RECREATIONAL USE OF STATE SCHOOL TRUST LAND STATE LANDS RECREATIONAL USE LICENSE Montana State law requires the Department of Natural Resources and Conservation (DNRC) to manage state school trust land in a manner that produces revenue to help support our states public schools. Legally accessible state lands that are not closed or restricted are open to anyone possessing a valid Recreational Use License. Generally, state land includes, but is not limited to, sections 16 and 36 of each township and is colored light blue on most ownership and access maps produced by the USDA Forest Service (USFS) or the Bureau of Land Management (BLM). Your local DNRC office can also provide information on the location of state land. LICENSE REQUIREMENTS A Recreational Use License, which is available from any Department of Fish, Wildlife and Parks (DFWP) authorized license agent, is required by any person age 12 or older to use state land for general recreational purposes. General recreation is defined as all non-commercial/non-concentrated recreational activities except trapping, cutting or gathering wood, collecting valuable rocks or minerals, mining, or collecting or disturbing historical, archaeological or paleontological sites or specimens. These activities require a separate license or other authorization from DNRC. Commercial activities (such as outfitting), and/or concentrated recreational activities conducted by organizations or other groups require a Special Recreational Use License. These licenses are available only from DNRC offices.

Cottonwood Creek Recreation Area and Lake LaMoure provide outdoor relaxation areas in James River Valley
BY JOY POWERS
Editor’s Note:This is the second in a series of articles that will focus on many interesting and historical places in LaMoure County. The next stop in our journey down the LaMoure County Back Roads Project takes us to the Cottonwood Creek Recreation Area and Lake LaMoure. It was back in 1971 when a group of people began talking about how much nicer it would be to have a place that was closer to home for fishing, a place here in LaMoure County. As they discussed this over and over, the logical spot seemed to be here, where the Cottonwood Creek enters into the James River Valley. In 1972 the creation of Lake LaMoure began. It was funded by the State Game and Fish Department, the State Water Commission, the Bureau of Outdoor Recreation, the LaMoure County Water Resource Board and the City of LaMoure. The work would begin with many long tedious hours of paperwork and research, work that would later pay off, creating a beautiful Lake area for the young and old to enjoy. With just a small creek running through this land and very few trees, the project began in 1972. It took about three months to build the dam, the beach, the boat landings, restrooms, tables, etc. In 1974 Lake LaMoure was filled. The lake has eleven miles of shoreline, 167 miles of drainage with an average depth of 18 feet and the deepest point being 42 feet. The project contains 1750 acres of land and water and the surface of the lake containing 500 acres. Total cost of this project was $647,000.

Wildlife and Recreation as a Farm and Ranch Business
Wildlife and Recreation should be considered as part of the normal agricultural operation. Much wildlife, born and raised on private lands, is enjoyed by landowners and recreationists. However, the association between farmers, ranchers, recreationists, and wildlife has not been as positive as it could be. Some landowners treat wildlife and recreationists as assets, while others consider them a liability.
Wildlife
Wildlife are part of the ranching business, no matter how one looks at it. Landowners can manage private lands by tolerating wildlife, by making claims for damage payments or by planning for wildlife as a part of normal operations. Wildlife provide recreational opportunities and a cash flow potential without additional investments or out-of-pocket cash expenditures. However, wildlife have a cost to landowners either directly through forage used by wildlife or indirectly through time and efforts associated with managing hunters. Landowners manage hunters indirectly, regardless of the system, either by allowing access, closing and patrolling land or charging an access fee. The combination of wildlife presence and good hunting possibilities can mean good business for landowners.

FAQ
What are State Trust Lands?
State Trust Lands were given to the State of Colorado by the Federal Government to be held in trust to generate revenue for State schools and education. There are approximately 3.2 million surface acres of Trust lands in Colorado. State Trust Lands are not open "Public" lands in the true sense such as US Forest Service lands are. In past years, Trust lands have been administered by the State Board of Land Commissioners with exclusive access privileges being delegated to the lessee of a particular parcel of land. What currently allows fishermen and hunters to access Trust land?
In 1993, the Colorado Division of Wildlife and the Colorado State Land Board entered into a Memorandum of Agreement that allowed the DOW to lease Trust land access for public, wildlife-related recreation. The DOW pays the SLB $1 per acre of sportsman's money (your money) for this access privilege. How much Trust land is available and where can I look for it?
As of 1996, the DOW has leased approximately 371,000 acres from the SLB for access to hunting, fishing and some watchable wildlife opportunities. There are 167 separate parcels of Trust land that are now open to the public and are scattered throughout Colorado.

The Black River State Forest, established in 1957 includes approximately 67,000 acres in Jackson County. The area is unique among the state forests mainly because of its geological features. The Forest lies on the edge of the glaciated central plain east of the rough coulee region or driftless area of Wisconsin. If you hike the nature trail to the top of Castle Mound, one can observe what was once the bed of glacial Lake Wisconsin. Unglaciated buttes, sandstone hills, and castellated bluffs such as Castle Mound dot the vast forest landscape.
