    20 June 2004 As World Refugee Day is marked for the fourth time, Amnesty International calls on the international community to translate its concern about the destruction and devastation in Darfur into concrete actions by ensuring that protection and pledges of material and financial support for the displaced population become a reality. "The Sudan government is ultimately responsible for the displacement of more than one million civilians and the horrendous cycle of burning of villages, killing of civilians, rape, widespread looting and systematic destruction of livelihoods carried out by government-supported Janjawid militias helped at every stage by the Sudanese army and air force," the organization said. "Yet the Sudan government, which is duty bound to take all necessary measures to protect the rights of the civilian population and to allow free and unhindered delivery of humanitarian assistance to those who are internally displaced, is still hindering access of vehicles, medical supplies and even food, while in numerous public statements it continues to deny the seriousness of the humanitarian and human rights crisis in Darfur."

"The government does not control its own forces fully," Special Representative Jan Pronk told the Security Council in a briefing on Secretary-General Kofi Annan's monthly report on the situation in the war-torn region. "It co-opted paramilitary forces and now it cannot count on their obedience…The border lines between the military, the paramilitary and the police are being blurred." Within the rebel Sudan Liberation Movement/Army (SLM/A) and the Justice and Equality Movement (JEM) "there is a leadership crisis," Mr. Pronk said. "There are splits. Some commanders provoke their adversaries by stealing, hijacking and killing, some seem to have begun acting for their own private gain." The rebels now control so much of the territory that they must take responsibility for the people there and become political leaders, he said, "or they may turn to preying on the civilians in areas they control by force - and we may soon find Darfur is ruled by warlords."

    Sudan government, rebels sign major peace agreement

Miller Moreland The government of Sudan and the country's major rebel group, the Sudanese People's Liberation Army/Movement, signed a historic peace agreement May 26, raising hopes that the country's decades-old civil war is finally drawing to a close. Mennonite Central Committee (MCC) Sudan workers joined the crowd waiting for the signing ceremony in Naivasha, Kenya. They also attended a celebratory ecumenical worship service convened the next day by the All Africa Conference of Churches. "We sense that Sudanese are enormously relieved, but also apprehensive about the implementation of the agreement," reports Harold Miller, MCC Sudan co-representative.

    Sudan: Government cannot guarantee justice, investigation should be referred to ICC
    In a report published today (18 January 2005) Amnesty International says that the Sudanese justice system has proven itself incapable of bringing to justice perpetrators of human rights violations including rapes, abductions, torture and unlawful killings, in the war in the South, in Darfur and in other parts of Sudan. The report calls on the UN Security Council to act instead, and to refer the situation in all of Sudan to the Prosecutor of the International Criminal Court. It comes in the run up to the UN Commission of Inquiry report to the UN Security Council next week (25 January) on whether genocide has occurred in Darfur. The report

    Sudan Government Must Immediately Release the Prisoner of Conscience Dr. Toby Maduot July 17, 2002 On June 22nd, 2002, the Sudan Human Rights organization Cairo Branch (SHRO-Cairo) issued a statement condemning Sudan Government for harassing, arbitrarily arresting, and unlawfully detaining Dr. Toby Maduot, the well-reputed political leader of the Sudan African National Union (SANU), and distinguished member of the Sudanese Group for Human Rights (SGHR). The Sudan Historical Dictionary (Fluher-Lobban et al, 2002) informs that Dr. Maduot was born in 1939. He became a doctor, human rights activist, and political leader in The Sudan. He was elected to Parliament for a Bahr al-Ghazal district in 1968. He was an active member of the Khartoum-based SANU, working closely with his brother-in-law, William Deng, one of Sudan's most important nationalist leaders in the post-independence Sudan. After the 1969 October's Revolution, Dr. Maduot served in the cabinet and then was named Commissioner for Bahr al-Ghazal province (1971). After the Addis Ababa Agreement of 1972, Maduot became a member of the Southern Region High Executive Council and was elected to the Regional Peoples Assembly. With the April's Uprising that overthrew the Nimeiri's repressive regime, Dr. Maduot figured out as a political leader and human rights activist. He became leader of SANU - a constituent of the Union of Sudan African Parties (USAP) that is member of the National Democratic Alliance (NDA), the main opposition body of the Sudanese nation versus the NIF terrorist rule.

    In a joint operation in the Darfur region of Sudan, government troops working with Arab militias detained 136 African men whom the militias massacred hours later, Human Rights Watch said today. Human Rights Watch has documented dozens of attacks by Arab militias, known as janjaweed, in almost a month of research inside Darfur. All but two of the attacks were carried out in conjunction with government forces. "The janjaweed are no longer simply militias supported by the Sudanese government," said Kenneth Roth, Executive Director of Human Rights Watch. "These militias work in unison with government troops, with total impunity for their massive crimes." The 136 men, all members of the Fur ethnic group aged between 20 and 60, were rounded up in early March in two separate sweeps in the Garsila and Mugjir areas in Wadi Saleh. They were then taken in army lorries to nearby valleys where they were made to kneel before being killed with a bullet in the back of the neck. Most of those killed had sought refuge in the Garsila and Mugjir areas after their villages were burned and pillaged by government troops and janjaweed militiamen under the command of Ali Kwoshib, janjaweed commander in the Jebel Marra area. Human Rights Watch said many janjaweed fighters are organized into battalions that have the same structure as those in the government army. They use the same weapons as regular soldiers and their leaders wear stripes on their uniforms that are identical to those of the regular army. An increasing number of janjaweed fighters wear the same uniforms as government soldiers. The only difference is that the janjaweed uniforms have a breast pocket badge depicting an armed man on horseback. Operations carried out by the janjaweed often enjoy air support from the government of Sudan, both aerial bombardment before operations and helicopter reconnaissance afterwards to ensure the area is empty. In many villages, regular troops and janjaweed forces establish a joint presence—often in the local police station—before going out to burn and pillage.

    Since Sudan began producing oil two years ago, pumping crude in fields near here, Nyekek Luok has been wandering on foot, terrified and uprooted by fierce new fighting in the continent's longest and most murderous civil war. Ms. Luok, a peasant woman in her 30's, said government soldiers and an allied militia invaded her village last year. Five relatives, three men and two women, were killed and her 15-year-old daughter was kidnapped, never to be seen again. "It was terrible," she said, cradling an infant in her arms. "Even if you gave birth a few days earlier, they raped you." Asked if that had happened to her, she looked down and said, "Yes." Her account of suffering has become all too familiar in southern Sudan, where the oil fields have become the big prize in the 18- year battle between the Islamic Arab north and the non-Muslim black Africans of the south. Both sides have been guilty of inflicting immeasurable devastation on civilian populations. But international monitors, including officials from the Canadian government, the United Nations, Amnesty International and Human Rights Watch, say government forces and their allies have led a brutal campaign against civilian populations near the oil fields.

At the end of a regional three-day symposium held last week in Khartoum, Health Minister Ahmed Osman Bilal expressed his government's commitment to eradicate FGM at all levels, according to a summary of proceedings provided by UNICEF. He said the government would produce a legislative framework banning the practice, which would be supported by a public statement by the president of Sudan, and accompanied and followed up by educational and awareness programmes. KHARTOUM-On September 18, the United Nations Security Council voted to demand that Sudan end violence in Darfur, to support an increase in African Union monitors in Darfur, and to investigate charges of genocide in Darfur. The government of Sudan finally admitted August 23 that paramilitary forces in Darfur have abused human rights and committed widespread rape. It gave the United Nations a list of 30 men who might have been involved in the crimes. But observers say government troops cooperate with the paramilitary Janjaweed militia, an Arab group that has been forcing black Sudanese out of their villages. Amnesty International has charged that the militia is using systematic rape as a weapon in putting down a rebellion by the blacks, who are mostly Christian or animist, against the government, which is controlled by Muslims.
