Congratulations Patti! We made a proposal to our state delegate to have a study done that would look at this issue. We wanted the State to agree to modified testing for kids who follow a modified curriculum (this would include quite a few kids in special ed). That way, they wouldn't have to opt out. They would take tests based on the curriculum they're studying. The teachers would be accountable and the parents would have something to measure their children's progress by. We would also like to see another kind of diploma added to the system to go along with the "Modified SOLs". We hope this would help a great many kids in Special Ed go on to higher learning institutions. Right now an IEP Diploma won't get them anywhere. GO TO NEXT PAGE

SOL Information Graduation Requirements New for '04 and '07. Graduation requirements have changed recently. The class of 2004 is the first class required to complete verified credits to graduate. The class of 2007 is the first to need verified credits in defined categories. Diploma Types. The Standard Diploma reflects the basic achievement the Commonwealth sees as necessary for it citizens; four English, three math (at or above the level of algebra), three science (from two science disciplines), and three social studies credits (including both VA/US History and VA/US Government), two Physical Education courses, one fine or practical art elective, two electives in sequence, and three other elective credits for a total of 22 credits. The Advanced Diploma is typically earned by college-bound students. In addition to the academic core requirements of the Standard Diploma, Advanced Diploma recipients must complete three credits of a foreign language, one additional credit each in Math, Science (from three science disciplines), and Social Studies, one fine or practical art and two other electives for 24 total credits. That is, they relate each student's performance to a predetermined set of criteria in this case, mastery of the SOLs. Other standardized tests given to Virginia students, such as the Stanford 9 and the SAT, do not focus specifically on what Virginia students are being taught in the classroom. Results from the SOL tests can be used to determine exactly what knowledge and skills students possess, as opposed to simply comparing a student's scores with those of other students taking the test. Beginning with the Class of 2004, all students must pass six End-Of-Course (EOC) tests in order to qualify for a Standard Diploma (nine to qualify for an Advanced Studies Diploma). At all grade levels, SOL results will be considered in promotion and retention decisions for individual students. In addition to documenting student achievement, the SOL tests will also be used as the major component in determining a school's accreditation status. By the 2006-7 school year, all schools must achieve a passing rate of at least 70% (50% for Grade 3 History and Science) of all eligible students to retain accreditation.

Important New Information About Standard Assessments One of the important requirements of the Elementary and Secondary Education Act of 2002 (referred to as No Child Left Behind or NCLB is that school systems include students who receive special education services in all statewide and district-wide testing in which general education students participate. For students in Virginia, this means that they are all required to participate in the Standards of Learning (SOL) assessments. A small percentage of students, those with the most significant disabilities, may participate in the Virginia Alternate Assessment Program (VAAP), which, although linked to the Standards or Learning, is based on a life-skills curriculum. The majority of students who receive special education services, however, have had to take the same tests as their peers until now. This has presented a significant barrier to many students who could not pass either the 8th grade English and math tests needed to earn a modified standard diploma, or the end of course tests required to earn a standard diploma. This spring, the Virginia Department of Education (VDOE) and the State Board of Education have taken steps to level the playing field for students and allow them to be more successful on state assessments. It is important for you, as a parent, to understand these changes so you will know what alternatives and options are available for your child.
