And, Yes, Top Even That By Michelle Easton, printed in the Richmond Times-Dispatch on March 29, 1999 I was pleasantly surprised to read a recent statement on Virginia’s new Standards of Learning (SOL) test scores by the president of the Virginia Education Association (VEA) union. In speaking of the 97 percent failure rate on last year’s Standards of Learning (SOL) tests, she said: "If we look at this process as a journey, then we are at the beginning. The scores from the first round of the SOL assessments should provide each school the information they need to select the appropriate path for their journey." Schools would prefer a perpetual "improvement model" which allows schools to retain accreditation as long as they show an improvement each year in test scores – even if it took decades for a school to reach a 70% pass rate. That’s the system that is being used until 2007. But this would make state accreditation as meaningless as it has been until now. Deadlines are necessary incentives to changing the status quo. However, with the right commitment, in eight years Virginia will lead the pack in education. At that point, the following will happen:

The study had two major research components. The first part was a quantitative analysis of the measurable factors that are associated with Standards of Learning (SOL) test results in schools and school divisions. The other major research component was a qualitative review of schools and school divisions. The primary purposes of this review were to examine the challenges to achieving academic success faced by schools and the best practices used by schools that have had success. JLARC staff also considered other issues related to school performance in conducting the study. These included the impact of the SOLs and of the No Child Left Behind (NCLB) Act, and the issue of on-time graduation and dropout rates. Six major findings result from this review:

Newsweek Full disclosure: in the interests of informed punditry I recently took a practice SAT test, the first standardized test I have taken since 1969, and by the end I thought the top of my head would blow off. Perhaps it was the reading-comp section on Keats. Perhaps it was the fact that I believe geometry is the Devil's work. Perhaps it was simply that doing any task for nearly five hours challenges what Mother Theodosia used to call the ants in my pants. But more than anything I was enraged by the process, and by the forced march that seems to have replaced creative thought, critical thinking and joyful learning for so many kids. In "High Stakes," a look at the issue aired recently by CNN's documentary unit, one teacher in Florida reported third graders sobbing because they were so unhinged by the prospect of yet another standardized test. "These kids are just tested out," the teacher said. Third grade?! Our education system is broken; accountability and standards will fix it. This is the mantra of government testing programs, from local certifications to the federal No Child Left Behind program, which might as well be called No Child Left Untested. That last grew out of something called the Texas Miracle, in which the use of standardized tests in that state quickly led to marked increases in student scores in a way that seemed too good to be true. And it was. Whistle-blowers reported that teachers helped some kids to cheat in elementary and middle schools, and that some ninth graders were being repeatedly held back so their performance wouldn't depress scores for tests administered in 10th grade. The CNN documentary reported that Austin High School, for instance, had 1,160 ninth graders in 2000, yet fewer than 300 were enrolled in 10th grade the next year. Figuring that one out would make an interesting SAT problem.

SUBJECT: Virginia Standards of Learning Assessments Passing Scores Established by the Board of Education
Attached is a table listing the decisions of the Virginia Board of Education regarding the passing scores for the Standards of Learning (SOL) tests. This is a critical list of decisions in that it sets the standards for passing each of the tests as well as the point at which students attain advanced" status on the test. The first inclination of us all is to immediately apply these "cut scores" to the spring 1998 raw score information. It would be imprudent to do this at this point in a global manner. Please remember that there were two forms of each SOL test administered in the Spring of 1998. The Board of Education established the passing scores on the predominant form (standard setting form). The Department of Education will now engage in equating the second form to the Board's established standard. Since different test forms may he slightly easier or slightly harder than the standard setting form it is possible that the passing score on the second form of the test will vary slightly from that of the standard setting form.

The Virginia Board of Education says that: The SOL program will improve public education by holding everyone to high standards through high-stakes testing. TRUTH: It is a common, but untrue, assumption that high-stakes testing produces improved learning and student achievement. Test scores rise, in large part, because of more focus on expected test content and more familiarity with the tests. The SOL program will narrow instruction and undermine education quality as teachers are forced to teach to the tests and short-change the rest of the curriculum simply to raise test scores. Low-income, minority, limited English, and special needs students are especially subject to getting drill and test practice instead of rich and varied education programs. They are at higher risk of being denied diplomas or dropping out in frustration before reaching12th grade. High standards cannot be maintained and education improved for all simply by raising the stakes for students. SOL test scores are the single best measure of students' and schools'performance and should be the primary criteria for graduation and accreditation.

Prepared by the Faculty of the Graduate School of Education George Mason University November 30, 1999 Introduction We, the faculty of the Graduate School of Education at George Mason University believe that high and rigorous academic standards are essential to improving Virginia's schools. However, we also believe that the current State-led education reform movement centering on the Standards of Learning (SOLs) actualized through a sole reliance on high-stakes standardized testing is seriously flawed, and that the accreditation system for schools which relies on student performance on these questionable tests should be reconsidered. Rather than labeling schools as failures and creating an upheaval in local school divisions, the state's policymakers should set aside the current approach to accountability and engage in a more inclusive and public discussion of ways to improve the education of children in Virginia's schools through incentives and assistance. At stake are students and schools that must succeed if Virginia is to maintain the vibrant, intellectual environment for which it has historically been known.

High-Stakes Testing Slights Multiculturalsim

By Makani Themba-Nixon As a parent active on a local school council, I've watched with apprehension as Virginia's high-stakes testing program has unfolded. But it was not until the day my third grade son, usually an enthusiastic student, came home sad and dejected that I realized my worst fears about the test were true. My son's class was studying explorers - his favorite subject - and he wanted to write a report on Matthew Henson, his favorite explorer. Henson, an African American, was the first man to set foot on the North Pole. He was a self-taught sailor and astronome rwho rose above the racism and prejudice of his day to become one of the most important explorers of the 20th century. Imagine my thrill as my son, without any urging on my part, went to the computer to do research on Henson. I was particularly pleased because after a tough first grade and difficulty reading throughout second grade, in third grade my son was at last learning that school could be fun.

About the Virginia ARDT
About this Score Interpreting Guide

This document is intended to help you interpret the information presented in the Virginia ARDT score report. The score report for the Virginia ARDT contains useful information regarding student performance on the assessment, but this information must be interpreted carefully. This guide will explain the information presented in the score report and help you interpret the scores.
This guide contains the following sections:

    To assist in understanding potential student instructional needs, a more detailed analysis of student strengths and weaknesses is provided below the student scores. For each reporting category, the SOLs at the level which students showed strength and weakness are listed. The specific SOLs highlighted provide information on the student's strengths and weaknesses. Each strength or weakness listed may be based on only one or two test questions. Therefore the listing of SOLS should not be considered a checklist of mastery or insufficient skills. This list should be considered along with other student assessment information and should not be used solely to measure student needs. Additional factors, such as classroom work and class tests, should also be considered in the evaluation of student mastery of any single standard of learning.

    Welcome! This site has been designed to assist with the teaching and learning of the Virginia State Computer/Technology Standards of Learning to be mastered by the end of grade five. The technology terms and quizzes included on these pages incorporate these requirements with additional information for the more advanced, technology-minded student.     "More than 45 years after integration, some activists argue that the lingering achievement gap between black and white students in Charlottesville schools reflects a lack of division-wide effort to provide a good education for all students. Teachers and administrators have implemented programs and provided resources to solve the problem, but the task continues to present challenges. For one man, the achievement gap is the result of black children being neglected. Race has become an issue at almost every recent School Board meeting, as the division in the audience is evident between supporters and detractors of the first black superintendent, Scottie Griffin, who recently resigned. Griffin has always been a vocal proponent of raising student achievement for all students, but just how many students are provided this opportunity has come into question. The need for more parental involvement has also raised concern. A lot has been done to provide an education for all children, but the numbers show that black children account for the majority of students in the division. They have also had the highest percentage of special education and free and reduced-price lunch populations, an indicator of poverty, for a decade. At the same time, the black students are poorly represented in the gifted student program.
