    President Numeri was one of very few Arab leaders to support President Sadat of Egypt´s initiative for peace with Israel in 1978. Sudan's close relations with Egypt were consolidated in 1982, when a "charter of integration" was signed.
    The first session of the joint "Nile Valley Parliament", created by the charter, was convened in 1983 with 60 Sudanese and 60 Egyptian members.
    Egypt has expressed concern at the perceived growth of Islamic "fundamentalism", and has accused Sudan of attempting to support Islamic revolution and to destabilize the region.
    Sudan and Egypt are also involved in a dispute over the Halaib border area, and in early 1992 relations deteriorated sharply following the announcement that Sudan had awarded a Canadian company a concession to explore for oil there.
    In May 1994 Sudan accused Egypt of establishing military posts on Sudanese territory, and at the end of the month the Sudanese Ministry of Foreign Affairs announced that Sudan wished to refer its dispute with Egypt to the International Court of Justice (ICJ) in The Hague, the Netherlands, for arbitration.
    On 26 June relations suffered a further, serious setback after the attempted assassination of President Mubarak of Egypt on his arrival in Addis Ababa to attend the annual conference of the OAU there. The Egyptian Government immediately accused Sudan of complicity in the attack, and the OAU made the same allegation in September.

    (New York, April 23, 2004) - In a joint operation in the Darfur region of Sudan, government troops working with Arab militias detained 136 African men whom the militias massacred hours later, Human Rights Watch said today. The janjaweed are no longer simply militias supported by the Sudanese government. These militias work in unison with government troops, with total impunity for their massive crimes.

    Sudan: Government Commits ‘Ethnic Cleansing’ in Darfur
    (New York, May 7, 2004) – The Sudanese government is responsible for “ethnic cleansing” and crimes against humanity in the western region of Darfur, Human Rights Watch said in a new report released today. The U.N. Security Council, scheduled today to be briefed on Darfur, should take measures to reverse this ethnic cleansing by creating conditions for the safe return of more than one million people already displaced. There can be no doubt about the Sudanese government’s culpability in crimes against humanity in Darfur. The U.N. Security Council must not ignore the brutal facts.

NAIVASHA, Kenya (AP) Sudanese government and rebel negotiators signed an agreement Wednesday on sharing the nation's wealth, leaving only two issues outstanding toward reaching a comprehensive peace agreement. The agreement reached by the government and the southern-based Sudan People's Liberation Army addressed one of the main obstacles in negotiations sharing the country's wealth, particularly from oil resources, located mainly in the south. "This moment in which we have signed a wealth sharing agreement spells an end to the long episode of war and conflict in our country, it confirms the mutual desire and will to go on with the process," Sudanese Vice President Ali Osman Mohammed Taha. Rebel leader John Garang said: "It is a major achievement that will take us closer to a just and lasting peace in our country ... we are determined to build on this and previous agreements and strive hard to reach a comprehensive agreement."

Scores of people have been arrested since the end of June 2004 in various parts of Darfur for talking to foreign government leaders, including US Secretary of State Colin Powell and French Foreign Minister Michel Barnier, members of the African Union (AU) Ceasefire Commission and independent journalists or for speaking out on the crisis in Darfur. "The Sudanese government should give assurances that none of those arrested will be tortured or ill-treated while in detention and that Sudanese people can speak freely about Darfur without fear of reprisals," the organization said.
