    February 26, 2002
    Eileen Kugler (in the absence of Dick Reed) opened the meeting and asked for any changes in the minutes for the January 22 meeting; no changes were proposed. Kugler asked Superintendent Domenech for updates. Domenech said that bills the school system has followed in the General Assembly this year have changed so often and so unpredictably that they have been hard to track. For instance, a referendum-for-a-sales-tax-for-education bill that FCPS had been following changed dramatically over the weekend so that it has now substituted an income tax for the sales tax. He said he was excited because it was still possible that some bill allowing a referendum on a tax for school construction and renovation will pass. He said we currently calculate that FCPS has lost $46 million in state aid compared to last year.

    The purpose of this article is to explore the multifaceted and complex issue of standardized assessment and educational accountability and present results of an informal survey designed to explore the opinions of graduate students in a practitioner-based teacher preparation program regarding standards of learning and teacher training. The issues of appropriateness of SOL tests for at-risk learners and teacher feelings of efficacy following training were addressed in this survey. We feel the results yield useful information that will assist classroom teachers, teacher educators, and policy makers in their development of more effective training programs.
    In response to current teacher shortages, many schools are being forced to place unprepared individuals in classrooms on provisional licenses. Some alternative paths to teacher licensure may be appropriate to meet these challenges, however, not at the expense of professional standards and integrity. Many quick-fix strategies such as the practice of utilizing teachers in subjects areas in which they are not certified do not serve the best interests of students or teachers (Finding Good Teachers, 1999). Consequences of the imposition of these quick-fix strategies include high burnout rate and poor classroom discipline (Berliner, 2000). Most authorities agree there is a need to find a better solution to the teacher shortage than simply filling classrooms with people who are not properly trained to teach.

    UJW Reporter Timeline Related Web sites A s a freshman at Armstrong High School, Diondre Valentine's right hip was thrown out of place. Before he could get surgery, he fell down trying to reach his crutches and broke his left hip in the process. "I almost lost my legs," said Diondre, now a rising senior. "This happened during ninth- and 10th- grade year. It really affected my grades." Despite facing these physical challenges, Diondre scored a 398 just two points shy of passing on the geometry Standards of Learning test as a sophomore. "I liked the SOLs because in the beginning, the teachers gave us a lot of energy. Teachers would stay back as long as two hours and help kids who needed it," said Diondre. After retaking the class and test as a junior, he scored 421. Diondre's struggles show how tough it can be for students trying to meet Virginia's higher academic standards. T he state adopted rigorous standards in 1995 and a corresponding high-stakes testing program in 1998. Beginning with this year's rising juniors, high school students will have to pass at least six of 12 Standards of Learning tests or other state approved standardized tests.

    President, Fairfax County Council of PTAs Good Evening. I am Rosemary Lynch, President of Fairfax County Council of PTAs (FCCPTA). Tonight our guests are Kirk Schroder, President of the State BOE, Suzy Noble and Sen. John Russell, members of the BOE. In the audience are Linda McGinn and Dr. Margaret Roberts from the Department of Education. Mr. Schroder, Ms Noble and Ms. McGinn thank you for joining us tonight. We are pleased that you accepted our invitation to our community meeting. We are excited because we view this event as an opportunity for our community to have an open dialogue with the State Board of Education. The FCCPTA appreciates the adjustments that the State BOE made to the SOLs. Parents and education professionals presented recommendations at public hearings across the state. The Board listened to these concerns and as a result the scores of limited English proficient students will not be reported with school scores for two years. The Board changed the timing of the History SOL tests for grades 5 and 8 so that it more closely matches the time of the instruction. Finally, the Board moved the tests closer to the end of the year. Despite these adjustments, we feel there are fundamental concerns that still need to be addressed. The FCCPTA supports high academic standards and accountability, however, we believe that a solitary assessment is not the best way to get a true picture of the accomplishments of students, teacher, and schools. We advocate a balanced assessment package. With such high stakes we need more than multiple choice questions to determine a child's mastery of the curriculum or the overall quality of a school.

    Tuesday, July 17, 2001; Page A01 Ace math teacher Bruce Snyder was racking up the accolades. He was a nominee for Loudoun teacher of the year, and, annually, his calculus students scored so high on the Advanced Placement test that School Superintendent Edgar B. Hatrick III singled him out in a speech before 2,000 teachers. But last month, Snyder left public education to teach this fall at the private Georgetown Day School in the District. His sole reason? The Virginia Standards of Learning tests. Bruce Snyder, a calculus teacher at Park View High School, left Loudoun County to teach in the District because of the constraints placed by "teaching to the test."     REVISED: Arlington Releases 2004 Standards of Learning Scores
    28 Schools Including All APS High Schools Projected to be Fully Accredited Arlington Public Schools achieved an increase in the proportion of students passing the 2004 Virginia Standards of Learning tests (SOLs) that will result in 28 of Arlington's 30 schools earning full accreditation. All public schools in Virginia are required to meet the state's accreditation standards in 2007. "I am very pleased with the strides our schools continue to make in increasing student achievement," said Dr. Robert Smith, Arlington Superintendent. "These results reflect the dedication and talent of our students, teachers, principals and central office instructional staff." Smith continued, “While gratified by this progress, our staff maintains its commitment to teaching for meaning that appropriately challenges all students and exceeds the requirements of the SOL tests."

    Virginia School Report Cards Glossary Dropouts —Students in grades 7-12 who leave school before graduation and do not transfer to another school are considered dropouts. Dropout information is reported for any school with a grade 7 or higher. General Educational Development (GED) Certificates —This number indicates high school students who earned a GED. Adults earning a GED certificate through adult education programs are not included in these numbers. Limited English Proficient —Students who are identified as limited-English-proficient (English as a Second Language) are expected to take and pass the SOL tests; however, these students may be granted an exemption from taking the tests for one grade level only at grades 3, 5, or 8. For School years 1997-98 and 1998-99, LEP students’ scores will not be included in the calculation and reporting of school-wide scores. Paired Schools —School accreditation is based on student performance on the SOL tests. SOL tests are administered to students in grades 3, 5, 8, and high school. Schools that do not house these grades or offer courses for which SOL tests exist are paired with another school in the division housing one or more of the grades or courses in which SOL tests are administered. The pairings are at the recommendation of the division superintendent. Standards of Learning (SOL) —In June 1995, the Virginia Board of Education adopted new, more rigorous student academic standards in the four core content areas of English, mathematics, science, and history and social science. What a student is expected to know and be able to do at each grade level and in certain high school courses is outlined in the Standards of Learning (SOLs). The SOLs form the basis for the SOL tests administered to students in grades 3, 5, 8, and in 11 high school courses.

    Virginia Tech Note to the reader Mr. Mark Christie, a member of the Virginia Board of Education, wrote an article for the fall 1999 issue of Virginia Issues and Answers ("Standards of Learning: Why Virginia’s education reform is working," volume 6, number 2) in response to an earlier article of mine ("Are Virginia’s public schools failing? Assessing the assessments," volume 6, number 1) that was critical of the Standards of Learning (SOL) assessments. Rather than address my criticisms of the SOL tests, Mr. Christie contends that what is more important about the SOL tests is not whether they are multiple-choice or some other format, whether they have more items or fewer, but the fact that they count , they have real, not sham, consequences [Emphasis in the original]. I cannot help but wonder if Mr. Christie, a lawyer, would embrace such a cavalier attitude about the Virginia Bar Examination or medical tests that also have real, not sham, consequences. Contrary to Mr. Christie’s assertion, the more important the decisions to be made from tests, the more important it is to have confidence in the tests. Make no mistake about it, the SOL tests are being used to make important decisions about public schools and the children they serve, but the reliability and validity evidence cannot support the intended uses of the SOL test scores.

The Reform Movement Before addressing the SOL test results, it is important to consider the origin and nature of the reform movement that gave rise to these results. The political genesis of this reform movement can be traced to the 1983 report, A Nation at Risk, and two more recent national Governors' Education Summits, the first held in 1989 in Charlottesville, Virginia, the second held in 1996 in Palisades, New York. The overarching concern expressed in the report and at both education summits is that our nation's public schools are "broken" and nothing less than our nation's economic competitiveness in the 21st century is at risk. In large part, the perception that our schools are failing is based on international comparisons of test scores. A series of such studies suggests that U.S. students are not competitive with students from other industrialized countries. This concern was most recently expressed by President Clinton in his January 1999 "State of the Union Address" wherein he stated: "While our fourth graders outperform their peers in other countries in math and science, our eighth graders are about average, and our twelfth graders rank near the bottom."

    Private schools may have to bite the bullet on testing
    Virginia's elite private schools have been exempt from the Standards of Learning proficiency tests required of public schools. But how well are private schools teaching?
    by Brett Lieberman Pressure is also coming from parents worried about how their private-school children will do on SOL tests if they switch to public schools, says Robinson, headmaster and founder of Millwood. "We have to ensure that our curriculum will integrate whatever our students want to do afterwards." Yet, by doing so, private schools risk ceding control over their curricula and diminishing the quality that set them apart from public schools and attracted students in the first place. John Katzman, president of the Princeton Review, a leading college prep firm, says private schools would have to spend more time "pounding away" at standardized material to the point at which they will have "sucked all the life out of school," he says. "They will not be independent schools if they take those tests because they will be in the same boat as everyone else." Even so, Katzman’s test-preparation firm, perhaps best known for its SAT preparation courses, has tailored its product line to meet the SOL challenge. It offers online programs to Virginia school districts to help students get ready for the exams. Still, he regards the tests as flawed and more rooted in scoring political points and ideology rather than improving schools. "This isn’t about accountability and education. At this point it’s about `Learning what I say you will learn.’ Every kid in Virginia will learn the same things."
