir accused Turabi of trying to undermine the presidency because Turabi wanted to create a prime minister's post and give the legislature the power to remove the president. El-Bashir was shown on state television addressing the new Cabinet members at their swearing-in Monday. He said they were taking over at a difficult time, with Sudan facing foreign threats and domestic political upheavals.

Sudan Government and Politics The factors that provoked the military coup, primarily the closely intertwined issues of Islamic law and of the civil war in the south, remained unresolved in 1991. The September 1983 implementation of the sharia throughout the country had been controversial and provoked widespread resistance in the predominantly non-Muslim south. The Sudanese People's Liberation Movement (SPLM) and its military arm, the Sudanese People's Liberation Army (SPLA), were formed in mid-1983. They became increasingly active in the wake of President Jaafar an Nimeiri's abolition of the largely autonomous Southern Regional Assembly and redivision of the south, and as his program of Islamization became more threatening. Opposition to the sharia, especially to the application of hudud (sing., hadd ), or Islamic penalties, such as the public amputation of hands for theft, was not confined to the south and had been a principal factor leading to the popular uprising of April 1985 that overthrew the government of Jaafar an Nimeiri. Although implementation of the sharia remained suspended for the next four years, northern politicians were reluctant to abolish Islamic law outright, whereas southern leaders hesitated to abandon armed struggle unless the legal system were secularized. The continuing conflict in the south prevented progress on economic development projects and eventually compelled the Sadiq al Mahdi government in the spring of 1989 to consider concessions on the applicability of sharia law as demanded by the SPLM.

NAIROBI, Kenya (AP) Peace talks between rebels in western Sudan and the Sudanese government have been called off because the government refuses to attend, a rebel official said Wednesday. Rebels say the government prefers instead to crush their insurgency, while a government spokesman said talks should be held in Sudan itself rather than in Geneva, Switzerland, as had been planned starting Saturday. The negotiations between the government and two rebel groups, the Sudan Liberation Army and the Justice and Equality Movement, were to have been mediated by the Henry Dunant Center for Humanitarian Dialogue. Zakaria Mohammed Ali, secretary-general of the Justice and Equality Movement, said the government had refused to attend the talks because it wants to pursue a military solution to the conflict in the impoverished Darfur region.

WASHINGTON (CNN) U.S. Secretary of State Colin Powell said Thursday that "genocide has been committed" in the Sudanese region of Darfur. Powell cited a "consistent and widespread" pattern of atrocities including killings, rapes and burning of villages. "This was a coordinated effort, not just random violence," he said. Powell, who recently visited Sudan, was speaking to the Senate Foreign Relations Committee. An international law expert said the statement does not require the United States to act, but establishes a basis for it to intervene under international law. "That Powell has said this is politically significant," said Hurst Hannum, professor of international law at the Fletcher School at Tufts University in Boston. "It doesn't trigger any legal consequences ...(but) there will certainly be more of a push for something to be done."

The bombings occur two days after the UN General Assembly voted to deny Sudanese authorities a seat on the UN Security Council. The bombings appear to indicate that Sudanese officials are prepared to intensify their bombing campaign against civilians and international humanitarian aid workers in southern Sudan now that their bid for a Security Council seat has been defeated. A Sudanese government plane dropped bombs yesterday on the towns of Ikotos and Parajok, both located in the country's Eastern Equatoria Province. Nine bombs fell on Ikotos during a food distribution by an international aid agency, injuring seven people, including at least four seriously. Aid workers reported that pregnant women were among those seriously injured. The aid agency affected has evacuated its staff members from Ikotos. The bombing of Parajok occurred late last night; no reports of casualties have been received yet.

The United States Wednesday called on Sudanese authorities to take additional steps to contain the violence that has swept the country following the death of former southern rebel leader John Garang. Two senior U.S. envoys are continuing talks in Sudan. The State Department is commending Khartoum authorities and southern leaders for their appeals for calm following Mr. Garang's death. But officials here are making clear they believe more can be done to control the violence, which threatens a new north-south split in the country only a month after a national unity government took office. More than 100 people have been reported killed in three days of rioting in the capital, Khartoum, and the key southern city of Juba, which followed the death in a helicopter crash of Mr. Garang, the longtime southern rebel leader who became first vice president of the unity government.

Musa Hilal, whose name is on a U.S. State Department list of human rights abusers in Darfur, says on videotape that he mobilized people to join militias that were then trained and armed by the Sudanese government. The high-ranking militia leader, who stands accused of leading the Janjaweed militia to attack civilians in Darfur, says the Sudanese government in Khartoum is responsible for the violence that has gripped the region for the past two years.

Sudan Set For Further Violence As Government And Rebel Commanders Lose Control After a brief period when there were grounds for optimism the situation in the troubled Sudanese province of Darfur is again deteriorating with both Sudan's government and the rebels losing control of their fighting forces, according to UN reports. The Secretary-General's special envoy to Darfur, Jan Pronk, warned that warlords might take over unless an international peacekeeping force could be deployed. "The government does not control its own forces fully, he told the Security Council, "it co-opted paramilitary forces and now it cannot count on their obedience. The border lines between the military, the paramilitary and the police are being blurred." Mr Pronk also reported that there was a leadership crisis among the rebels who now were in control of much of the area. "There are splits. Some commanders provoke their adversaries by stealing, hijacking and killing, some seem to have begun acting for their own private gain," he said.

Since 1956, when Sudan first gained independence from the United Kingdom, there have been only 11 years of peace. Land and People Sudan is the largest country in Africa more than one-quarter the size of the United States and borders nine other countries, including Egypt, Chad, Kenya and Ethiopia. A country of many conflicts
War has dominated life in Sudan since its hard-won independence in 1956. Indeed, a conflict mapping exercise in 2002 showed more than 60 conflicts in southern Sudan alone. As with all armed conflicts, civilians have been the main victims. In the past 20 years, at least two million people have died as a result of this fighting, at least four million have been forced to move from their homes, and human rights violations have been widespread. Recent hope for peace started in June 2002 with the signing of a series of peace protocols between the Sudanese government and the Sudan People's Liberation Movement/Army (SPLM/A), the strongest opposition group, who had been fighting the government since 1983. IRC Condemns Bombing of Village by Sudan's Government
June 26, 2002 Read Also U.S. Dept. of State Condemnation of Aerial Bombardment of Civilians by the Government of Sudan. The International Rescue Committee said today that it strongly condemns Sunday’s bombing by the Government of Sudan of a peaceful village in southern Sudan. Four Sudanese civilians were killed, and five were injured. Malual Kon, the attacked village, is far from the frontlines of the continuing civil war. The community has a population of 4,000 and is a well-established center for humanitarian operations. Five international relief agencies, including the IRC, are based there, along with two United Nations agencies—the World Health Organization (WHO) and UNICEF.
